About this file
This is an Addendum I to a Request for Information (RFI) issued by Charles County Public Schools (CCPS) in Maryland for an AI-driven school security technology solution. The addendum clarifies and supplements the original RFI requirements for an artificial intelligence-enabled video analytics and camera security platform designed to operate entirely within the district's controlled infrastructure without reliance on vendor-hosted cloud services. The solution must support approximately 2,000 internal and external security cameras across the CCPS district-wide environment. This RFI is informational in nature and does not constitute a commitment to issue a formal Request for Proposals or enter into a contractual agreement. CCPS is conducting market research to evaluate AI-enabled security technologies that could enhance situational awareness, safety monitoring, and operational security while ensuring the district maintains control over data, infrastructure, and decision-making processes.
The addendum does not establish specific pricing terms, contract award dates, or implementation timelines. No set-asides, incumbent contractors, or funding amounts are specified in this addendum. The document emphasizes that CCPS's primary objectives are to maintain data sovereignty, preserve infrastructure control, and avoid external cloud dependencies. Respondents should demonstrate experience and qualifications in providing on-premises AI video analytics platforms capable of scaling to support the district's camera infrastructure needs while integrating seamlessly with the district's existing security environment.

DELETION(S)
Revision to RFI # ADSST-2627, Section II. Purpose/Objective, Subsection C is hereby deleted in its entirety:
CCPS will invite those firms of interest, to demonstrate their systems during the tentative period of
SEPTEMBER 14-18, 2026. Once the responses have been received, CCPS will contact each selected
Vendor/Contractor and schedule a specific date time within this period to demonstrate their proposed solutions and the functionality of their system. CCPS reserves the right to adjust the demonstration schedule as necessary and will notify selected Vendors/Contractors accordingly.
Replacement Language:
At this time, CCPS intends to review information submitted in response to this Request for Information
(RFI) and will not be conducting vendor demonstrations as part of this process. The purpose of this RFI is to gather information regarding available technologies, capabilities, and industry best practices. CCPS reserves the right to request additional information and/or issue a future solicitation as deemed necessary.
RESPONSE TO QUESTIONS & ANSWERS
Q1. May the manufacturer of the video surveillance and AI platform submit the RFI response directly as the primary respondent?
A1. A manufacturer may submit a response directly; however, the response must reflect the manufacturer's own capabilities and offerings. Likewise, resellers, integrators, or other providers may submit separate responses regarding their respective capabilities. The
RFI is seeking information from individual organizations, and teaming or subcontracting arrangements are not being evaluated as part of this request.
Q2. If so, may the manufacturer identify an authorized local systems integrator within its response to provide the installation, commissioning, implementation, and ongoing field support portions of the project?
A2. Not at this time.
September 2025 Charles County Public Schools
Addendum I RFI # PWDE-2627, Portable Weapons Detection Equipment
Q3. Whether Mr. Stoddard has any role in reviewing, scoring, or advising on vendor submissions for
ADSST-2627, and if so, what conflict-of-interest disclosures or recusal procedures apply?
A3. ADSST-2627 is a Request for Information (RFI) issued solely for the purpose of gathering information regarding available technologies, capabilities, and industry best practices. As this is not a competitive procurement solicitation, no evaluation or selection committee has been established, and no award will be made as a result of this RFI.
If Charles County Public Schools elects to issue a future Request for Proposals (RFP) or other competitive solicitation related to this subject matter, all individuals participating in the evaluation process will be required to execute Organizational Conflict of Interest and
Non-Disclosure Statements prior to serving on an evaluation committee. Any actual, potential, or perceived conflict of interest identified through this process will result in the individual's removal from the evaluation committee.
Q4. What safeguards exist to firewall confidential and proprietary vendor materials from individuals with documented ties to a competing bidder?
A4. ADSST-2627 is a Request for Information (RFI) intended solely to gather information regarding available technologies, capabilities, and industry best practices. As no evaluation or selection committee has been established for this RFI, vendor responses are not being scored or ranked. Access to vendor submissions is limited to District personnel with a legitimate business need related to the District's review of the information received.
The District maintains policies and procedures addressing confidentiality, ethics, and conflicts of interest in procurement-related activities. Should the District issue a future competitive solicitation related to this subject matter, all evaluation committee members would be required to execute Conflict of Interest and Non-Disclosure Statements prior to participation. Any actual, potential, or perceived conflict of interest identified through that process would result in the individual's removal from the evaluation committee.
Q5. The District's general conflict-of-interest policy as it applies to procurement evaluators with vendor relationships of this kind?
