About this file

Addendum II is a supplementary document issued by the Unified Government of Athens-Clarke County on August 13, 2026, addressing 47 questions and answers from prospective bidders for BID #26046 Middle Oconee East Trunk Sanitary Sewer Improvements: Phase 1A. The project involves the evaluation and rehabilitation of the Middle Oconee East Trunk Sanitary Sewer system, including replacement of a 30-inch existing sewer line with a new 48-inch PVC pipe (SDR 35), jack-and-bore operations under Macon Highway with 72-inch casing, installation of precast concrete manholes with interior protective coating (Raven 405 lining), bypass pumping operations, and site restoration including clearing, grubbing, seeding, and rip rap management. The project runs approximately 510 calendar days from a revised start date of January 7, 2027, through May 31, 2028, with Phase 1A ending at station 56+00. Only five pre-qualified vendors are eligible to submit bids: Cleary Constructions, Inc., JDS, Inc., RDJE, Inc., Ruby-Collins, Inc., and Site Engineering, Inc. The original bid submission deadline was August 24, 2026, with a mandatory pre-bid conference requirement for all participating contractors.

Key clarifications provided in the addendum address specification section corrections (changing references from 02445 to 022290 and 01520 to 027400), grout fill quantities (400 linear feet of existing 30-inch pipe for Phase 1A only, excluding Phase 1B), jack-and-bore station limits (from SSMH 11 at station 38+01 to SSMH 12 at station 40+56 with 72-inch casing), and manhole requirements (all structures require bolt-down covers and pressure testing prior to lining). The addendum confirms that contractors shall not receive separate payment for additional excavation and bedding materials beyond standard requirements when existing pipe inverts are below proposed pipe inverts, and that bypass pumping days will be paid even if project completion extends beyond the contracted duration. Contractor access to the site for geotechnical testing is restricted within the 20-foot easement to prevent damage to existing infrastructure but may be permitted in the 40-foot temporary easement with engineer coordination. Athens-Clarke County will allow limited material laydown at the wastewater treatment plant if coordinated with plant personnel, with additional staging areas available in the right-of-way at Macon Highway or through private landowner agreements.

RE: ADDENDUM II, BID #26046 Middle Oconee East Trunk Sanitary Sewer

Improvements: Phase 1A

Pursuant to BID #26046 the following information is provided:

QUESTION 1: Can the Engineer or City provide the Flow Rates for the existing 30” Sewer line being replaced?

ANSWER 1: See the Sanitary Sewer Flow Monitoring Data Collection and Analysis Report completed by CH2M in 2016.

QUESTION 2: Clarify specification section noted on bid form does not match the specification sections in Bid Item 7A.

ANSWER 2: Spec on bid sheet is 022290 not 02445.

QUESTION 3: Please clarify “Drilled” in the description on bid form in Bid Item 7A. There is no explanation of intent.

ANSWER 3: Ignore “drilled”. Bid Jack and Bore with 72” casing.

QUESTION 4: Drawing C203 shows what looks like the intended bore quantity to be between MH 12 & MH 13 but there is a note on same drawing that indicates a Jack and Bore between MH 11 & MH 12 in Bid Item 7A. Please clarify.

ANSWER 4: Jack and Bore from SSMH 11 (STA 38+01) to SSMH 12 (STA 40+56).

QUESTION 5: Clarify specification section noted on bid form does not match the specification sections in Bid Item 7B.

ANSWER 5: Spec on bid sheet is 022290 not 02445.

QUESTION 6: What is the meaning of Tack & Bore and where is the intended quantity of this work included for this PH 1A in Bid Item 7B?

ANSWER 6: Tack & Bore is a type. This should have been Jack & Bore.

QUESTION 7: Can you clarify if new Rip Rap is intended to be added to the area as shown between approx. sta. 35+50 to 38+00?

ANSWER 7: Existing rip rap to be moved as needed before work in that area begins and placed back to original locations after work is done.

