About this file

This is an Addendum 3 to a Request for Bid issued by the New Hampshire Department of Natural and Cultural Resources for soil and groundwater sampling services at Mount Washington State Park's summit. The addendum clarifies temporary well purging water management requirements for the CAP 2610 environmental assessment project. Bidders must account for purge water handling, disposal, and management costs within their proposals, with an estimated purge-water volume range of 100 to 300 gallons for bidding purposes. The original bid due date was July 8, 2026, at 2:00 p.m., with fieldwork scheduled for June through August 2026, draft reports due in September 2026, and final reports and deliverables due in October 2026. Site visitation prior to bidding is the responsibility of each vendor. Award will be made to the lowest responsible and responsive bidder meeting minimum qualifications, with contract finalization and Notice to Proceed anticipated for mid-July 2026.

Purge water management costs must be included in all bid pricing. Purge water containing contaminants exceeding New Hampshire Ambient Groundwater Quality Standards must be collected, containerized, transported off-site, characterized, and disposed of at a licensed treatment or disposal facility. If purge water meets all applicable standards, temporary on-site discharge is permissible in accordance with New Hampshire groundwater discharge regulations. Since static water levels in the wells are not yet available, actual purge-water volumes will be confirmed during field operations, and contract pricing may be adjusted accordingly. Final invoicing will be adjusted once actual purge-water volumes are measured. Bid prices must remain firm for 180 days from submission and include all delivery and associated costs with no allowance for special charges, surcharges, or fuel surcharges. Vendors must provide proof of comprehensive general liability insurance coverage of not less than $1 million per occurrence and $2 million aggregate, plus workers' compensation insurance.

Addendum 3 – Clarification of Temporary Well Purging Water Management for CAP 2610 Mt. Washington State Park Soil & Groundwater Sampling.

Date: 7/1/2026

This document clarifies that temporary well purging water may be discharged on-site provided it meets all applicable New Hampshire Ambient Groundwater Quality Standards as governed under the Groundwater Discharge Program.

Purge-Water Management Bidders shall note the following requirements regarding management of purge water generated during temporary well purging:

• Purge water that contains contaminants exceeding Ambient Groundwater Quality Standards must be collected, containerized, transported off-site, characterized, and disposed of at a licensed treatment or disposal facility.

• If purge water meets all Ambient Groundwater Quality Standards, temporary on-site discharge is permissible in accordance with New Hampshire groundwater discharge regulations.

Estimated Purge-Water Volumes Because static water levels in the wells are not yet available, bidders shall assume an estimated purge-water range of 100–300 gallons for bidding purposes. Actual volumes will be confirmed in the field, and contract pricing may be adjusted accordingly.

Instructions for Bidders

• Bidders shall include all purge-water handling, disposal, and related costs using the placeholder volume range provided. Final invoicing may be adjusted once actual purge-water volumes are measured during field operations.
