The addendum provides clarifications through a Q&A format regarding grounding responsibilities, site utilities, and technical specifications for the construction work. The bid closing date remains unchanged at 2:00 pm on February 11, 2025.

The addendum includes several technical clarifications: EWEB will handle substation equipment/structure grounding after foundations are poured and cured, as well as any alterations to the substation ground mat; the ground grid depth is expected to be 27"-33" below finished grade; the transformer foundation dimensions are confirmed at 19'-6" x 19'-6" x 2'; the switchgear foundation slab thickness is 8" with reinforcing of #6@12"oc EW located 2" clear from the top of concrete; and conduit depths are specified at 60" for 5" conduit and 24"-28" for all other conduits. Construction power will be available from the west building's station service, and water is accessible from an outdoor spigot on the SE corner of the west control house. The addendum includes updated drawings D-40952-5, D-40952-4, and D-9606 for additional technical details.

ADDENDUM # 4

Danebo Substation Foundation Construction

ITB #25-015-PW

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.

Q & A:

1a. 01010 Summary of Work 1.02 states “EWEB crews will be performing all grounding,…”.

To what extent will EWEB perform grounding?

EWEB will be handling substation equipment/structure grounding after foundations are poured and cured.

Generally speaking, EWEB will be responsible for any alterations to the substation ground mat if they are required.

Any personnel safety grounds required for the work should be provided by the contractor and connected to the station ground mat as directed by EWEB safety watch.

1b. Will EWEB cut/demo existing ground mat at concrete and conduit demo locations?

Generally speaking, EWEB will be responsible for any alterations to the substation ground mat if they are required.

1c. Will EWEB replace/repair grounding mat at concrete/conduit demo locations and new concrete and conduit locations?

Generally speaking, EWEB will be responsible for any alterations to the substation ground mat if they are required.

1d. If these are contractor’s responsibility, will contractor be allowed to cut grounding mat when excavating to install conduits?

Generally speaking, EWEB will be responsible for any alterations to the substation ground mat if they are required.

2. What temporary power is available at the site for contractor use?

While all of the open air facilities will be de-energized, EWEB’s practice is to leave switchgear bus energized during construction via local distribution backfeed. In this case the local station service available from the west building will be used for necessary construction power.

3. Is water available at the site, i.e. hosebib for general cleanup?

Station has an outdoor water spigot on the SE corner of the west control house. There is an eyewash station and sink inside as well.

4. What is the elevation of existing grounding mat?

Expected depth of the ground grid is 27”-33” below finished grade.

5. What is the elevation/depth/thickness of existing foundation A?

Foundation depth is 12”. Included in this response/addenda is drawing D-9606 which gives more detail on foundation A.

6. What is the elevation/depth of existing conduit?

The expected depth for 5” conduit is 60”. All other conduit is expected to be at 24”-28” depth.

7. What is the existing site fill material composed of? What is depth of existing fill rock? Can it be reused as fill material?

Local soil can be reused as backfill, but top rock will need to be replaced as specified in specifications 32_11_23 and 32_15_00

8. Is EWEB able to provide a section drawing of fill material required at excavated areas?

EWEB does not have a cross section drawing showing backfill.

9. D-5704 shows “X” Transformer foundation as 17’-3” x 17’-3” x 2’. D40742 shows transformer foundation as 19’-6” x 19’-6” x 2’. Please confirm dimensions of transformer foundation.

The dimensions shown on D-40742 is the correct dimension, 19’-6” x 19’-6” x 2’

10. D-40739 Section A shows “(3) 7’ Bus PT Stands”. Dimensions on the section view shows 6’-9”.

The section view scales at 7’. Please confirm correct dimension for Bus PT Stands.

The correct dimension is 6’-9”

11. The scale is off on almost all the drawings.

Noted. This is likely a printing issue.

12. D-40962-4 section 2 shows switchgear foundation slab being 8” thick. D-40962-5 detail 5 shows switchgear foundation slab being 1’thick. Please confirm correct dimension for the switchgear slab.

The slab is 8” thick.

13. D40962-4 plan view 1 shows #6 bar @ 12” top and bottom, and “add (1) #6 top and bottom cetered between openings typ”. Same page section 2 shows single rebar mat at 3” clear in 8” slab. D-40962-5 detail 5 shows double/top & bottom mats with 2” clear at top and 3” clear at bottom. Please confirm reinforcing required at switchgear foundation.

Reinforcing is #6@12"oc EW located 2" clear from the top of concrete. Updated drawings have been provided with this response/addenda.

14. D-40962-5 detail 3 shows keyed construction joints. Where is this detail used on the project?

Construction joints are not required.

15. D-40962-5 detail 4 shows details for what appear to be duct bank.

o Is this intended to be show dimensions of concrete encased duct bank?

o Which conduit runs on D-5705 are required to be concrete encased?

o Please confirm if duct bank is to be 4’ x 2’ for the (4) 5” conduits leading to the switchgear o foundation and (6) 5” conduits leading to the area south of switchgear foundation.

o Is duct bank from bus support and dip “y” to switchgear foundation required to continue o under switchgear foundation?

o Is duct bank required to turn upward and have construction joint at underside of o switchgear foundation?

This detail was included by the designer as an option depending on site requirements. At this time none of the conduits running into the switchgear are expected to require concrete encasement.

16. D-40739 details C and D show bottom conduit support plate. Is this support plate contractor’s responsibility?

These plates are integrated with the PT stand structure and are provided to help with locating where conduits should stub up. No support plates are to be provided by the contractor.

17. On drawing D-5705, what size/quantity conduit is this?

This conduit is 2”

18. Addendum 1 stated the west half of the yard will be returned to service while the new foundations are being poured and conduit installed. D-5705 shows new conduits that terminate at what appears to be the west side of the yard. How will the west half of the yard being in-service affect the work that is to take place?

Enough of this conduit should be installed prior to energizing the west half of the yard so that it extends past the duct bank. The rest of the run can be installed after demo is complete with the west yard energized.

19. Will contractor be required to pigtail equipment to grounding system?

Generally this is not expected, but EWEB safety watch may require it depending on the work activity being performed and how things are arranged at the job site.

20. What other safety precautions will be required that will impact the efficiency of the construction processes?

EWEB has robust safety procedures in place to ensure safe working conditions. PPE will be expected as appropriate for the job and tailboards will be conducted in the morning to discuss work site conditions and tasks.
