ADDENDUM NO. 4 January 22, 2024

RFP # S-C26014-00008932

MCDD Levee Rehabilitations for FEMA Accreditation Engineering Services

This addendum modifies the solicitation document(s) only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original solicitation document and shall become part of the work required.

Description of Change(s) and Clarifications:

1. Question #1: A question about whether there is any required land surveying related to the levee rehabilitation to be performed by the engineering team chosen, or separately via MCDD and/or its subcontractors?

a. District Response: The engineering team selected will be responsible for performing all future survey work required to accomplish the scope of these projects. Significant topographic and hydrographic survey was performed at the Sunderland Levee site that will be made available. No comprehensive survey is available at the Salmon Creek Levee site; LIDAR has been used to date for modeling and concept scaling purposes and can be seen in Attachment 1 of this Addendum.

2. Question #2: Are there any anticipated union or labor requirements?

a. District Response: There are no union or other labor requirements expected under this contract.

3. Question #3: Can you please confirm what the expected overall project cost is per the information in Addendum 1? Is it $1,000,000?

a. District Response: The contract resulting from this RFP is anticipated to be awarded in Not-to-

Exceed amount of $1,379,000. See Introduction of RFP, page 1.

4. Question #4: Is there any intention of preserving the Salmon Creek site’s burrowing animals, surrounding habitat, or any other environmental improvements anticipated at that site?

a. District Response: Current options can be found in the RFP document (Attachment J – Levee

Ready Columbia), which are, in general, to add fill and to leave the habitat alone. A new embankment will leave the existing habitat alone. A new bicycle path needs to be incorporated to the new fill, maybe plantings that will be admissible by the USACE and other environmental considerations, but mostly leaving it alone. There is beaver activity on both sides of the channel.

The alternative to implementing barriers would be to work on the landward side. Though it is necessary to focus on the riverward side of the levee and maintain the current levee prism alignment. This would avoid significant impacts on the riverward side, which could prove difficult to manage work (i.e., traffic controls on Marine Drive) and would require more permitting. The goal is to leave the beaver alone. Proposed solutions that recognize and address the beaver activity are requested.

5. Question #5: Concerning the Sunderland Site. Does the proposal need to consider community engagement concerning the houseless community and include in the schedule?

a. District Response: There are currently less houseless individuals in that area and none living on the Sunderland Levee. However, there are some encampments in and around the trees near the

Salmon Creek Levee embankment. No issues have been identified at that location as of today, although it is unknown how many will be present in the future. The Scope of Work in the RFP section 7.1.1 Pre-Design, that addresses a public involvement plan that outlines a communication strategy to engage with relevant stakeholders. Proposers will need to consider how their team will consider these factors. The District has experience with the houseless population and will review a thoughtful public involvement plan.

6. Item #1: Optional Pre-Proposal On-Site Conference

a. District Response: There will be an optional pre-proposal on-site conference for this solicitation held on Friday January 26, 2024 from 9:30 – 11:30am. Attendees will meet at the MCDD

Office: 1880 NE Elrod Dr, Portland, OR 97211, walk to the Sunderland Levee project site, and subsequently drive to the Salmon Creek Levee project site.

7. Item #2: Deadline for Questions/Clarifications

a. District Response: The Deadline for Questions and Clarifications is being extended from

January 26, 2024 to January 29, 2024.

8. Question #6: Due to the re-scheduling of the On-Site Pre-Proposal Conference, will the Proposal

Due Date be updated or changed?

a. District Response: Not at this time. The Deadline for Submission of Proposals is February 5, 2024 at 2:00pm.

9. Item #3: Attachment I MCDD Levee Engineering Assessment, Cornforth Consultants Inc., 2019

a. District Response: Due to the sizing, the RFP Attachment I MCDD Levee Assessment Report is located on the MCDD Website at https://www.mcdd.org/doing-business-with-the-district/. On the “Doing Business with the District” page, select Open for Bid, select the “MCDD Levee
