5. Questions and Answers

Item 5 – Questions and Answers

The following questions were submitted and are responded to as follows:

13. QUESTION (From Addendum No. 1): In the Advertisement for Bids it states that “This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11.” Will you please clarify whether that means all components (Glass, resin, steel, cement, etc) for the microtunneling pipes also needs to be made in the

US?

RESPONSE (From Addendum No. 1): Engineer has requested clarification from the EPA and will relay any clarification received with a future addendum.

RESPONSE UPDATE (From Andrew Tracy, Infrastructure Specialist, Water Division, Region 5, U.S.

EPA): In this case the reinforced concrete pipe would be considered an iron and steel product. For the reinforcing material, all manufacturing processes, from the initial smelting to the application of any coatings, must occur in the United States. The casting of concrete must occur domestically.

17. QUESTION: With reference to Concrete Notes on Plan Sheet C27, Note 14 states the following: “Provide steel fibers in the base slab and in the structure walls, chambers, benches and all other concrete elements in the from base slab to nearest construction joint that is three feet over crown of the sewer, whichever is higher”.

Q-1.) Is the use of steel fiber in addition requirement to the reinforcement steel already shown in drawings or an alternate?

Q-2.) We cannot find any specifications on the Contract documents use of steel fibers in concrete. Can Owner either direct us or provide us such specifications?

RESPONSE Q-1.): Steel fiber is not required. Please reference 4. Changes to Drawings, specifically Item # D-001.

RESPONSE Q-2.): No longer applicable.

18. QUESTION: We are having trouble locating the sanitary structure required to be removed per Bid Item 9. Can you please provide a drawing number for this scope of work? Thank you.

RESPONSE: Bid Item 9 – Sanitary Structure, Rem, is a contingency item included in the event that a sanitary structure needs to be removed that is not foreseen and is not included in other items of work.

19. QUESTION: We are having trouble locating 20” cut-in gate valve to be installed per Bid Item

23. Can you please provide a drawing number for this scope of work? Thank you.

RESPONSE: Bid Item 23 – Gate Valve, 20 inch, Cut-in, Complete, is a contingency item included in the event that existing gate valves do not provide sufficient shut down to perform the water main work at the Bon Brae intersection. See Sheet C33.

20. QUESTION: We are looking for clarification regarding the bid submission process. The Advertisement for Bids states that bids will be accepted until 10/30/24 at 10:00AM local time.

If the Contractor intends to submit only a physical copy bid, does the Contractor have to submit the additional electronic copy on 10/29/24?

RESPONSE: The intent is to accept bids submitted physically or electronically. Electronic bid submissions do not need to be accompanied by a physical copy. Please reference 3.

Changes to Specifications, specifically Item # S-014, of this Addendum No. 2.

21. QUESTION: Article 22.01 states SEMSD is exempt from Michigan State Sales and Federal Excise Taxes. Please confirm if bidders should include taxes in the bid.

RESPONSE: Bidders should include all taxes in the bid. Please reference 3. Changes to Specifications, specifically item # S-015 of this Addendum No. 2.

22. QUESTION: Pay Item 45 – Cementitious Grouting, Stephens Relief, Complete is a lump sum pay item. Typically, we see this as a unit price as there is no way to estimate the volume that will be required to fill any potential voids. Can this volume be estimated, by your team, for bidding purposes, or the pay item be changed to a unit price?

RESPONSE: This item of work is specifically for the work detailed on plan sheet C22. The plans show an estimated 24 grout locations, 12 per casing pipe. The OWNER and Engineer are not aware of any existing loosened soil conditions in the vicinity of this work. Cementitious grouting is included to address any loosened soil conditions created by the proposed work.

Quantity cannot be estimated and will be minimized by the standard of care applied during the installation.

23. QUESTION: On plan sheet ER1, note 1 for the TERS analysis and design state the number, location and size of the TERS are the responsibility of the Contractor. Note 2 state these designs are also the Contractor’s responsibility. However, note 7 specifically requires the TERS for the north and south sides of the Stephens Drain be constructed using steel sheet piling and be a minimum of 10 feet away from the existing drain. Is the Contractor required to utilize steel sheeting for the Stephens Drain TERs?

RESPONSE: Contractor is not required to use utilize steel sheeting. Please reference 4.

Changes to Drawings, specifically item # D-002 of this Addendum No. 2.

24. QUESTION: In the Geotechnical Baseline Report, on page 5 Unforeseen Conditions it states the following: “For bidding purposes Contractor is to assume that construction of no emergency shafts will be required due to encountering obstructions. Contractor work required to address unforeseen obstructions such as encountering abandon well casings, abandoned utilities, or boulders larger than 48 inches, will be performed at the unit rate(s) in the contract.” There are no such rates on the bid form.

Will bid items be added to the bid form so Contractor can include cost for such rates in its bid?

RESPONSE: The statement referenced in the question above will be edited to read as follows:

“For bidding purposes Contractor is to assume that construction of no emergency shafts will be required due to encountering obstructions. Contractor work required to address unforeseen obstructions such as encountering abandoned well casings, abandoned utilities, or boulders larger than 48 inches, will be addressed through the claims process.”

This revision will be included in an updated Geotechnical Baseline Report to be issued with the Contract/Construction documents.

25. QUESTION: Division 01 22 14 Measure and Payment, Item 44 Steel Casing, 48 inch, jacked in place. For measurement purposes, how are payment quantities measured?

RESPONSE: Measurement will be from inside face of Structure #8 to inside face of Structure #9. Please reference 3. Changes to Specifications, specifically item S-016 of this Addendum No. 2.

26. QUESTION: In Division 09 97 23 Coal Tar Epoxy Coating Systems for Wastewater Structures, Article 1.01.A Summary it states “This section covers rehabilitation of existing Gate Structure PC-663 with Coal Tar Epoxy coating system and includes surface preparation and coating of existing exposed interior surfaces. Where is PC-663?

RESPONSE: PC-663 is not part of this project. Please reference 3. Changes to Specifications, specifically Item # S-019 of this Addendum No. 2.

27. QUESTION: In 1.01.5: It states: “Methane gas and hydrogen sulfide gas were detected during previous confined space entries to PCI-7 Edison Corridor Interceptor and PCI-12A Romeo Arm Interceptor, including the reaches where current work is proposed”. Does this project include any work in the PCI-7 Edison Corridor Interceptor or PCI-12A Romeo Arm Interceptor?

RESPONSE: This project does not include any work in the PCI-7 Edison Corridor Interceptor or PCI-12A Romeo Arm Interceptor. Please reference 3. Changes to Specifications, specifically Item # S-017 of this Addendum No. 2.

28. QUESTION: In Division 31 71 00 Tunnel Excavation Article 3.08 Primary Liner Construction, first sentence says “The primary tunnel Liner designed by the Engineer is included in the Contract documents as a minimum, with the final design to be developed by CONTRACTOR. We are unable to find the Engineer’s design in the contract documentation.

RESPONSE: The primary tunnel liner design shall be developed by the CONTRACTOR’S engineer. Please reference 3. Changes to Specifications, specifically Item # S-018 of this Addendum No. 2.

29. QUESTION: Division 33 26 10 Reinforced Concrete Pipe for Trenchless Installations, Article 3.04 Field Tests and Leak Acceptance Testing Criterial spell out three methods for testing the pipeline for leakage. It is unclear if Bidder is to perform all three tests on the pipeline or will just one method be sufficient?
