About this file

This is an Addendum I to Invitation to Bid (ITB) #FSMCR-2627 issued by Charles County Public Schools (CCPS) in Maryland for fuel system maintenance, cleaning, and fuel oil tank replacements on an on-call, as-needed basis at various CCPS properties. The ITB bid opening is scheduled for August 27, 2026, at 2:00 p.m. local time. Bidders must submit sealed bids and include a signed acknowledgment of this addendum with their response; failure to fully execute all ITB documents may result in proposal rejection. The successful vendor/contractor must provide all necessary labor, materials, relevant licenses, subcontractors, supervision, coordination, transportation, tools, machinery, supplies, equipment, and other resources required to perform the requested services at multiple CCPS locations.

The addendum addresses four critical clarifications regarding bid evaluation and contract performance. Bidders may satisfy fuel tank installation licensing requirements through an identified licensed subcontractor on Attachment V, provided the subcontractor holds all required licenses and the bidder remains responsible for overall contract compliance. CCPS reserves the right to award the ITB in total, in part, or to multiple vendors, and will evaluate bids based on pricing submitted; blank pricing tables may result in bids being considered non-responsive for those sections. Performance and payment bond requirements apply to individual task orders or purchase orders meeting specified thresholds rather than aggregate contract value. For soil testing line items (TPH-DRO, TPH-GRO, VOC including MTBE), bidders may use accredited third-party laboratories, with unit prices reflecting all costs including field sampling, sample handling, transportation, laboratory analysis, and reporting.

Addendum I ITB #FSMCR-2627, “Fuel System Maintenance and Fuel Oil Tank Replacement”

ADDENDUM I

INVITATION TO BID (ITB) # FSCMR-2627

“FUEL SYSTEM MAINTENANCE, CLEANING AND

FUEL OIL TANK REPLACEMENTS”

Q1. Attachment III-B states that "Vendor/Contractors must be licensed for Fuel Tank Installations." May a bidder satisfy this requirement through a licensed subcontractor identified on Attachment V, where the bidder self-performs the fuel system maintenance, tank cleaning, fuel transfer and disposal scope and the licensed subcontractor performs the tank removal, replacement and installation scope?

A1. Yes. This requirement may be satisfied through a licensed subcontractor identified on Attachment V, provided the subcontractor holds all required licenses for the fuel tank removal, replacement, and installation work, and the bidder remains responsible for contract performance and compliance with all applicable licensing and regulatory requirements.

Q2. Section AM reserves CCPS's right to award the requirements of the ITB in total or in part, and to award to a Primary and a Secondary Vendor/Contractor. Attachment III-B states that the Grand Total is comprised of the sub-totals from Sections I through XIII. If a bidder prices some pricing tables and leaves others blank, how will CCPS evaluate that bid relative to bidders pricing all sections?

A2. CCPS will evaluate bids based on the pricing submitted. Because CCPS reserves the right to award the ITB as a whole, in part, and/or to multiple vendors, bidders may be evaluated only on the sections for which pricing is provided. If pricing tables are left blank, CCPS may consider the bidder to be offering no services for those sections. However, if CCPS elects to award the ITB in its entirety, failure to provide pricing for all required items within a section may affect the responsiveness of the bid for that section.

Q3. Please confirm that the performance and payment bond requirements described in Attachment III-A, Section 4, apply per individual task order or purchase order rather than to the aggregate value of the Contract.

A3. Yes. The performance and payment bond requirements apply to individual task orders or purchase orders that meet the specified threshold, not to the aggregate value of the contract.

Q4. For the Table VI soil testing line items (TPH-DRO, TPH-GRO, VOC including MTBE), may the bidder use an accredited third-party laboratory, and should the unit price reflect both field sampling and laboratory analysis?

A4. Yes. Bidders may use an accredited third-party laboratory to perform the required analyses for the Table VI soil testing line items. Unit prices shall include all costs associated with the service, including field sampling, sample handling, transportation, laboratory analysis, and reporting. No separate payment will be made for laboratory services unless otherwise specified in the ITB. The bidder remains responsible for contract performance and compliance with all applicable licensing and regulatory requirements.
