About this file
This Addendum No. 4 is issued by the California Department of Transportation (Caltrans) on March 17, 2026, for Invitation for Bid (IFB) 04A7417 regarding Roof Replacement and Gutter Repairs in Sonoma County. The project involves roof removal and installation work at two residential structures (House 1 and House 2) and their attached garages, as well as gutter, downspout, flashing, and roof repainting work at a Crew Office and Equipment Storage building, Gas House, and shed. The revised bid proposal contains nine line items with lump sum pricing for removal and disposal of existing roofing systems, furnishing and installation of new roofing systems, gutter and roof repairs, and lead-based paint mitigation work. Two additional line items provide hourly labor rates for unforeseen work (100 hours each at House 1 and House 2) and up to 500 square feet of deteriorated sheeting or decking replacement. A maximum of $10,000 is allocated for parts, materials, and supplies to be reimbursed based on submitted original receipts. All line items must be bid in full, and bidders must submit the revised bid proposal form or face bid rejection.
Bidders and subcontractors must possess a current and valid California Contractors State License Board (CSLB) C-39 Roofing license and Hazardous Substance Removal (HAZ) Certification, proof of manufacturer authorization to install roofing products with eligibility for manufacturer warranty, valid Department of Industrial Relations (DIR) registration, a Lead Removal Certificate from the California Department of Public Health (CDPH) for supervisors and workers performing abatement work, and a Hazardous Materials Transportation License from the California Highway Patrol (CHP) if transporting hazardous waste. The addendum significantly expands lead-based paint removal and management requirements, mandating contractors submit detailed work plans for removal, storage, transportation, and disposal of lead-containing paint and construction debris, including waste characterization results and compliance with federal, state, and local regulations. Contractors must maintain Pollution Liability insurance with limits of not less than $1,000,000 per incident and $2,000,000 annual aggregate, with coverage extending to transport of hazardous materials and the Motor Carrier Act endorsement (MCS-90 form) required. A State Fire Marshal Permit and all other permits, licenses, and certifications required by applicable law must be procured at the contractor's sole expense.
