About this file
This is Addendum No. 6 to Invitation for Bid (IFB) 26-005-HG for the Beecher Street Sidewalk Project, issued by the City of Leesburg, Florida on February 11, 2026. The addendum modifies the original solicitation for a sidewalk construction project on West Beecher Street from Johns Avenue to the Berry Park entrance, funded through the Community Development Block Grant (CDBG). The original project scope requires a Florida-licensed certified General Contractor or certified Building Contractor to construct a 5-foot wide, 4-inch thick sidewalk (6 inches at vehicle crossings) with ADA-compliant curb ramps and detectable warning strips. The addendum establishes material separation requirements, concrete specifications, surveying and documentation standards, dust control measures, clearing and site cleanup protocols, and traffic management and temporary traffic control (TTC) requirements. All bidders must acknowledge receipt of this addendum on their Proposal Bid Form, with the submission of a bid constituting acknowledgment of receipt.
The addendum specifies pricing for roll-off containers ranging from $225.00 for 20 cubic yards to $400.00 for 40 cubic yards and establishes concrete mix requirements of 3,000 PSI with fiber reinforcement and 10-foot expansion joints. Concrete placement must be continuously supervised until fully set, with vandalism occurring before full concrete set being the contractor's responsibility to repair at their own expense. Material separation requirements mandate that organics and soils be placed together in one container while concrete waste and construction debris are placed in a separate container. Additional requirements include submission of certified payroll documentation, as-built records upon completion, dust control measures throughout construction, proper securing of exposed hazards including stakes, forms, and rebar with barricades, caution tape, and warning signs, and submission of a MOT plan for approval prior to construction. Traffic lane closures are prohibited one hour before and after school intake and discharge times, and all contractors must hold Intermediate TTC/MOT Certification or engage a certified subcontractor. Water service from the City of Leesburg Water Distribution Department is available at a $50 deposit plus a $50 service fee and usage charges.