QUESTION 8: Is a temporary plug required at completion of PH 1A work in new 48” Sewer at approx. Sta 56+00?

ANSWER 8: No, see Addendum #1. A doghouse manhole (see bid form line item #3H) is to be installed to transition from the 48” pipe to the existing 30” pipe.

QUESTION 9: Bid Item 15A – please clarify further the use of Grout Fill and the estimated bid quantity for this project. Can you explain the intent of the grout if the existing 30” will be removed during majority of the new Sewer Pipe?

ANSWER 9: From proposed station 50+25 to the existing station 54+00, grout will be placed into the existing pipe. This is where the proposed alignment is not requiring replace in place (see bid form line item #15a).

QUESTION 10: Bid Item 14 – Will the contractor get paid for the additional bedding below the new 48” PVC pipe beyond the standard bedding requirements with these bid items, since the existing 30” pipe and invert are below the invert of the new pipe in a lot of the line.

ANSWER 10: The unit price for the pipe includes all necessary excavation and standard bedding material. Extra depth or extra bedding material cannot be billed as a separate item. See specification 010250(F).

QUESTION 11: Bid Item 12a – please clarify why the quantities for Bypass Pump Mob/Demob are so much higher than anticipated?

ANSWER 11: We estimated the days for the bid.

QUESTION 12: Bid Item 12b – Please clarify the unit of measure of day by pass system is in operation, along with the duration of days is much longer than anticipated based on the days allowed in the contract.

ANSWER 12: Unit of measurement is per days, so the estimated number compared to the actual days could be more or less.

QUESTION 13: Bid Item 12b - If Contractor exceeds the completion of the days in the contract will the bypass days still be paid if being utilized?

ANSWER 13: Yes

QUESTION 14: Will the contractor be able to utilize the WWTP for storage of materials / Staging area beyond the immediate construction access point.

ANSWER 14: ACC will allow some area for lay down if it does not affect plant operations and is coordinated with plant personnel. Other laydown areas are in the right-of-way at Macon Highway. If additional area is needed, contact the landowners along the sewer route.

QUESTION 15: Does the engineer or City have any geotechnical borings or information for this project that can be provided.

ANSWER 15: No Geotech obtained because the project is replace in place.

QUESTION 16: Can contractor access the site prior to bid opening with an excavator to dig some test pits?

ANSWER 16: This cannot be done within the 20 ft easement due to risk of damaging the existing line. If you wish to excavate outside the 20 ft easement in the 40 ft temporary easement you may coordinate with the engineer.

QUESTION 17: Please clarify if and what type of special lining and coatings are required for the precast manholes.

ANSWER 17: Use Raven 405 by Raven Lining. See spec 029100 and Spec 027300 in Addendum #1. Successful pressure testing of the manhole must be completed before lining.

QUESTION 18: Is Section 029200 CIPP Lining applicable for this project?

ANSWER 18: No, in Addendum #1.

QUESTION 19: What is the actual allotted time for this project? 546 consecutive calendar days?

ANSWER 19: With a revised project start of potentially Jan 2027 (let us say 01/7/2027) and an end date set at May 31,2028. Roughly 510 days assuming roughly no weekend work.

QUESTION 20: Can the engineer / owner provide data for the levels of the Oconee River for past history that could be used as a reference?

ANSWER 20: A gage station is located on the Middle Oconee near the Atlanta Highway crossing. Contractor may obtain any information for that page online.

QUESTION 21: Does the engineer have any geotechnical data for this project site alignment?

ANSWER 21: No

QUESTION 22: The Owner has pre-approved a list of bidders for this project based on a submittal made. Notifications were provided to Prequalified bidders that we approved. At the Prebid Meeting there were many other contractors that were present. Will the owner be accepting bids from non-approved bidders?

