About this file

This document is Addendum #2 for the Gary Roberts Water Treatment Plant Rehabilitation project by the Town of Breckenridge Public Works, detailing pre-proposal meeting questions and clarifications. The addendum provides critical information for potential consultants, including details about the current water treatment plant's infrastructure, existing challenges, and specific areas requiring investigation and potential improvement. Key points include the current manufacturers of treatment trains (Neptune in plants 1 and 2, Trident in plant 3), electrical service specifications, and specific operational issues such as air binding in Plant 3 filters and potential gravity supply limitations from the Goose Pasture Tarn reservoir.

The document indicates that the Town has not set a specific budget for the engineering portion of the work and is seeking a consultant to investigate several technical issues, including: repair or replacement of a potentially leaky clearwell effluent valve, methods to maintain gravity water supply at lower reservoir elevations, and ongoing treatment processes like chlorine pre-treatment for iron and manganese removal. Backwash residuals are currently hauled off, dried on Town property, and taken to the landfill, with no identified toxin concerns. The addendum also notes that the fire flow study model will be made available to the awarded consultant, suggesting a collaborative approach to addressing the water treatment plant's rehabilitation needs.

Gary Roberts Water Treatment Plant Rehabilitation Town of Breckenridge

Addendum #2

Pre-Proposal Meeting Questions and Clarifications

1. The model that was developed for the fire flow study can be provided to the Consultant that gets awarded the project.

2. The manufacturer of the current treatment trains in the water treatment plant is Neptune in plants 1 and 2, and Trident in plant 3.

3. The water treatment plant is currently powered by 208 volt service. It has not been looked at to switch to 480 volt service.

4. Backwash residuals are currently hauled off and dried on Town property and then taken to the landfill.

There are currently no toxins in the backwash residuals that cannot be disposed of at the landfill.

5. Once the Goose Pasture Tarn reservoir gets down to a certain elevation the water treatment plant can no longer be supplied by gravity. The Town would like the Consultant to investigate ways the plant can be supplied by gravity at lower elevations.

6. The clear well level drops when the clearwell effluent valve is closed, indicating a possible leaky valve.

We would like the consultant to investigate a repair or replacement.

7. There are air binding issues in the filters of Plant 3.

8. The Town has not set a specific budget for the Engineering portion of the work.

9. The water treatment plant uses chlorine pre-treatment for iron and manganese removal.

10. See attached sign-in sheet for the Pre-Proposal Meeting.
