About this file
This addendum to a Request for Qualification (RFQu-26-0189) issued by the City of Phoenix Finance Department extends the sealed offer due date for financial advisory services to October 18, 2022, at 2:00 p.m. The solicitation seeks to establish a Qualified Vendor List of financial advisory firms to provide comprehensive services across five primary categories: long-term financial and capital planning including development impact fee program support, evaluation of developer proposals and negotiations, feasibility analysis and implementation of special financing districts, municipal advisory services related to debt financing, and investment advisory services. The five-year contract period commences on or about October 1, 2026. A non-mandatory pre-offer conference was scheduled for April 22, 2026, at 2:00 p.m. via WebEx, with written inquiries due by May 1, 2026, at 2:00 p.m. Sealed offers must be submitted through the City's Procurement Portal, and contract execution is contingent upon award by City Council and signature by the City Clerk's department.
Qualified firms must have operated for at least five years with primary business activity in the relevant services and maintain registration with the U.S. Securities and Exchange Commission and Municipal Securities Rulemaking Board for applicable service categories. Pricing is submitted on a per-hour basis for various staff positions including Principal, Managing Director, Senior Management Contractor, Senior Analyst, and Analyst, with negotiated pricing for individual projects; all offer prices are firm and fixed for the initial one-year period, with annual price increase requests permitted thereafter with 60 days' written notice and supporting documentation. All firms must maintain professional liability insurance with $1,000,000 per claim and annual aggregate limits, along with commercial general liability, automobile liability, and workers' compensation coverage. Contractors must comply with federal nondiscrimination requirements, E-Verify employment eligibility verification requirements under Arizona Revised Statutes 23-214(A), equal employment opportunity requirements per Phoenix City Code Chapter 18 Article V, and heat-related illness mitigation measures per Phoenix City Code Section 18-411. The City of Phoenix retains the right to disqualify vendors or conduct additional procurements to expand the vendor list, and there is no guarantee that awarded vendors will be engaged during the contract term.
