About this file
This is Addendum II to Invitation for Bid (IFB) #0000000417-CDCR from the California Department of General Services - Procurement Division. The IFB is for food service trays, with a revised bid due date of April 27, 2016 at 2:00 PM. The solicitation seeks two types of trays - bio-based and certified compostable trays - with an estimated quantity of 5,037,000 trays over a 3-year period (approximately 4,600-6,000 trays used per day). Key dates include a mandatory pre-bid conference held March 17, 2016, prototype development beginning May 17, 2016, prototypes due August 19, 2016, prototype testing beginning August 22, 2016, and contract award on August 31, 2016.
The addendum includes images showing the current disposable trays inside a Burlodge oven, with both white and brown colored sectioned trays visible on rack systems. Certified compostable trays are preferred but award will consider cost differences. Vendors must bid on both tray types, with award possible by line item or "all or none." All development and manufacturing costs must be included in bid pricing. A 5% preference is available for qualified small businesses or non-small businesses with 25% California certified small business participation. The solicitation includes specific physical and performance requirements for the trays, including BPI certification requirements for compostable options.

ADDENDUM #2
Invitation for Bid (IFB) 0000000417-CDCR
Questions and Answers # 1 Date: March 24, 2016
# Questions Answers
1.
We have the disposable contract for trays and such items. We are looking at the cost worksheet for this bid, it lists 2,419,000 each. For a 3 year contract, packaged at 500 per case, is basically less than 5000 cases over a 3 year period. One would have to ask, why such a formal bid for such a small amount with only one delivery location?
Please see the corrected quantities below:
(2,300 x 2 x 365 = 1,679,000 per year) (1,679,000 x 3 = 5,037,000 for 3 years) (5,037,000 ÷ 500 = 10,074 boxes of 500ea.)
2.
This bid only has one delivery location, is this a pilot program? No, this is not a pilot program and currently there is only one (1) facility using this particular type of disposable tray.
3.
I see that this bid is for a 3 year contract, is the listed bid quantity (2,419,000 each) for a one year period?
See question #1 above.
4.
Can you tell me how many trays are used per day?
4,600 per day (up to 6,000 per day)
5.
Can you tell me why the tray is listed 2 times? Are we to bid both items and the state is going to decide which type they want? Or, will the awarded contract have both items for the agency to purchase?
Per the IFB under Method of Award:
This solicitation shall be awarded by individual line item or "All or None” total for all line items, whichever is deemed by the State to be in its best interest.
This gives the State the option to decide to award one (1) type, both, or none, depending on the State’s best interest.
6.
There are two styles of trays stated on the Bid, Bio-based and Certified Compostable; will only one style of tray be selected?
See question #5 above.
7.
Is there a preference between the two tray styles?
Certified Compostable is preferred, but award will take into consideration difference in costs and award based on the State’s best interest.
8.
Are the Vendors required to quote both styles of trays?
Yes.
9.
As stated in paragraph 3.2.2.2, in regards to the manufacturer being listed on the BPI’s Certified Products Catalog, does the “hospital” tray need to be certified unto itself? As a BPI listed company might get its certification from other non-laminated trays or products, a laminated tray with a liner would not necessarily far under the BPI certification. How are you going to handle this aspect?
Per Bid Specification 7320-3282:
Items bid as “certified compostable trays” shall meet section 3.2.2.2: Trays must be certified “compostable” by Biodegradable Products Institute, Inc. and listed on BPI’s Certified Products Catalog (http://products.bpiworld.org/) by the first delivery date. A complete listing includes the manufacturer’s name and the manufacturer’s part number of the tray receiving the certification, which should match the tray being offered on the bid.
10.
Are the Botton-Out dimensions going to change? (Ref: 3.4.7)
The tray physical requirements are defined in Section
3.3 of the Specification. The current plastic tray dimensions provided in Section 3.3.4 are for reference only. Bidder is responsible for designing a tray that will meet all of Section 3.3 requirements. However, bottom dimensions less than the reference risks being Non- Compliant.
11. Will all testing be to the exact temperature and cooking duration stated in the BID?
Yes.
12.
Who is going to pay for the tooling of the tray?
All costs associated with the development and manufacturing of the food trays shall be inclusive in the bid cost.
13.
Can I get a picture of the current disposable tray inside the Burlodge oven?
Please see images attached of four (4) pages.
14.
Is there any chance we can have additional samples of the tray?
Yes, please contact the Procurement Official to arrange to pick up additional samples. Quantities are limited.
