About this file
This document is Addendum #3 to Invitation to Bid (ITB) #23-154-G for the Trail Bridge Debris Boom issued by the Eugene Water & Electric Board (EWEB) in Oregon. The ITB requests an experienced producer of heavy-duty marine equipment to provide the manufacturing, transportation, and delivery of a new debris boom and boat ramp for the main spillway at Trail Bridge Reservoir, located at EWEB's Carmen-Smith Hydroelectric Project. The addendum addresses several questions from potential bidders regarding the scope of work, including that this is a supply solicitation rather than an engineering and construction contract, that EWEB requires a minimum 5-year warranty on parts rather than a 50-year warranty, and that EWEB requires the bidder's engineer to stamp the submittal drawings even though the anchor design has already been provided. The bid deadline has been extended to August 30, 2023 at 2:00 pm.
The ITB requires the bidder to provide calculations signed and stamped by a professional engineer registered in the state of Oregon, demonstrating that the proposed debris boom can meet the design loads developed by the design engineer, Jacobs. Pricing terms, funding sources, and other financial details are not provided in the addendum. The addendum indicates this is a material change to the ITB, and bidders must acknowledge receipt of the addendum.

ADDENDUM # 3
Trail Bridge Debris Boom
ITB # 23-154-G
This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.
QUESTION & ANSWER
1. Question – Is this a supply solicitation for the debris boom? There are many references to engineering and construction/installation with many requirements not typically seen in a supply contract, such as an engineer’s stamp for submittal drawings of anchors. It is our understand that Jacobs had designed the anchors and a separate contractor will be hired to do the installation. A supply barrier package would typically include drawings and calculations that the debris barrier could meet loads developed by the design engineer.
Response– Yes, this is a supply solicitation for the debris boom. You are correct that Jacobs has provided the design loading and anchor design and your description of the supply barrier package is also correct.
In summary, we are expecting drawings and calculations, signed and stamped by a professional engineer registered in the state of Oregon, demonstrating that the debris boom can meet the loads developed by the design engineer.
2. Question – The specification requires a minimum 50-warranty for parts. Is this meant to be 5-year warranty? We have never heard of a 50-year warranty on waterway barriers. In some instances, claims have been made that the plastic floats may have a 50-year life span, but no metal parts or other wear items would last that long, even in the best conditions. Our standard warranty for parts is 5-years that can be extended with a regular inspection program. Can this be modified in the solicitation?
Response – EWEB expects a boom that will generally have a 50-year design life. In terms of the warranty however, we will accept a minimum 5-year warranty for parts.
For Section 4 (Minimum Requirements), strike Section A(4) in its entirety and replace with the following:
“Manufacturer shall provide a boom with a 50-year design life and shall provide a minimum of a 5-year warranty for parts.”
3. Question – OR Engineers stamp. In Section 4.A. - Requirements of the Specification, Section 2 states the engineer must be registered and licensed in the State of Oregon. The designs calculations have already been included in the solicitation. Our engineering (team) would need to confirm our materials meet or
Rev 4-21-20 exceed the provided design criteria. However, we are not designing anchorages. The question then is that because we are not designing anchorages and because the design has been completed and we are only validating our material capabilities, why the need for an Oregon Stamp?
Response – Jacobs has designed the boom layout, boom anchors, and determined the loads onto the boom. EWEB requires formal calculations, verification and affirmation that the products being provided meets the design requirements identified in the Specifications and Drawings and needs to be signed and stamped by a professional engineer registered in the State of Oregon.