A5. The District requires individuals serving in an evaluation capacity for competitive procurements to disclose any actual, potential, or perceived conflicts of interest. Prior to participating in the evaluation of proposals, evaluation committee members are required to execute Conflict of Interest and Non-Disclosure Statements. Any evaluator determined to have an actual, potential, or perceived conflict of interest with a vendor, proposer, or procurement matter will be removed from participation in the evaluation process. These requirements are intended to protect the integrity, fairness, and impartiality of the
District's procurement activities and to safeguard confidential and proprietary vendor information.
As ADSST-2627 is a Request for Information (RFI) and not a competitive solicitation, no evaluation committee has been established for this procurement. Should a future competitive solicitation be issued, the District's conflict-of-interest requirements would apply to all evaluation committee members.
Q6. Section II.A states the solution must not require vendor-hosted cloud services for video storage, AI processing, analytics, or system operation. Does “system operation” prohibit a vendor-hosted
September 2025 Charles County Public Schools
Addendum I RFI # PWDE-2627, Portable Weapons Detection Equipment management, administration, or user-authentication layer in cases where all video storage and AI inference occur on district-controlled hardware? If a management plane hosted outside district infrastructure is disqualifying, please confirm.
A6. Management plane can be hosted infrastructure but must adhere to security practices and protocols of CCPS. NIST and CSF Compliance requirements, and critical operation and functionally of the system must remain functional if Internet is inaccessible
Q7. Related to the above, is CCPS requiring that the platform remain fully operational with no external internet connectivity? If limited degradation is acceptable, what functions may CCPS tolerate being unavailable during a WAN outage?
A7. Must not interfere with critical operations of the system.
Q8. Will CCPS consider award through an existing cooperative purchasing contract in a future procurement? TREIN Management holds a TIPS cooperative contract. Confirmation would help vendors describe realistic procurement paths in their responses.
A8. No.
Q9. Can CCPS provide an inventory of the existing camera fleet, including manufacturer, model, resolution, and approximate age? Camera compatibility and readiness assessment answers depend heavily on this, and estimates without it will vary widely across vendor.
A9. If the project moves forward, yes. CCPS has Axis and a limited number of Sony cameras.
Q10. What video management system or recording platform is currently in place across the 39 schools and 7 educational centers? Is CCPS expecting a full replacement, or an analytics layer that overlays existing infrastructure?
A10. Hexagon Ocularis. Full Replacement.
Q11. What video retention period is CCPS targeting? Storage sizing and cost estimates at 500, 1,000, 1,500, and 2,000 cameras cannot be normalized across vendors without a common retention assumption.
A11. 14-day minimum retention period.
Q12. Does CCPS prefer a centralized data-center deployment, per-site servers, or a hybrid model?
Please also confirm whether inter-site bandwidth between school sites and any central facility is known, as this drives architecture recommendations.
A12. Hybrid
Q13. Does the approximate 2,000 camera count reflect current installed devices, a projected future state, or both? Please also confirm whether it includes the 7 educational centers and any administrative facilities.
A13. CCPS has roughly 2000 cameras spread across all schools, centers, and organizational buildings.
Q14. Section X limits the Letter of Intent to three pages. Is there an overall page limit for the response, and does CCPS prefer any specific format for pricing tables and technical appendices?
A14. The three (3) page limitation applies only to the Letter of Intent. There is no overall page limit for responses to this Request for Information (RFI). Vendors should provide
September 2025 Charles County Public Schools

Addendum I RFI # PWDE-2627, Portable Weapons Detection Equipment
Q29. Section IV.B states that qualified firms must have a minimum of five years of experience providing and fully implementing successful AI-enabled video analytics platforms, including successful K-12 solutions and implementations. Eluviant has 9 years of experience successfully deploying AI-enabled video analytics platforms globally however it sells through integrators who do not have to expose their customers. They may have K-12 customers they are not aware of them, however, they have known deployments at universities. Would this disqualify us from consideration?
A29. Potentially. Would be explored if we move forward.
Q30. Please clarify CCPS's expectations regarding the procurement, ownership, installation, configuration, and ongoing maintenance of the server and compute infrastructure required to support the proposed AI-enabled video analytics platform. Does CCPS anticipate providing the required infrastructure, or should vendors include the procurement and implementation of servers, GPUs, storage, and other required infrastructure as part of the proposed solution?
A30. Vendor should include all procurement, implementation, maintenance/warranty, and required infrastructure as a part of the proposed solution. This should include Servers, GPU, Storage and any other requirements that may be needed for full implementation.
Vendor should also include future lifecycle management of the products being implemented
Q31. Can CCPS provide a breakdown of the existing ~2,000 cameras (including the presence of any legacy analog units) by manufacturer, model, and approximate age? compliant?
