QUESTIONS AND RESPONSES NO. 1

ISSUE DATE: January 17, 2024 for

QUARLES WATER TREATMENT PLANT 2 SCADA REPLACEMENT PROJECT

COBB COUNTY-MARIETTA WATER AUTHORITY

QUESTION 1: The specs and details on this, “to me” are contradictory.

The spec the handrails be made of:

1.5” round aluminum “tube” Sced 40 for horizontals Sced 80 for verticals / legs “which infers a custom build rail” ---which is what we do, but the drawings even show what appears to be a custom fabricated rail.

HOWEVER:

When you keep reading and look closer at the drawing details, they spec HOLLANDER manufacturing.

Which is a prefab railing system, which we do not do.

Another option would be “both” where we would build the custom rail – have it anodized—and then use the HOLLANDER base plates w/ barrier.

Q1 RESPONSE: Handrailing may be all welded or component type construction as specified, see specification Section 05520, Paragraph 2.03.B. An adjustable base flange is specified to allow for mounting to the inclined dome surface.

QUESTION 2: If we use wet blasting technique that generates no dust will a fully enclosed containment around take be required?

Q2 RESPONSE: Yes, containment system must meet requirements of SSPC Technology Guide No. 6 2W or 2A as stated in Section 01560, Paragraph 2.01 B, See Addenda No. 1.

Questions and Responses No. 1 (01/17/2024) Page 2 of 3

QUESTION 3: I am requesting your review for approval of the attached, submitted products for use on the Rehab Project at the Factory Shoals Tank for Cobb County - Marietta Water Authority.

Tank Exterior:

SECTION 03732 - 2.07 Cement Based Texture Coating Concrete Resurfacer: 100490085 - AW Cook HYDROSEAL

SECTION 09901 - 2.03 Exterior Elastomeric Topcoat Elastomeric: LX11W0051 - Loxon XP Waterproofing Masonry Coating

Q3 RESPONSE: Specification Section 00700 allows the contractor to submit Substitutes and “Or- Equals” for materials for the Engineer’s sole discretion to review if the item is functionally equal.

Performance requirements for the cement based textured coating are in specification Section 03713, Paragraph 2.07 and painting system in specification Section 09901, Paragraph 2.03.A.

Painting products also must meet the warranty requirements in specification Section 09901, Paragraph 1.09.

QUESTION 4: Another question I had about the tank is the area next to the expansion joint. Specifically, the slab / footing. Is there any other plan to mediate standing water? As of right now water pools around the exterior of the tank and has no current diversion. I see in the drawings and bid docs you’re wanting to use #57 stone as drainage around the perimeter of the slab but what about the slab not allowing water to flow away from the tank?

Pic attached for reference.

Q4 RESPONSE: Drainage stone is to be provided as shown.

QUESTION 5: Do you have a recommendation for filter fabric for the #57 stone? I don’t see one highlighted in the specs.

Q5 RESPONSE: See Addendum No. 1.

QUESTION 6: Are there anchors already installed on the tank for safety?

Q6 RESPONSE: The tank does not have anchors installed.

QUESTION 7: Are we able to install anchors on the tank for our guys to repel and maintain safety?

If so, where can this be done?

Q7 RESPONSE: Anchors may be installed into the concrete dome per Addendum No. 1.

Questions and Responses No. 1 (01/17/2024) Page 3 of 3

QUESTION 8: Within the bid documents it mentions, “Keep driveways, access walkways, and entrances clear and clean. Do not use these areas for parking and/or material storage.” Where can our workers park and store material?

Q8 RESPONSE: Materials may be stored onsite per specification Section 09901, paragraph 1.08.

Workers may park onsite provided Owner has access to maintain the tank and pump station, see specification Section 01520. Note that areas used must be restored at end of the project per General Conditions 6.11 C and Supplemental Conditions S.C.-6.13B.

QUESTION 9: Will there be an extension for the bid?

Q9 RESPONSE: No.
