About this file

Addendum No. 1 for the Jefferson Relief Sewer project in Michigan involves a comprehensive municipal infrastructure improvement initiative. The project encompasses the construction of a 25-foot deep, 7,100-foot long, 60-inch diameter relief sewer to be tunneled under the southbound lane of Jefferson Avenue, with limited open-cut construction for specific structural and utility needs. The scope includes installing 80 feet of 48" sanitary sewer, 6,900 feet of 60" sanitary sewer via tunneling, 175 feet of 60" sanitary sewer through open-cut methods, 8 tunnel launching/receiving shafts, 5 sanitary chambers, 7 lateral sewer connections, 450 feet of 12", 15", and 18" sewers, and Martin Regulator improvements. The project will parallel the existing 60-inch diameter Jefferson Interceptor Sewer and includes maintenance of traffic during construction.

While specific pricing details are not provided in the document, the project appears to be a significant municipal infrastructure investment addressing sewer capacity and system improvements. Structures will be constructed at key intersections including 9 Mile Road and Bon Heur Street to connect with existing upstream and downstream sewers. The intermediate structures were strategically determined based on side street lateral sewer conflicts and tunnel construction length limitations. The comprehensive nature of the project suggests substantial municipal funding and infrastructure planning to enhance the region's wastewater management capabilities.

Flow Control SECTION 01 57 24 - Coordinate, Coordinate, Coordinate

• Due to the complicated nature of this system, the Contractor is required to coordinate with the system operators for any construction operation that will require flow control in the system.

• Under no circumstances is the contractor to perform any operations that involve connections to the lateral sewers or interceptors, or work in the existing interceptor system under wet weather or surcharge conditions.

• Construction will require vigilant coordination of flow control.

Coordination is required to store and release sewage so that connections to the system can be made in a safe environment.

• During construction activities that involve any connection to the existing system or work inside the Jefferson Interceptor, the Contractor will coordinate operation of the facilities to safely store sewage during dry weather conditions.

Questions?

Are there DBE Goals on this project? It said something about doing a Good Faith Effort? If so, will this be submitted with bid?

As stated in the Disadvantaged Business Enterprise Requirements, “Contractor to employ the six good faith efforts described in 40 CFR Part 33, Section 33.301 in procurement of goods and services.”

It states on the invite on bidnet in General Requirements that we need a Contractor License …. It states it is required. In all of the specs I just see we need a authority to do business in MI.

Authority to do business in Michigan is the requirement

I cannot find the Exhibit A OCIP Terms that they are talking about in the Supplemental Conditions Insurance area.

They say they are attached, and we need to go by these.

The Supplemental General Conditions delete references to Exhibit A in the General Conditions, therefore it is not required.

Questions Received

Here is a link to that section of the Code of Federal Regulations https://www.ecfr.gov/current/title-40/chapter-I/subchapter-B/part-33

Questions Received

Does this project require a 2-year maintenance bond?

Yes, per Section 01 70 00, Article 1.07 Warranties & Guarantees

There are 2 pages of soil boring in plan sheets and there is some info in the Public Shared Docs I downloaded from link. Is this the only Geotech there are for this project?

Geotech consists of the information provided on Sheets G4, ER1, GT1 through GT6, and TB1 through TB2 of the Plans, and the following reports in the Public Shared Documents:

• Preliminary Environmental Corridor Study, NTH, 1/18/24

• Subsurface Environmental Investigation, NTH 1/23/24

• Geotechnical Data Report, NTH, 12/15/23, revised 1/24/24

• Geotechnical Interpretative Report, NTH 3/1/24

• Environmental Construction Management Plan, NTH 06/17/24

• Geotechnical Baseline Report, NTH, 09/06/2024

This is the only Geotech being provided for this project.

Wondering if subcontractors are required to submit a bidders qualification statement with our quote by the time of bid?

No, the prime Contractor is required to submit the Proposed Subcontractors Form found in section 00 43 36 with the Bid and required attachments.

Item 1.01 of specification section 31 71 19 states, “the CONTRACTOR shall conduct all work necessary to complete the bored tunnel with the use of pressurized face tunnel boring machine (TBM).” Is the intent of this statement to mandate use of an earth pressure balance (EPB) TBM or will the Owner allow the use of non-pressurized face TBM with appropriate face control?

No, this section was not intended to mandate the type of TBM. The Owner will allow the use of non-pressurized face TBM with appropriate face control or other tunneling means and methods proposed by the Contractor.

Item 1.05G of specification section 31 71 19 states, “The minimum allowable bore diameter is 12 feet and the maximum bore diameter is 13 feet.” Will a smaller bore diameter be allowed, provided there is adequate clearance for installation of the 60” RCP final lining?

Yes. This section should read, “The bore diameter shall be minimized to as small as possible to allow adequate clearance for the installation of the 60 inch RCP final lining

Item 2.01 A of specification section 31 23 00 states, “The upper 15 feet of excavation shall be assumed contaminated and shall be removed for disposal at a licensed landfill facility in accordance with the requirements of the landfill, including, but not limited to, waste manifest, sampling, and waste characterization analysis,” however, section 5.2 of the GBR states “Near surface soil (especially) urban fill material should be considered contaminated and managed appropriately unless proved otherwise through analytical testing.”

