About this file

This document is Addendum #3 for RFP 25-086-S issued by Eugene Water & Electric Board (EWEB) for Joint Use Inspection, Make Ready Requirements, and Pole Loading Analysis. The addendum modifies the original bidding documents and provides clarifications on various aspects of the project, with the proposal submission deadline set for 2:00 p.m. (PST) on Tuesday, September 9, 2025. The addendum addresses questions related to billing, professional engineering requirements, and electrical design software specifications.

Key pricing and technical details include requirements for hourly rate schedules in addition to unit rates, separate line items for permit fees, and Professional Engineering (PE) stamp requirements specifically for Pole Loading Analysis and Distribution or Transmission Make-Ready designs. EWEB will provide access to Schneider ArcFM Designer software for final electrical designs of their 12kV distribution system. Permit filing fees will be the direct responsibility of the attachers, and the addendum emphasizes that this is a material change to the original bid, requiring acknowledgment from proposers by signing and returning a copy of the addendum.

ADDENDUM #3

Joint Use Inspection, Make Ready Requirements, and Pole Loading Analysis

RFP 25-086-S

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.

Questions and Answers (in Bold):

PRICING SUBMISSION FORMAT

1. You’ve indicated in Addendum 1 that billing will be by unit (e.g., per pole for survey, PLA, make-ready, post-inspection, etc.) so that both the pole owner and attacher understand costs up front. Can you confirm if you also require a separate hourly rate schedule in addition to the unit rates?

Provide hourly rates in addition to unit rates. EWEB assumes there may be services outside a unit based scope, requiring an hourly billed rate.

2. Is there a preferred pricing form or template for submitting these rates?

A standard rate schedule including all services to be performed or could be performed, as well as the table provided in Section. 5.6 Pricing Proposals.

3. Should pricing for permitting-related tasks (initial review, pre-construction meetings, post-inspections, etc.)

be embedded in the unit rate, or listed separately?

EWEB understands permit fees are not a fixed cost that could change over the life of a contract. These should be a separate line item.

PROFESSIONAL ENGINEERING (PE) REQUIREMENTS

4. Will an Oregon-licensed PE be required to stamp or approve all submittals, or only specific deliverables (e.g., Pole Loading Analyses, Make-Ready designs)?

EWEB will require a stamp for the Pole Loading Analysis and any Distribution or Transmission Make-Ready designs. EWED will not require for Comms only Make-Ready work.

5. If only certain submittals require PE oversight, can you clarify which ones? (e.g., Electrical, Civil, Structural) See above.

SCHNEIDER ArcFM DESIGNER SOFT

6. The addendum states that final electrical designs for EWEB’s 12kV distribution system must be produced using Schneider ArcFM Designer and submitted via Designer Work Request Manager into EWEB’s WAM system. Is it mandatory for the contractor to own a Schneider ArcFM Designer license, or will EWEB provide access to its system?

EWEB will provide

7. If the contractor must provide their own, is there a specific version or module configuration required (given the migration from X to XI)?

See above.

PERMITTING COST HANDLING

8. For filing fees associated with permitting, is the expectation that Attachers pay these directly, or should they be passed through to EWEB by the contractor?

If an attacher is incurring a fee for permitting, they will need to pay it themselves directly.
