About this file
This is Addendum No. 1 to an Invitation for Bid (IFB) 03A4152 issued by the California Department of Transportation (Caltrans) for Encampment Site Waste Removal and Cleanup Services across Butte, Colusa, Glenn, Nevada, Sierra, Sutter, and Yuba Counties. The addendum, issued on March 6, 2026, modifies multiple requirements and terms of the original IFB. Key revisions include updated licensing and certification requirements for contractors and subcontractors applying or spraying disinfectants, specifically mandating Pest Control Business Branch (PCB) or Main (PCM) licenses, Qualified Applicator Licenses (QAL) with Category K certification, Confined Space Entry Certification, and HAZWOPER Certificate with 40 hours of initial training and annual 8-hour refresher training. All bidders and subcontractors must maintain current Department of Industrial Relations (DIR) registration throughout the bid and contract period. The addendum clarifies that subcontracting is only permitted for the Spray Technician position, with all other labor and materials to be provided by the prime contractor. Attachment numbering has been revised, with the Bidder Declarations form (GSPD-05-105) renumbered as Attachment 2, and subsequent attachments renumbered accordingly.
The addendum establishes a Small Business (SB) preference applicable to firms certified by the Department of General Services Office of Small Business and DVBE Service or contractors subcontracting a minimum of 25 percent of their net bid price to SB or Micro Business firms. A separate DVBE Incentive Program provides incentives based on verified DVBE participation, ranging from 1 to 5 percent depending on participation levels, with a combined dollar cap of $100,000 for all incentives and preferences. Payment to subcontractors must occur within seven calendar days of the prime contractor's receipt of payment from the State, with retention moneys returned within 30 days of satisfactory work completion. Force Majeure provisions have been clarified to exclude defaults by subcontractors from protection, unless supplies or services were unobtainable from other sources. All other terms and conditions of the original IFB remain in full force and effect.