Please clarify the intended baseline for soil contamination.

The baseline for soil contamination is that all fill material above the native clay is contaminated. Please refer to the Environmental Construction Management Plan, Paragraph 4.3 - Preventing Exacerbation of Contamination for detailed direction regarding analytical testing and disposal options for excavated soil.

Responses to questions received and a PDF of this presentation will be formally issued as

1.0 INTRODUCTION

NTH Consultants, Ltd. (NTH) was retained by Anderson, Eckstein & Westrick, Inc (AEW) on behalf of Southeast Macomb Sanitary District (SEMSD) to prepare this Environmental Construction Management Plan (ECMP) or Plan for the Jefferson Relief Sewer Project in St. Clair Shores, Michigan.

NTH conducted a Phase I Environmental Site Assessment (ESA) and a Subsurface Environmental Investigation (SEI) for the project. The results of soil sample analysis identified volatile organic compounds (VOCs) and heavy metals above Michigan Department of Environment, Great Lakes, and Energy (EGLE) - Part 201 generic nonresidential cleanup criteria and screening levels (GNRCC).

Due to the discovery of a polychlorinated biphenyl (PCB) spill upstream of the project site circa 2001, the Ten Mile Drain is part of a US Environmental Protection Agency (EPA) Superfund remediation effort. The Ten Mile Drain alignment, located within the project limits along Jefferson Avenue between 10 Mile Road and Bon Brae Street, is independent of and not connected to the existing Jefferson Interceptor or Relief Sewers.

This ECMP outlines the activities to be undertaken during the upcoming construction work for the project and is prepared for the use of AEW and SEMSD. If the intended use of the project corridor changes or new information regarding contaminant concentrations is identified, the information presented in this document should be reevaluated to establish appropriate response actions.

2.0 DETAILED PROJECT CORRIDOR DESCRIPTION

2.1 LOCATION AND DESCRIPTION

The project area or corridor consists of a 1.3-mile section along Jefferson Avenue from 9 Mile Road north to Rio Vista Street. The project entails construction of a 60-inch diameter relief sewer. The existing Jefferson Interceptor (60-inch storm sewer) is located along the east side of Jefferson Avenue, and a 20-inch watermain is located along the center of Jefferson Avenue.

2.2 GENERAL VICINITY CHARACTERISTICS

The adjacent sites along the project corridor are mainly used for residential and commercial purposes. The commercial uses include office buildings, restaurants, retail stores, gas stations, medical offices, a bowling alley, boat marinas, auto repair shops, hair salons, etc. The residential uses include apartment buildings, condominiums, and single-family dwellings. The adjacent developments are serviced by the municipal potable water supply, storm sewer and sanitary sewer systems, and private natural gas, electric and telecommunications utilities.

3.0 SUMMARY OF ENVIRONMENTAL INVESTIGATIONS

EPA Superfund Site In July 2001, sediment samples were collected by the Macomb County Public Works Office (MCPWO) as part of a permit application process for a proposed dredging project in the Lange and Revere Street Canals located just south of 10 Mile Road. The analytical results were submitted to the U.S. Army Corps of Engineers (USACE) and based on the elevated levels of PCBs in the sediment, the USACE notified the Michigan Department of Environmental Quality (MDEQ), now

NTH | O:\Active PROJ\23001697_SEMSD Jefferson Relief Sewer\730 - Reports\ECMP rev1\001-0617-ECMP-RPT_rev1.docx 2 known as EGLE. In December 2001, MDEQ investigated the Ten Mile Drain (TMD) system and confirmed there was an upstream source of PCB contamination in the drain. As a result of MDEQ's investigation, the MCPWO sampled and confirmed the presence of PCBs in both the Lange and Revere Street Canals and TMD system.

Several investigations and remedial actions have taken place since the discovery of PCBs. Certain areas of the TMD system have been re-contaminated. The TMD system investigation area comprised of Bon Brae Street from Little Mack to Harper, just north of Bon Brae Street to south of Lange Street and Harper to Jefferson Avenue. The investigations identified the largest concentrations of PCBs near Bon Brae Street and Harper Avenue. PCBs have been found in TMD system manholes along Jefferson Avenue.

Based on review of the most recent EPA Record of Decision and conversations with the EPA’s Project Manager, the EPA’s plan is to remediate PCBs at the TMD system to below human health and environmental risks and established the target cleanup level of 21 parts per million (ppm), which is associated with utility workers contact criteria. The EPA is not aware of any PCB contaminated backfill around the existing underground utilities along Jefferson Avenue.

The Selected Remediation identified in the 2024 Record of Decision (ROD) Alternative 5 calls for removal and replacement of manholes/vaults and piping on Harper Avenue from Lakeland Street north to Bon Brae Street and east on Bon Brae Street to about B Street. A short segment of Lakeland Street Drain will be repaired, replaced, cleaned and /or lined from Harper Street east.

