About this file

This is an Addendum Form for the City of Phoenix Parks and Recreation Department's Lifeguard Uniforms solicitation, which extends the offer due date and addresses vendor inquiries. The solicitation seeks sealed offers for lifeguard uniforms through an Invitation for Bid (IFB) for a five-year contract commencing April 1, 2026. The procurement covers 43 line items including women's training suits (Speedo Endurance+, sizes 28-48), men's swimwear (Speedo Marina Volley and O'Neill Santa Cruz styles in multiple sizes), and cover shorts and crew shorts (Watermen brand, various sizes). The pre-offer conference is scheduled for February 2, 2026, at 10:00 a.m. via Microsoft Teams, written inquiries are due by February 4, 2026, at 2:00 p.m., and sealed offers were originally due February 13, 2026, at 2:00 p.m., but this addendum extends the offer due date to October 18, 2022, at 2:00 p.m. All products must be new with no manufacturing defects, and the selected contractor must maintain a 12-month warranty or the manufacturer's warranty, whichever is greater.

Pricing must be submitted on a per-unit basis with firm and fixed pricing for the initial one-year period, with City-approved price adjustments permitted annually thereafter if documentation supports the requested increase. Offerors must have been in operation for a minimum of five years and demonstrate experience providing lifeguard uniforms. Delivery is specified at 30 days after receipt of order to various Parks and Recreation warehouses on an FOB destination basis, with payment made within 30 to 45 calendar days of invoice receipt following final acceptance. The City of Phoenix reserves the right to add, change, or delete quantities and items as circumstances require and to award multiple contracts or by individual line item. All contractors must comply with Title VI of the Civil Rights Act of 1964, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act of 1973, Disadvantaged Business Enterprise (DBE) requirements under 49 CFR Part 26, and Immigration Reform and Control Act compliance, including legal worker verification through E-Verify. No substitutions of specified brands and product specifications are permitted without prior approval, no advance payments are authorized, and offerors must obtain all required licenses and provide certificates of insurance with specified liability limits.
