CITY OF PEACHTREE CITY

MEADE FIELD LIGHTING REPLACEMENT PROJECT

24-104BRS

ADDENDUM #4

SECOND REVISED BID DUE DATE: The date for submittal of bids has been extended to Thursday, March 14, 2024, at 3:00 pm local time.

APPROVED ALTERNATIVE: City staff was asked to review Ephesus Lighting as an approved alternative. The City’s response is as follows:

Based on the data you originally supplied and the responses to our follow up questions, staff approves Ephesus as an approved alternative with the following point of clarification:

The City’s bid specifications are clear, the only acceptable product is one with the maintenance ability of having the driver and ballasts at the bottom of the pole and not the top by the light. To offer/supply any other product would not be acceptable.

In addition, as Ephesus Lighting is approved as an alternative, any award for construction using Ephesus Lighting product will include all submitted documentation of compliance with the project specifications. If this product is part of the winning bid a signed copy of the Submittal Checklist will be required prior to award.

1. QUESTION: The electrical plans call for replacing all electrical feeders to poles.

That said, the Ephesus system’s wattage per pole and total system wattage is less than or equal to the currently installed system and the newly specified LED system. If the current electrical system will support our LED product as designed then does this infrastructure need to be included in our bid? It would seem to be an awful waste of money. Our system’s total kW is 65.96 as per our lighting design while the basis of design’s kW is listed at 73.54 per spec which may be necessitating the electrical engineer’s requirement that it be replaced. CITY’S RESPONSE: Yes, all of the electrical work shown on the design plans shall be included in the proposed bid. The City has elected to replace all of these components because of their age, not due to a change in electrical load.

2. QUESTION: Specification section 1.4, D dictates light spill and candela criteria

150’ away from the fields. Ephesus lighting systems are installed at existing facilities throughout the state of GA (see attached submittal for partial list) using our “playability” focused lighting and product design which balances the needs of the players, spectators, and surrounding community. Instead, the basis of design uses a much less efficient product and lighting design. The result in this case is that the electrical infrastructure now must be changed out as part of the project due to their inefficient product. Will our system as designed be acceptable?

CITY’S RESPONSE: All proposed alternative products must meet all of the requirements stated in the project bid documents. This includes all of the elements listed in Section 1.4 Environmental Light Control on sheet E000.

The fields are located next to a residential neighborhood and therefore, light spill away from the fields is a matter of concern to the City.

3. CLARIFICATION: The selected lighting design will have to provide targeted up lighting for all fields per Section 1.4 B on sheet E000.

4. CLARIFICATION: The Bid Bond Form needs to be amended. See attached for revised bid due date.

Ratings IP651 2 Notes:

Due to our continuous improvement efforts, specifications are subject to change without notice.

¹To maintain IP rating of the unit, it must be installed with a IP65/NEMA 4X fitting at the power and ethernet entry points ²The AirMesh Hub holds a rating of IP65 for outdoor when the door is latched and all entry ports (power and Ethernet) are properly sealed. Failure to properly seal entry ports and latch the door will void the IP65 rating.

3Refer to the functionality of your Ephesus fixture for health monitoring capability.

Product Overview The AirMesh Hub is an Ephesus component that can be installed anywhere you need wireless push-button lighting control, such as municipal ballparks, hockey arenas, basketball facilities, and other multi-use complexes. The AirMesh Hub is easy for certified electricians to install in both indoor and outdoor applications that’s contained in the NEMA 4X enclosure. The 5-button 25 scenes (5 per button) controller allow for local manual access to facility lighting across specific zones or over the entire lighting installation. The AirMesh Hub enables quick and simple access to a switch station that can be programmed with unlimited options to meet the needs of the end-user.