ANSWER 22: No

QUESTION 23: At the pre-bid meeting it was mentioned that the mulch from all clearing activity must be removed from the site. This will certainly add cost to the project that could be avoided if the mulch is managed and left onsite outside backfill activities so to not affect the compaction requirements. Will the owner reconsider position of necessity of hauling off all mulch created on this job?

ANSWER 23: ACC requires the backfill to meet compaction requirements. Mulch could be used on this area temporarily once compaction is tested. Mr. Hugh Ogle’s comment was that mulch mixed with backfill is unacceptable. However, final stabilization with seed and straw is required.

QUESTION 24: Please confirm whether bids may be submitted only by contractors shortlisted or prequalified under RFPQ No. 26024 who attended the mandatory pre-bid conference, or by any contractor that attended the mandatory pre-bid conference.

ANSWER 24: Only prequalified contractors may bid on this project.

QUESTION 25: Bid Item 7 references Specification Section 02445 for jack-and-bore work, but the project manual contains Section 022290. Bid Item 12 references Section 01520 for temporary flow control, while the project manual contains Section 027400. Please confirm the specification sections for these items.

ANSWER 25: Spec on bid sheet should be 022290 not 02445 and 027400 not 01520.

QUESTION 26: Bid Item 7 includes 265 LF of “drilled” 72-inch casing plus 47 LF of “bored” 72-inch casing. The plans appear to show an approximately 235 LF jack-and-bore crossing called out in the plan view, while referencing what is shown as a 255LF section as well as a 268LF section in the profile. Please confirm the casing diameter, total length, number of casings, and station limits.

ANSWER 26: See questions #2 through #6 of this addendum.

QUESTION 27: Bid item references 72" bores, but the plan and profile sheets do not list the bore size. Please confirm the size of the bores.

ANSWER 27: 72” bores

QUESTION 28: Please define the difference between the “Jack and Bore 72-inch Casing – Drilled” and “Jack and Bore 72-inch Casing – Bored” Bid Form items.

ANSWER 28: See questions #2 through #4 of this addendum.

QUESTION 29: Please clarify how rock encountered during the drilled or bored casing installations will be measured and paid.

ANSWER 29: By the ton removed.

QUESTION 30: The plan profiles call out the proposed 48-inch PVC as SDR 41. Specification Section 027300 identifies 48-inch PVC as SDR 35. Please clarify.

ANSWER 30: SDR 35 (also could be PS46 depending on measurement system used) is the correct spec.

QUESTION 31: Is flow-rate available for the existing line that will need to be bypassed?

ANSWER 31: See the Sanitary Sewer Flow Monitoring Data Collection and Analysis Report completed by CH2M in 2016.

QUESTION 32: Specification Section 027300 provides testing requirements for smaller sewer pipe but does not clearly provide leakage-test requirements for the 48-inch sewer. Please provide the required testing.

ANSWER 32: See Addendum #1.

QUESTION 33: The bid form contains 10,500 feet of grouting existing pipe. Are there limits that can be provided for the anticipated existing line to be grouted, this seems like a large amount for in-ditch replacement on a majority of the line? Does this quantity include Phase 1B?

ANSWER 33: Yes, 1B was accounted for in that amount. For 1A the actual amount is 400 ft of the existing 30” pipe. See Addendum #1.

QUESTION 34: During the pre-bid, it was stated that the new precast concrete manholes would be required to have a protective coating on the inside. Specification section 027300 does not state that a coating is required and there is not a product specification for the desired coating. If a coating is required, please provide the specification and acceptable product manufacturers.

ANSWER 34: See Addendum #1.

QUESTION 35: During the pre-bid, it was stated that the chippings/grindings from the clearing operation were to be removed from the site. Please confirm that this is required.

ANSWER 35: ACC requires the backfill to meet compaction requirements. Mulch could be used on this area temporarily once compaction is tested. Mr. Hugh Ogle’s comment was that mulch mixed with backfill is unacceptable. However, final stabilization with seed and straw is required.

