About this file

This is Addendum No. 5 to an Invitation for Bid (IFB) issued by Dinwiddie County Public Schools in Virginia for the Midway Elementary School Auditorium Renovation project. The addendum, issued on August 19, 2026, provides responses to pre-bid questions and requests for information (RFIs) submitted by J.W. Enochs Inc. and clarifies key project specifications. The scope includes installation of 250 Mercury Line Sedia auditorium chairs with specific configurations, six ADA wheelchair spaces with companion seating, new seating layouts to be finalized by the seating contractor post-award, audiovisual system installation with Q-SYS control and HDMI connectivity, new track lighting systems to replace existing units, replacement of stage fixtures with dimmable LED 2'x4' fixtures on 277v circuits, lighting control zoning from multiple locations, wireless access points for booth use only, and removal and abatement of two layers of existing flooring including asbestos-containing materials. As-built drawings were made available in Addendum No. 2, and final seating measurements and preliminary seating plans were anticipated by the end of the week of August 17, 2026, with a final addendum addressing seating specifications to follow. The project requires the general contractor to obtain all necessary permits and responsible for design services as needed.

The addendum clarifies that bidders should submit pricing for 250 chairs with a unit price deduction for chairs not needed at final installation, with exact seat counts to be determined once the seating contractor completes the final layout. Bidders must include all labor, materials, removal, handling, abatement, transportation, and disposal costs for both layers of existing floor tile and asbestos-containing materials in their base bids. The owner declined prewiring for future projector installation and confirmed that the gymnasium will have sufficient storage space for salvaged auditorium chairs, with new flooring completion scheduled prior to chair placement. Assistive listening systems requirements may be addressed through wireless Bluetooth receivers, and all audiovisual controls are to be operated from the rear booth location. As-built or record drawings of the auditorium were referenced in earlier addenda, though the 1996 asbestos report was not available to bidders.

Question 1 - J. W. Enochs Inc. 07/24/2026

Are as built or record drawings of the auditorium available?

Response: Yes. Please see Addendum No. 2, issued on 07/27/2026.

Question 2 - J. W. Enochs Inc. 07/24/2026

We note that all necessary permits will be the General Contractor's responsibility. Stamped architectural drawings are typically necessary to secure permits, should we include design services in our bid?

Response: Please see Addendum No. 3, Question 21 Response.

Question 3 - J. W. Enochs Inc. 08/05/2026

Is the 1996 asbestos report available? See note at the bottom of sheet A1.1 provided in addendum 2.

Response: No. Please see Addendum No. 3, Question 1 Response.

Question 4 - J. W. Enochs Inc. 08/05/2026

We contacted the Virginia rep for Sedia seating, Chris Peck, (804) 450 5771 and christopher@mclaingroupreps.com. The installation of the seating must by certified installers.

Within the Mercury line there are multiple options for fabrics laminate finishes, back heights, and accessories all which affect the price per chair. Please contact him, and select a basis of design to be priced

Response: Mercury Line

No cup holder

No row or seat numbers

Upholstery end panel

Poly armrest

Fabric textile

Black frame and poly

35" backrest height

Straight row configuration for sloped floor

Fabric to be choice of Tahoe Interweave fabric selections.

Four (4) of the 250 seats will be companion seats. Individual companion Sedia ARC chairs are to match the main auditorium for use next to ADA wheelchair spaces. Chairs will be on a flat raised platform and should include ADA flip-up armrests on one side and a fully upholstered end panel on the other side of each chair.

Question 5 - J. W. Enochs Inc. 08/06/2026

Is there any interest by the Owner to leverage the current AV and ceiling electrical work to install a ceiling hung projector? Or at least pre-wire for a future projector installation?

Response: No, we do not want to prewire.

Question 6 - J. W. Enochs Inc. 08/06/2026

What size is the allowable space for storage of the salvaged chairs in the Gymnasium? Will the new flooring be installed in the Gymnasium be completed prior to placing the salvaged

Auditorium chairs in this space?

Response: The entire gym will be available if we need. New flooring will be complete by then.

Question 7 - J. W. Enochs Inc. 08/10/2026

Please see the attached layout and product data. This layout is based on 22” wide, “Reduced

Envelope” seating from Sedia. We are well short of the 250 seats discussed in the precon. We maintained access/egress clearances around the new AV booth and will have 4 HC positions with

2 companion chairs. Total 180 seats. The layout would be mirrored each side of the center line and allows 12” from edge of seat to seat back when the seat is horizontal. Should we price the work based on our quantity?

Response: Exact seat count will be determined once the seating contractor is awarded the project and does a layout of the auditorium. At that time, they will create a layout and determine an exact seat count. For bidding purposes, please include in your pricing a quantity of 250 chairs and give a unit price deduction to subtract from the overall bid for every chair not needed below that number for the actual installation.

Question 8 - J. W. Enochs Inc. 08/11/2026

Please see the attached excerpt from Chapter 11, Accessibility, of the International Building

Code. The target chair count would require a minimum of 5 HC spaces and companion chairs.

Please disregard the plan layout previously provided, it anticipated 2 WC and companion chairs each side for a total of 4. Would you prefer to go to 6 to keep the room in balance? Or meet the minimum requirement? Also note the “Assistive Listening Systems” requirement, it is possible that Jerry Perkinson could waive this requirement, but if not, we can research how to most cost effectively meet the requirement. We suspect there are wireless Bluetooth receivers that can satisfy this. (8 for 200 seats)

Response: The seating contractor states that in kind replacement allows for grandfathering. We need to adjust this to 6 total, (3 on each side) with as much companion seating as possible.

Seating Note: A final addendum addressing seating will be issued once the seating measurements and preliminary seating plan are completed. Measurements were taken

Monday, August 17th 2026, and a preliminary seating plan is currently being developed to provide a more accurate estimate of the total number of seats. The information is anticipated to be available by the end of this week or early next week.

Question 9 - J. W. Enochs Inc. 08/12/2026

Response: It should be able to interface with any electronics via a cable.

Question 10 - J. W. Enochs Inc. 08/12/2026

Is a lectern to be provided with this proposal? If lectern is to be provided, is AV connectivity required at the lectern?

Response: No.

(277v, 0-10v) fixtures?

Response: Yes, the t-8's are on the 277. Yes, the lights above stage should be dimmable.

Flooring Clarification

For clarification, during the Pre-bid meeting a few loose existing 12" x 12" non-asbestos vinyl floor tiles were lifted, it was observed that the newer flooring is installed over what appears to be the original 9" x 9" asbestos-containing floor tile, with mastic beneath the original tile.

Therefore, bidders shall assume that two layers of existing floor tile are present and shall include in their base bid all labor, materials, removal, handling, abatement, transportation, and disposal costs associated with the removal of both layers of flooring and the associated asbestos-containing materials.

Bidders shall account for the additional quantity of asbestos-containing material, labor, and disposal costs associated with the two layers of existing flooring when preparing their bids