A31. If we move forward this will be done.
Q32. Does the district intend to replace any existing cameras as part of this AI deployment, or is the expectation that the selected vendor’s AI platform will process the existing video streams? Will
CCPS mandate that all new camera deployments be strictly ONVIF Profile S, T, and G?
A32. CCPS consistently adds and replaces cameras.
Q33. Will the required on-premises server infrastructure be housed in a centralized district data center, or distributed locally across the 46 individual facilities? What is the available network infrastructure between schools and the central data center (e.g., 1Gbps vs. 10Gbps LAN/WAN connectivity), and will the district evaluate architectures based on their outbound internet bandwidth consumption?
A33. Please see Q22 for interconnection LAN/WAN. Datacenter or distributed is acceptable.
District will evaluate based on outbound internet consumption as it is limited. Vendor required to provide bandwidth usage estimates prior to implementation
Q34. What is the district’s mandated video retention period (e.g., 30, 45, or 60 days) and preferred recording parameters (e.g., 15 FPS at 1080p)? Are there distinct retention and resolution requirements for interior versus exterior fields of view?
A34. 14-day minimum retention period. 10 FPS at 480P minimum. No
Q35. Regarding the detection of "unauthorized exterior door openings," is CCPS seeking a purely video-based analytic (e.g., line-crossing), or does the district require the video platform to
September 2025 Charles County Public Schools
Addendum I RFI # PWDE-2627, Portable Weapons Detection Equipment integrate natively with physical door contact alarms to trigger immediate camera verification? If integration is mandated, what is the current PACS manufacturer?
A35. Line crossing.
Q36. The RFI mandates the detection of "medical emergencies" and "fighting." Because video systems are strictly prohibited in privacy-sensitive areas like restrooms and locker rooms, is CCPS open to solutions that natively integrate intelligent audio and environmental sensors to detect aggression, gunshots, and spoken keywords for help?
A36. Yes
Q37. Will the personnel responsible for reviewing AI-generated alerts be centralized dispatchers or distributed staff (e.g., SROs and Principals)? Furthermore, does CCPS prefer an end-to-end manufacturer capable of automating critical alerts directly to two-way radios (e.g., Radio Alert) to execute immediate, campus-wide lockdown protocols?
A37. Distributed to select staff. End to end is a potential tool we could explore.
Q38. What strict security compliance documentation is required for vendor evaluation (e.g., SOC 2
Type II, SOC 3, HECVAT)? For critical alerts such as Visible Firearm Detection (VFD), does
CCPS accept architectures that require cloud-verification, or does the district mandate localized, on-premises AI processing to eliminate life-threatening verification latency during an active threat?
A38. See A47 for security compliance documentation which will include SoC 2 Type II for
Vendor Evaluation. CCPS will accept Hybrid architecture but must remain at the lowest latency possible for determination and handling of Life-Threating/Active Threat situations
Q39. Will CCPS accept responses and demonstrations from vendor teams (for example, a video-analytics platform provider supported by systems-integration and cybersecurity partners)? If so, does the five-year experience requirement in Section IV.B apply to the team collectively or to each participating firm individually?
A39. For the experience requirement outlined in Section IV.B, each participating firm on the vendor team must independently meet the minimum requirement of five (5) years of experience. The requirement applies to each firm rather than being satisfied collectively by the team. Regarding demonstrations, see the Deletion section contained in this Addendum.
Q40. What criteria will CCPS use to determine which respondents are "deemed qualified" to be invited to the September 14–18, 2026 demonstrations, and may partner-firm personnel participate in a joint demonstration?
A40. See the Deletion section contained in this Addendum.
Q41. If a Request for Proposals results from this RFI, does CCPS anticipate a single award encompassing software, hardware, and installation services, or potentially separate procurements for the platform license and for integration/implementation services?
A41. Unknown at this time.
September 2025 Charles County Public Schools
Addendum I RFI # PWDE-2627, Portable Weapons Detection Equipment
Q42. Can CCPS describe the existing camera environment: the approximate number of cameras currently deployed, camera manufacturers and models, the video management system (VMS) in use, and the approximate proportion of ONVIF-compliant IP cameras versus analog cameras?
A42. Roughly 2000 cameras, inventory would be provided if we move forward.
Q43. What video retention period (in days), target resolution, and frame rate should vendors assume, and does CCPS intend for AI analytics to run concurrently on all cameras or on a prioritized subset?
A43. 14-day minimum retention period.
Q44. Can CCPS describe the network topology connecting the 39 schools and 7 educational centers
(available bandwidth per site) and the data center or server-room facilities available to host on-premises GPU compute?