QUESTION 36: During the pre-bid, it was stated that the bridge at Macon Hwy was to be bored and not open cut. This jack and bore is not shown on the Drawings. Please confirm this area is to be bored. Also, can the bridge columns be shown in relationship to the new alignment. It appears there may be conflict there.

ANSWER 36: See Addendum #1.

QUESTION 37: Drawing Sheet C204 shows the demarcation line for Phase 1A and Phase 1B at STA 56+00. Drawing Sheet 205, in the profile view, shows Phase 1B starting at STA 59+30.

Please clarify where Phase 1A ends and Phase 1B begins.

ANSWER 37: See Addendum #1. End of Phase 1A is at STA 56+00.

QUESTION 38: Drawing Sheet C001 provides a sheet index of drawings. Drawing S100 was also provided along with a “Sewer Vent Valve – 1700 Series” sheet. Neither of these are listed in the Drawing index. Are these two sheets part of the contract documents? If so, the Sanitary Sewer Manhole Vent Detail A and B on Sheet S100 contradicts the Typical 8’-0” Dia Manhole with reducer to a 4’ Dia Manhole stack and vent. Please confirm which detail the contractor is to bid.

ANSWER 38: Yes, these two sheets are part of the contract documents. See Addendum #1. Not all manholes are vented in Phase 1A. See sheet C101 for manhole build components and see sheet S100 for vent locations at the applicable manholes. Use S100 as a more structural guide for installation of the vents.

QUESTION 39: Specification Section 007000, General Conditions, page 18, Paragraph 5.02.A.3, please clarify what “<<570 inch>>” means in this context.

ANSWER 39: See Addendum #1, Section 007000, 5.02 (3).

QUESTION 40: Specification Section 010250, Measurement and Payment, Paragraph 1.09.D.6 states “No additional payment will be made for maintaining flow while placing the new sewer in service.” Does this mean that the by-pass pumping is incidental to the project? If so, will bid Item 12 be used during the project?

ANSWER 40: No, bypass pumping is not incidental to the project. Yes, bid item 12 will be used.

QUESTION 41: Drawing Sheet C204, Profile View, STA 52+28 calls out an Existing 8” Water Main. Is the contractor to relocate the existing water main? If so, how will the contractor be compensated for the relocation?

ANSWER 41: The waterline is on the bridge above, so no relocation required. See Addendum #1.

QUESTION 42: The Bid Form measures permanent grassing by square foot, while Measurement and Payment appears to measure grassing along the pipeline centerline by linear foot. Please confirm the payment unit.

ANSWER 42: The unit price will be based on the square area of seeding because there are multiple widths of easements through Phase 1A.

QUESTION 43: Measurement and Payment states that clearing and grubbing will not be paid separately, while the Bid Form contains a clearing and grubbing item measured by square foot.

Please confirm which requirement governs.

ANSWER 43: Clearing and Grubbing will be measured by square foot. See Addendum #1.

QUESTION 44: The manhole vacuum-test table appears to address four- and five-foot-diameter manholes but not the proposed 96-inch manholes. Please provide the vacuum-test duration and acceptance criteria for the 96-inch structures. The table also doesn't appear to be very clear, providing columns for diameter and depth, but no column to differentiate the test time required.

ANSWER 44: See Addendum #1.

QUESTION 45: Is an Owner-controlled disposal or staging area available? If not, please confirm that the Contractor is responsible for locating and obtaining approval for all staging, stockpile, and disposal areas.

ANSWER 45: ACC will allow some area for lay down if it does not affect plant operations and is coordinated with plant personnel. Other laydown areas are in the right-of-way at Macon Highway. If additional area is needed, contact the landowners along the sewer route.

QUESTION 46: Please identify which manholes require bolt-down or watertight covers. The Bid Form quantity does not appear to correspond with the number of structures shown within the floodplain.

ANSWER 46: All manholes require bolt-down covers.

QUESTION 47: Please confirm the required SDR for the proposed 8-inch and 12-inch PVC lines.

ANSWER 47: SDR 26
