About this file
This document is Addendum No. 4 to the Invitation for Price Quote (IFPQ) 11A4002 for Preventative Maintenance and Repair Services in San Diego County, issued by the California Department of Transportation (Caltrans). The addendum revises certain requirements in Exhibit A, including performing a system start-up and shutdown of HVAC systems, coordinating annual services with the Caltrans Contract Manager, and inspecting and testing the flue for proper venting. The contract requires the contractor to furnish all labor, equipment, vehicles, tools, materials, parts, permits, supplies, travel, disposal/recycling of waste, reports, and incidentals required to maintain, repair, and restore HVAC systems for two boilers, two primary pumps, two primary motors, two secondary pumps, two secondary motors, and one expansion tank.
The addendum also addresses questions from prospective bidders regarding repairs beyond the boiler system, material and supply cost pass-through, flue testing requirements, cost escalation during the contract term, and invoice submission requirements. The contract is set aside for Small Business (SB) or Disabled Veteran Business Enterprise (DVBE) firms only and has a multi-year term, but the document does not specify any renewal options.

The following represents questions submitted for this IFPQ and the Department’s responses:
Question 1:
In Exhibit-A page 3 of 11 paragraph H. It states contractor to perform a system start-up of all HVAC systems and a shutdown then submit a written list of repair work needed. This contract is for Patterson Kelly boilers and associated pumps. If other issues are exposed will the contractor be the one to do repairs or will it go to the incumbent for the cooling systems and or out for bid?
Answer 1:
See revision above for IFPQ, Exhibit A, Item 8 H
Question 2:
Page 7 of 11 paragraph 13. Materials/supplies/parts. It states that the contractor is to pass all cost through without allowance for markup. The supply chain has been so disrupted in the last few years.
How is the contactor to cover costs for added handling, delays etc?

Answer 2:
Please reference IFPQ, Exhibit A, Item 13, and, Attachment 1 Price Quote Proposal, Line Item 6.
Question 3:
Flue Testing: During the job walk it was stated that a flue test is to be performed to meet the states standards for NOX (Nitrous Oxides) this is typically an annual test, on what inspection would you like the test to be done so the contractor can meet the state inspector’s deadline?
Answer 3:
See revision above for IFPQ, Exhibit A, Item 11 D.
Question 4:
Cost Escalation. This is a multiyear contract. Over the last few years our whole society especially the HVAC industry has been hit with sky rocketing cost for fuel, wages, insurance, etc. etc. Does Cal Trans have a means for the contractor to cover cost increases during the contract?
Answer 4:
Please reference IFPQ, Section 18 P and Exhibit B, Item 6 Costs Included in Bid Rates.
Question 5:
All contracts have procedures for submitting invoice for payments. Experience has taught us that if the smallest thing is missing on the invoice, it will be held up for payment. Can or will Cal Trans provide the contractor a copy of a typical invoice that is acceptable?
Answer 5:
Please reference IFPQ Exhibit B, Item 1 Invoicing and Payment.
All other terms and conditions set forth in the IFPQ remain in full force and effect.
Sincerely, Shawn Fitzpatrick Shawn Fitzpatrick Contract Analyst
