About this file

This is Addendum No. 1 to a Request for Quote (ARFQ DEP26-35) issued by the West Virginia Department of Environmental Protection (WVDEP), Office of Abandoned Mine Lands and Reclamation, for construction services at the Beckley Soccer Complex in Raleigh County, West Virginia. The project encompasses mine portal closures, subsidence mitigation in the parking lot area, and soccer field access road construction at the YMCA Paul Cline Memorial Youth Sports Complex. Work scope includes construction and improvements to access roads serving north portals, installation of dry mine seals and bat gates, clearing and grubbing, demolition of road and parking lot structures, installation of erosion and sediment controls, revegetation, drainage structure installation, permeation grouting with geogrid material, and asphalt paving of parking lot and pedestrian paths. Key bid schedule revisions include: drilling and casing reduced from 4,000 linear feet to 3,500 linear feet (Item 14.1); grouting revised from 5,500 cubic yards to 2,000 cubic yards (Item 14.2); woven belted silt fence reduced from 3,800 linear feet to 3,330 linear feet (Item 5.1); bat gates reduced from 6 to 4 units (Item 9.2); and splash pads reduced from 5 to 4 units (Item 7.4). A mandatory pre-bid conference was held on-site on October 20, 2025. The contract duration is 270 days from Notice to Proceed. Seasonal restrictions apply: clearing operations permitted November 15 through March 31, and bat gate installations permitted May 1 through August 31.

The engineer's estimate for the project is $2,553,857.15. Project specifications clarify acceptable materials and construction methods, including acceptance of Type 1L cement (in lieu of ASTM C150 Type II), slag limited to 50 percent by weight of cementitious material as an alternative to fly ash, and ready-mix concrete. Grouting pressure criteria is set at refusal at 100 pounds per square inch. Contractors must maintain public liability insurance and comprehensive vehicle liability insurance of not less than $2,000,000 per occurrence and aggregate, with additional insureds including Beaver Coal Company Limited, the City of Beckley, Forward Southern West Virginia Inc., and the Young Men's Christian Association of Beckley. Three mine portals (P4-2, P4-3, and P4-4) have been removed from the project scope. Unclassified excavation was converted from a per-cubic-yard item to a lump sum bid item to account for earthwork associated with access road construction, portals, and additional onsite excavation. The contractor is responsible for obtaining permits including Corps of Engineers permits, water quality certification, and burning permits, with the exception of USACOE and NPDES permits which will be obtained by WVDEP. Upon contract award, the contractor must become Co-Applicant #1 on the NPDES Stormwater Construction General Permit and assume responsibility for compliance with all permit terms and conditions.

Q2. Specification Paragraph 14.2.4 Grout Mix Materials. ASTM C150 Type II is specified, which is no longer readily available. Please confirm that Type 1L cement is acceptable.

A2. Type 1L is acceptable. This has been updated in Item 14 of the specifications.

Q3. Specification Paragraph 14.2.4 Grout Mix Materials. Fly ash is much less of a readily available market commodity, and timely check with local suppliers confirms this for the Beckly area. Is mix design without fly ash acceptable?

A3. Fly ash is not required, please note the clarification regarding the use of fly ash.

Q4. Specification Paragraph 14.2.4 Grout Mix Materials. Is mix design using slag acceptable? Slag, being more readily available than fly ash within market, is being suggested as alternative by cement supplier.

A4. Slag can be used as an alternative; however, it is limited to no more than 50% by weight of cementitious material.

Q5. Please furnish the boring logs referenced on Drawing Sheet 3 of 30.

A5. The boring logs are available in the specifications.

Q6. General. Permitting language, and responsibility for, is contradictory throughout the distributed bid package. Please clarify which permits the contractor is responsible for prior to commencing work.

A6. See Special Provisions V of the Technical Specifications.
