About this file
This document is Addendum #4 for the Gary Roberts Water Treatment Plant Rehabilitation project issued by the Town of Breckenridge Public Works Department in Colorado. The addendum addresses two specific questions from potential consultants regarding the Request for Proposal (RFP) process. First, the town confirms that proposers are allowed to use QR codes or hyperlinks to external information within their proposal submissions. Second, the town clarifies that while the RFP originally mentioned an "Acknowledgment of receipt of RFP Packet, Sample Agreement and Addenda", a Sample Professional Services Agreement will not be provided at this time, as it is currently under review by the new Town Attorney.
The addendum indicates that the Professional Services Agreement will be finalized later, and the consultant awarded the project will have an opportunity to review and negotiate any changes with the town. This approach suggests flexibility in the contract terms and a willingness to collaborate with the selected consultant. The document emphasizes that failure to acknowledge receipt of this addendum will result in the proposal not being read, and that all addenda must be acknowledged in Section III of the RFP. The focus appears to be on the rehabilitation of the Gary Roberts Water Treatment Plant, with the town seeking a consultant to review previous reports, analyze existing conditions, and provide cost opinions for potential improvements.

RFP Questions
Failure to acknowledge receipt of this addendum will result in your proposal not being read. Receipt of all addenda shall be acknowledged in Section III of the RFP.
Q1: Will the Town allow the use of QR codes or hyperlinks to external information within our proposal submission?
A1: Yes.
Q2: Per the RFP, the consultant must “Acknowledgment of receipt of RFP Packet, Sample Agreement and Addenda”. Will the town provide a Sample Professional Services Agreement for review and acknowledgement?
A2: The Town’s Professional Service Agreement is currently under review by the new Town Attorney so a sample agreement will not be provided and does not need to be acknowledged with the proposals. Once the agreement is finalized, the consultant awarded the project will have a chance to review the agreement and negotiate any changes with the Town.
