About this file
This is an addendum to Bid #26046 issued by the Unified Government of Athens-Clarke County, Georgia, for Middle Oconee East Trunk Sanitary Sewer Improvements: Phase 1A. Addendum IV, dated August 17, 2026, addresses a bidder question regarding the use of Tindall T-Series manholes on the project. The T-Series manholes feature a flat wall design to accommodate standard-sized boots flush installation and come with precast inverts compatible with contractor trench boxes. The addendum clarifies that while the winning contractor may propose use of T-Series manholes, approval would require significant design revisions that would increase project costs and timeline. The addendum becomes part of the official bid documents, with all other terms and conditions remaining unchanged. Bids were due August 24, 2026, and the procurement is restricted to five short-listed vendors: Cleary Constructions, Inc., JDS, Inc., RDJE, Inc., Ruby-Collins, Inc., and Site Engineering, Inc.
The Athens-Clarke County procurement reserves the right to reject any and all submittals, waive technicalities or irregularities, and award the proposal based on the highest and best interest of the Unified Government. Prospective bidders with inquiries should contact Rena Durie, Senior Buyer, at (706) 400-6066 or accbids@accgov.com. Additional bid documents and submission instructions are available through the OpenGov procurement platform and the Athens-Clarke County Bids and Proposals webpage.

ADDENDUM IV
DATE: August 17, 2026
TO: ALL PROSPECTIVE BIDDERS
FROM: Rena Durie, Senior Buyer
RE: ADDENDUM IV, BID #26046 Middle Oconee East Trunk Sanitary Sewer
Improvements: Phase 1A
Pursuant to BID #26046 the following information is provided:
QUESTION 1: Can Tindall T-Series manholes be approved for use on this project? Tindall T- Series manholes function just like a round manhole except that they have a flat wall for a standard sized boot to fit flush into. They also come with a precast invert and fit into the trench box that the contractors are using.
ANSWER 1: We have many design values/calls that will need to be changed if approving the T- Series (costing much more time and money to the project all for a potential selling point at this moment of the projects timeline). This project can be approved by the contractor that wins the bid. However, that comes with revisions if we go down that path.
Questions and Answers are hereby added to and become a part of BID #26046 Middle Oconee Eat Trunk Sanitary Sewer Improvements: Phase 1A. This Addendum modifies and forms a part of the BID Documents. All other terms and conditions remain unchanged.
Any inquiries concerning this BID should be made to Rena Durie, Senior Buyer, (706) 400-6066, or emailed toed to accbids@accgov.com.
