About this file
This is an Addendum Form for the City of Phoenix Parks and Recreation Department's Invitation for Bid (IFB) for lifeguard uniforms, a five-year contract commencing April 1, 2026. The solicitation encompasses 43 line items including women's training suits (Speedo Endurance+, sizes 28-48), men's swimwear in Speedo Marina Volley and O'Neill Santa Cruz styles across multiple sizes, and men's and women's cover shorts and crew shorts (Watermen brand, various sizes). All products must be new with no manufacturing defects and include a 12-month warranty or manufacturer's warranty, whichever is greater. The addendum extends the sealed offer due date to October 18, 2022, at 2:00 p.m. through the City's Procurement Portal. A pre-offer conference is scheduled for February 2, 2026, at 10:00 a.m. via Microsoft Teams, with written inquiries due by February 4, 2026, at 2:00 p.m. The original sealed offers were due February 13, 2026, at 2:00 p.m., though this date may have been affected by the addendum.
Pricing must be submitted on a per-unit basis with firm and fixed pricing for the initial one-year period, with City-approved price adjustments permitted annually thereafter if documentation supports the requested increase. Offerors must have been in operation for a minimum of five years and demonstrate experience providing lifeguard uniforms. Delivery is specified at 30 days after receipt of order to various Parks and Recreation warehouses on an FOB destination basis, with payment to be made within 30 to 45 calendar days of invoice receipt following final acceptance. The City of Phoenix reserves the right to add, change, or delete quantities and items as circumstances require and to award multiple contracts or by individual line items. No substitutions of specified brands and product specifications are permitted without prior approval. Contractors must comply with Title VI of the Civil Rights Act of 1964, Americans with Disabilities Act, Section 504 of the Rehabilitation Act of 1973, nondiscrimination requirements, Disadvantaged Business Enterprise (DBE) requirements under 49 CFR Part 26, and Immigration Reform and Control Act compliance, including legal worker verification through E-Verify. Contractors must obtain all required licenses and provide certificates of insurance with specified liability limits; no advance payments are authorized, and the total contract value or budget range is not specified in the solicitation documents.
