About this file
This is Addendum #3 to the Invitation for Bids (IFB) #27-072326 issued by the Dinwiddie County School Board (DCPS) in Virginia for the Midway Elementary School Auditorium Renovation project. The addendum modifies the original bid requirements for qualified Class A Contractors to furnish all labor, supervision, materials, equipment, permits, transportation, and incidentals necessary to complete the auditorium renovation. The addendum serves to clarify, revise, or supplement specific provisions contained in the original IFB documents, drawings, and specifications. Bidders are required to acknowledge receipt of this addendum as part of their sealed bid submission to ensure compliance with all current project requirements and modifications.
As an addendum document, this file contains modifications to pricing terms, specifications, scope clarifications, or other contractual provisions established in the original IFB #27-072326. All prospective bidders must incorporate the changes outlined in Addendum #3 into their bid proposals and acknowledge receipt to remain eligible for consideration. Failure to acknowledge receipt of all addenda may result in bid rejection or non-responsiveness determinations by the Dinwiddie County School Board.

Question 1
Do you have an asbestos report from 1996?
Response: We do not have an original report from 1996. I have a report from 2005 on the gymnasium which appears to be the same tile and mastic as the auditorium. The tile has no asbestos detected, but the mastic beneath it is 5% Chrysotile. We need to treat the auditorium as requiring abatement.
Question 2
Do you have a seat count?
Response: We decided today in the meeting to price out 250 seats. If we remove the rear two rows and front row, and follow the guidelines for larger seats, we should end up with approximately 252 (14 rows × 9 × 2 halves) seats prior to the companion seats, which would be 4 additional seats. The seat removal for maintenance lifts on the other edges toward the front will subtract 3 seats, resulting in approximately 250 seats.
Question 3
Are you using the same seats?
Response: No, we are going back with larger seats with the brand and style mentioned in the scope.
Question 4
Is the abatement up to the contractor?
Response: The abatement contractor of choice is up to the winning contractor.
Question 5
Is seat removal up to the contractor?
Response: Seat removal is up to the contractor. The scope states that there will be fewer chairs once they are taken apart, and they will be stored in the gymnasium.
Question 6
Is Thanksgiving break a full week now?
Response: The abatement should be planned for one of those two weeks (Thanksgiving or
Christmas).
Thanksgiving Break: November 23–27; students return November 30.
Christmas Break: December 21–January 1; students return January 4.
Question 7
Will vendors have to train people on how to operate the audio-visual system?
Response: Yes. A basic overview of the key components of the AV equipment is required.
Question 8
Will there be an addendum to add the floor lighting?
Response: All vendors present at the site walk were shown a picture of the floor lighting.
The floor lighting is a safety feature intended to illuminate the aisle walking paths while the main lights are dimmed. Light strips shall be installed around the carpet perimeter and along the rear and side walls. See attached reference images.
Question 9
Is there access under the floor?
Response: There is no access under the floor.
Question 10
Do you want the lights running on the floor to be controlled from the audio-visual system?
Response: Yes. The floor lights should be controlled from the rear of the room, along with the basic ceiling lighting. Control from the AV booth is preferred but not required.
Question 11
Is this slab on grade or elevated over a crawl space?
Response: There is no crawl space beneath the auditorium.
Question 12
Do we have an on-demand abatement company?
Response: There is no on-demand abatement company. The contractor's selected abatement firm must be properly certified and submit required air sampling and disposal reports.
Question 13
Lighting—do you want your AVs controlled from the booth lighting?
Response: Stage lighting controls shall not be accessible to bystanders. The 4-foot booth floor elevation and 3-foot walls should adequately restrict public access to the controls.
Question 14
Dimming on fixtures?
Response: Yes. All lighting shall be dimmable.
Question 15
Do you want the speakers off the proscenium or the corner?
Response: Corner of the proscenium. A visual was provided during the site walk.
Question 16
Do you have any specs on the seats?
Response: Seats are specified in the scope.
Question 17
Seating, do you want us to bid 250 or 268?
Response: 250 seats.
Question 18
Are we using the same color scheme with the existing green?
Response: Yes. The same general color scheme shall be maintained. Final color selections will be verified prior to application.
Question 19
Are you going to send the sign-in sheet out with the addendum?
Response: The Procurement Officer will distribute the sign-in sheet with the addendum.
Question 20
How many ADA seats?
Response: A total of four (4) ADA seats in the rear: two (2) on each side of the center aisle for the two wheelchair positions.
Question 21
Are we going to be required to get a stamped drawing for the audio/visual platform construction?
Response: Stamped drawings will not be required. Per the County Building Inspector, because the platform floor elevation is only four (4) feet and the structure has a relatively small footprint, a general drawing is sufficient. A PE or Architect stamp is not required.
Question 22
Has there been an egress path study?
Response: There has not been an egress study. The existing footprint is being replaced in kind.
Question 23
What is the voltage of existing lighting, number and size of circuits?
Response: The existing can lights and spotlights directed toward the stage are on 120. The
T8 lights above the stage performance area are on a 277 circuit.
Question 24
How wide are your outside aisles going to be?
Response: We are replacing in kind. Aisles may be wider if the reduced seat count allows, but no specific dimensions are provided.
Question 25
Why wouldn’t you consider moving the ADA up front and saving some money back there?
Response: The slope of the aisles will not be modified; therefore, ADA seating will remain in the rear.
