About this file
This is Addendum No. 2 to a Request for Proposals issued by Springfield School District No. 19 in Springfield, Oregon for workers' compensation insurance and claims management services. The addendum provides responses to vendor inquiries and distributes additional information to support proposal preparation. The District serves approximately 9,000 students with a workforce of approximately 1,600 full and part-time employees across 20 schools. Key vendor questions addressed include the District's utilization of premium discounts (Premium Discount Endorsement, Pre-Pay Credit, and Premium Payment Rating Plan Endorsement), its regular engagement with SAIF's safety management consultant including recent industrial hygiene testing and lab safety tours, the active operation of a safety committee with regular facility tours involving executive risk management and the agent of record, participation in SAIF's Non-Disabling Claims Reimbursement and Return to Work programs with established injury packets for employees and supervisors, and the District's willingness to provide its current SAIF policy and four years of de-identified loss runs. Electronic proposals are due by April 17, 2026 at 2:00 p.m. PST, with the Notice of Intent to Award scheduled for May 5, 2026, Board presentation on May 11, 2026, and contract signing by May 18, 2026. The District intends to award a single contract for an initial three-year term with options to extend for five additional one-year periods.
Proposers are required to maintain comprehensive insurance coverage including Professional Liability Insurance of $2,000,000 per occurrence and $4,000,000 annual aggregate, Commercial General Liability of $2,000,000 per occurrence and $4,000,000 aggregate, and Commercial Automobile Liability of $1,000,000. Pricing must be submitted on the Bid Schedule in U.S. funds exclusive of federal, state, and local taxes with all costs and fees clearly identified, though no specific budget range or award value is disclosed. All proposals remain valid for 120 days from the due date. The RFP does not specify set-aside designations or restrict participation based on disadvantaged enterprise status, though non-resident vendors are subject to a percentage increase equal to any preference given in their state of residence. No incumbent vendors or current contractors are identified. Contract award is contingent upon available funding and Board appropriation, and the District reserves the right to conduct interviews and request best and final offers from top proposers.
