About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the Multnomah County Drainage District (MCDD) and the Columbia Corridor Drainage Districts Joint Contracting Authority for engineering services related to rehabilitating two levee segments, the Sunderland Levee and the Salmon Creek Levee, to achieve FEMA accreditation. The addendum provides clarifications and responses to questions raised at the pre-proposal on-site conference, including details on levee site access, utility ownership, sheet pile usage, and borrow source availability. It also notes that the U.S. Army Corps of Engineers is updating its engineering manual, which will be used for the Corps' 408 determination process.

The RFP covers permitting, professional engineering design, bid assistance, and construction support services. The addendum confirms that this RFP is for two separate projects. Permitting and environmental mitigation considerations are emphasized, as is the need for the selected consultant team to validate design alternatives and address impacts to tree critical root zones and utilities. No borrow source has been identified for the Salmon Creek Levee site, though a nearby sand and gravel provider may be a potential source.

ADDENDUM NO. 6 January 30, 2024

RFP # S-C26014-00008932

MCDD Levee Rehabilitations for FEMA Accreditation Engineering Services

This addendum modifies the solicitation document(s) only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original solicitation document and shall become part of the work required.

Description of Change(s) and Clarifications:

1. Item #1: Optional Pre-Proposal On-Site Conference Meeting Notes

a. Pre-proposal On-Site Conference Meeting notes can be found in Attachment 1 to this

Addendum.

b. The Army Corps of Engineers is updating their Engineering Manual; this will be used during the

Corps’ 408 determination. The draft of the EM is here:

https://public.huddle.com/b/vBnadq/index.html

c. The PMLS analysis for the levees is located here: https://go.usa.gov/x6GUv

2. Question #1: Is this RFP for one project or two?

a. District Response: This RFP is for two projects: the Sunderland Levee and the Salmon Creek

Levee.

3. Question #2: What is the access to the Sunderland Levee site?

a. District Response: The site can be accessed only from the MCDD property reliably. There is private property around this site from other approaches; a right-of-way stub extends to the base of the levee, but access from this area still poses additional challenges. Permitting may be difficult for aquatic work, but adding aquatic environmental (habitat) benefits elements may help by offsetting impacts of in-water work at the toe of the levee.

4. Question #3: For the Salmon Creek Levee Site, who owns the utilities?

a. District Response: MCDD does not own any utilities in the area nor the land adjacent to the right-of-way. The adjacent land is owned by Metro Regional government. Based on relocations data from the 2020 PMLS Feasibility Study, the overhead lines appear to include PGE overhead primary circuits, as well as Pacific Power transmission lines. The consultant team is expected to verify all existing assets through its utility coordination efforts as part of standard design practices.

5. Question #4: For the Salmon Creek Levee Site, how should we address the sheet pile?

a. District Response: The use of sheet pile is included in the alternatives articulated in the pre-design reports included in the bid package. If sheet pile is included in any areas, the disturbance to tree critical root zones should be considered and addressed accordingly. This does not preclude the use of sheet pile; however, impacts should be addressed in the plans along with any mitigation that may be required. While informative, the inclusion of the design alternatives is intended to be a starting point for design work and not a substitute for validating alternatives or modifications to the alternatives evaluated to date.

6. Question #5: For the Salmon Creek Levee Site, is there an identified borrow source for the material?

a. District Response: None have been identified; however, a sand and gravel provider, is located adjacent to the site and may be a convenient source for materials, all other factors being equal.

7. Question #6: For the Salmon Creek Levee Site, if the North side of Marine Drive were to be considered, what would the permitting issues be?

a. District Response: Determining and completing applicable permitting relevant to any proposed design is the responsibility of the selected consultant team. Consultants should assume MCDD has no permit exemptions or favor with permit granting authorities.

8. Question #7: Will intentionally left blank pages for printing purposes incorporated into the proposal count toward the 20-page count?

a. District Response: Blank pages will not be included in the proposal page count.

PROPOSAL DUE DATE AND TIME:

Proposal due date and time remains unchanged.

RECEIPT OF THIS ADDENDUM BY THE BIDDER IS TO BE ACKNOWLEDGED BY ENTERING

Optional Pre-Proposal On-Site Conference Meeting Notes

(Sign In Sheet will be posted on OregonBuys)

Sunderland Levee site information.

The access to this site will be at the MCDD location. There are other access sites, but the permitting to get to those sites will be difficult. It was noted that the Army Corps of Engineers is updating their manual; it will have a more robust analysis, the 408 approval will be more complex. A draft of the document will be made available. This canal has a direct tie to the Columbia River. There is an undercut tow, that is compromising the levee. The goal is to stabilize the levee to Corps standards. Any habitat improvement, including vegetation standards will need to meet USAC standards.

Salmon Creek site information:

The expected site to be considered on the south side of Marine Drive, the “land” side of the road. Per the RFP document, there are burrowing animals on the “water” side of the road that have compromised the stability of the levee. That, along with trees and plantings have made the levee a focus for this work.

The District anticipates quotes to “build out” the land side of the levee, creating a prism that meets the

Corps standards. Utilities and the proposed multi-purpose path need to be considered and are included in the RFP. The multi-purpose loop will access the top of the levee to cross Marine Drive.