Manholes and piping along Bon Brae Street from B Street to Jefferson Avenue, Jefferson Avenue to Lange and Revere outfalls, and a portion of Ten Mile Road between Lovell Street and the Lange and Revere outfall will be cleaned and power washed. The EPA Project Manager indicated the Selected Remediation will take between two to four years to design, fund, and conduct the remediation.

Preliminary Environmental Corridor Study (PECS) NTH conducted a PECS of the Project Corridor for the proposed relief sewer locations (Option 1 and Option 2 alternate pipe alignments), and the results of the study were summarized in a report (NTH Project No. 23001697-01) dated January 18, 2024. It is our understanding that Option 2 has been tentatively selected. Thus, the table below summarizes the sites of potential environmental concern (PEC) along the Option 2 pipe alignment.

Subsurface Environmental Investigation NTH conducted a SEI to evaluate the potential environmental concerns identified in the PECS with the exception of the TMD (Superfund site). The results of the study were summarized in a report (NTH Project No. 23001697-01B) dated January 23, 2024. This study included drilling 12 geoprobe soil borings, designated as GP-1 through GP-12, and the collection and analysis of soil and groundwater samples. The borings were advanced to depths of up to 13 feet. The approximate locations of the borings are depicted on the Sample Exceedance Plan in Appendix A. Subsurface conditions observed at the boring locations are presented in the Logs of Geoprobe Borings also in Appendix A.

The subsurface conditions at the boring locations were comprised of up to 8 feet of sandy and clayey fill soil. The fill soil is underlain by native clays to the explored depths, except at GP-2, where the boring was terminated at 10 feet in the fill soil (pea stone). Groundwater was encountered in GP-2 at approximate depth of 5 feet, GP-9 at approximate depth of 10 feet, and GP-12 at approximate depth of 4 feet. The soil and water samples collected during the SEI were analyzed for volatile organic compounds (VOCs), polynuclear aromatics (PNAs), the Michigan 10 metals (arsenic, NTH | O:\Active PROJ\23001697_SEMSD Jefferson Relief Sewer\730 - Reports\ECMP rev1\001-0617-ECMP-RPT_rev1.docx 4 barium, cadmium, chromium, copper, lead, mercury, selenium, silver, and zinc) and PCBs.

Laboratory data for the analyzed samples are included in Appendix B.

This study was conducted for the proposed construction of the relief sewer system, which is considered a nonresidential use. Thus, the soil and water analytical data were compared to the EGLE-established Part 201 generic nonresidential cleanup criteria (GNRCC). Specifically, the soil results were compared to the Part 201 nonresidential direct contact (DC) criteria, drinking water protection (DWP) criteria, groundwater/surface water interface protection (GSIP) criteria, soil volatilization to indoor air inhalation criteria (SVIIC), infinite source soil volatilization to ambient air criteria (VSIC), particulate soil inhalation criteria (PSIC), soil saturation concentration screening levels (SSCSL). Likewise, the results of water analysis were compared to the Part 201 nonresidential drinking water (DW) criteria, groundwater/surface water interface (GSI) criteria, groundwater volatilization to indoor air (GVIIC) criteria, water solubility (WS), and flammability and explosivity screening levels (FESL).

PCB results were compared to Part 201 nonresidential cleanup standards and Federal Toxic Substance Control Act (TSCA) Subpart D levels.

4.1 PREVENTION OF ACCEPTABLE HUMAN EXPOSURE TO CONTAMINATED SOIL AND

GROUNDWATER

Soil and groundwater are not impacted at levels that may pose a threat to human health during nonresidential construction activities; thus, no activities need to be taken to mitigate/prevent unacceptable exposure.

4.2 PROTECTION OF THIRD PARTIES

Soil and groundwater are not known to be impacted at levels that may pose a threat to contractors during nonresidential construction activities; however, the following guidelines are developed for future construction entailing below grade excavations:

• During the proposed construction work, notifications to third parties (i.e., construction and subsurface utility workers) will be managed by the project contractor, who will maintain site security for the duration of the activities.

• A copy of this Plan should be provided to project contractors who may have the potential to be exposed to contaminated soil and groundwater during construction activities. Based on the information contained in this Plan, each contractor shall be responsible for developing their own site-specific Health and Safety Plan in accordance with appropriate regulatory requirements including the Occupational Safety and Health Act (OSHA) and Michigan OSHA (MIOSHA).

• The construction or work area shall be secured against unauthorized access by installing a fence and/or posting signs restricting access to authorized personnel only.

• During construction activities that disturb impervious surfaces, precautions shall be taken to reduce to the extent possible potential infiltration of precipitation that may cause migration of soluble contaminants from subsurface soils into the adjacent surface water.

4.3 PREVENTING EXACERBATION OF CONTAMINATION

The construction controls described below, will not cause exacerbation. That is, they will not cause migration of contamination beyond the boundaries of the Project Corridor or lead to an increase in response activity costs.

• Project contractors shall develop a fugitive dust control plan, which shall include measures to prevent airborne dispersion and off-site migration of soil particulates.
