This document is Addendum No. 1 for the West Virginia Department of Environmental Protection's (WVDEP) Abandoned Mine Lands (AML) solicitation for the Valley Camp Mine Facilities project, with the requisition number ARFQ DEP2500000066. The addendum modifies the original solicitation by changing the vendor questions deadline to June 2, 2025, and the bid closing date to June 16, 2025. The project involves reclamation of abandoned mine facilities, with an engineer's estimate of $859,600.00, and requires 120 calendar days for completion. The project is funded through the Infrastructure Investment and Jobs Act (IIJA) and will require compliance with Davis-Bacon wage requirements, OSHA safety standards, and Buy America, Build America (BABA) provisions.

Key contract requirements include a 5% bid bond, $2,000,000 in liability insurance, a 100% performance and payment bond, and weekly certified payroll submissions. Contractors must be former/displaced coal mine industry workers, and all workers must be covered by West Virginia Worker's Compensation Insurance. The project involves a one-year warranty period, with a $1,000 per day liquidated damages clause. The contractor will need to become a co-applicant on the NPDES construction stormwater permit and will be responsible for any associated violations or fines. The project is being designed by The Thrasher Group, Inc., with oversight from regional and construction engineers from the Fairmont AML Office.
