About this file
This document is Addendum #2 for RFP 25-086-S issued by the Eugene Water & Electric Board (EWEB) for Joint Use Inspection, Make Ready Requirements, and Pole Loading Analysis. The addendum provides clarifications to the original solicitation, addressing six key questions from potential contractors. The addendum confirms that deliverables must be signed by an Oregon Professional Engineer, the contractor is not expected to draft permit applications in NJUNS but will update statuses after EWEB submission, and EWEB will manage permit coordination with municipalities, ODOT, and railroads.
The addendum indicates there are no anticipated large-scale broadband or utility upgrade initiatives that would significantly increase ticket volume. For large-volume batches, EWEB will work with communication companies to establish staggered completion dates, with a standard 45-day response requirement. In cases of post-inspection unsatisfactory work, the contractor will be expected to return and reinspect to ensure work completion. The closing date and time for the RFP remain unchanged, and this addendum is classified as a non-material change that does not require signing or returning.

ADDENDUM #2
Joint Use Inspection, Make Ready Requirements, and Pole Loading Analysis
RFP 25-086-S
This addendum provides clarification to the solicitation document(s) for work only to the extent indicated herein.
Questions and Answers (in Bold):
1. Is there a requirement to have the deliverables signed by an Oregon Professional Engineer.
Yes
2. Is the contractor expected to draft and submit permit applications directly into NJUNS on behalf of attachment companies or just update statuses after EWEB submission?
No, the expectation is that contractor update statuses after EWEB submission.
3. Is the contractor responsible for direct coordination with municipalities, ODOT, railroads, etc., to secure permits, or will EWEB handle those approvals?
EWEB will manage this.
4. Does EWEB anticipate any planned large-scale broadband or utility upgrade initiatives that could significantly increase ticket volume?
No.
5. For large-volume batches, will there be staggered deadlines or a single completion date?
We are required to respond within 45 days of submission, but if we get a large batch all at once. EWEB will communicate with the comm company and we will do staggered dates.
6. On post inspections, if there is unsatisfactory work found will EWEB handle that completely after it is reported back to you from the contractor doing the post inspections?
We will want the contractor to go back out and reinspect the work to make sure it is completed.
CLOSING DATE AND TIME
The closing date and time will remain unchanged.
This addendum constitutes a NON-MATERIAL CHANGE to the bid and does not need to be signed or returned.
