About this file
This is an addendum form issued by the City of Phoenix Human Services Department for the Youth Crime Prevention Program solicitation (HSD-RFP-26-0074). The addendum extends the original proposal submission deadline from October 17, 2025 at 3:00 pm to October 18, 2022 at 2:00 pm, representing a critical change to the solicitation timeline. The three-year contract, commencing January 1, 2026, seeks a professional services contractor to develop and implement comprehensive youth crime prevention and intervention services targeting youth aged 12-17 in four Phoenix neighborhoods: Maryvale, South Phoenix, Alhambra, and Central City. The program requires delivery of 360 mentoring hours, 48 group family workshops, and 540 hours of after-school recreation utilizing the Eisenhower Quantum Opportunities Curricula. Implementation will occur across four locations: Cesar Chavez High School, Alhambra High School, ABC Community Center, and City of Phoenix Burton Barr Library. The solicitation originally released August 25, 2025, included a September 12, 2025 deadline for vendor inquiries and September 19, 2025 response deadline, with the extended proposal deadline now set for October 18, 2022.
The total contract value is $500,000 annually with a three-year term and options to extend for two additional years at the same annual rate, subject to fund availability. Preferred contractor qualifications include 3-5 years of experience in youth-focused crime prevention programming, cultural competency in high-crime neighborhoods, grant project management experience, and established partnerships with schools, law enforcement, and community organizations. The procurement mandates Disadvantaged Business Enterprise (DBE) and small business participation requirements, with contractors required to track and report DBE participation through the City's Certification and Compliance System and demonstrate good faith efforts in engaging DBE firms. The staffing model requires three Full-Time Equivalents and three volunteers. Proposals will be evaluated across nine criteria, with highest weighted categories being Program Design and Methodology (20 points), Organizational Capacity and Staffing (15 points), and Evaluation and Logic Model (15 points). Offerors must acknowledge receipt and acceptance of this addendum through the City's Procurement Portal.
