Addendum 3: Employee Training and Professional Development Services
Addendum 3 is a clarification document issued by the Western Regional Off-Track Betting Commission (WROTBC) in Genesee County, New York, addressing inquiries related to their Employee Training and Professional Development Services RFP with a proposal due date of August 31, 2026 at 4:30 pm. WROTBC seeks comprehensive training services for approximately 408 employees, including 62 supervisory and managerial staff, with no incumbent vendor currently providing these services. The organization requests training proposals covering multiple topics including supervisor and manager development, which is identified as a top priority, along with other professional development areas. Training delivery is preferred on-site at the Batavia Downs location with virtual options available as needed; multiple training sessions are anticipated to accommodate different shift times, including evenings where possible. The contract award date is September 24, 2026, with vendor services commencing in October 2026. The initial contract term is one year with an option to renew. No site visits are being hosted by WROTBC at this time. Proposers may submit proposals for only select training topics that align with their expertise rather than all listed topics, and WROTBC may award to multiple providers depending on the proposals received.
WROTBC has allocated $57,500 for training services in their 2026 Operating Plan. The organization prefers a coordinated annual or multi-session training plan rather than as-needed services and is open to initial organizational needs assessments post-award to develop customized professional development roadmaps. Proposals should include hourly, per-session, flat-fee, and annual package pricing options, along with recommended curricula and proposed delivery schedules optimized for appropriate class sizes. Virtual training delivery may occur via the vendor's platform or through integration into WROTBC's HRIS system. Self-paced e-learning with completion tracking and certificates is of interest as a supplement to instructor-led training. Insurance requirements include Commercial General Liability with a CE-200 form acceptable in place of workers compensation, and hired/non-owned auto liability endorsements are acceptable if the vendor owns no commercial vehicles. Workplace investigations training should focus on training managers in investigation practices rather than conducting investigations. Selection will be made at WROTBC's discretion based on information provided, with no formal scoring matrix available at the time of this addendum.

Participant Groups Could you provide additional insight regarding the anticipated audiences (e.g., executive leadership, managers, supervisors, frontline employees, or department-specific teams) and whether there is an estimated number of participants or training sessions envisioned during the initial contract period? There would be a mix of anticipated audience - executive leadership, managers, supervisors, frontline employees, and department-specific teams, depending on the training topic. 21. Period of Performance: The RFP does not specify a contract term or period of performance or anything regarding the duration of sessions and number of participants. Could you clarify? There are approximately 408 employees, 62 of whom are supervisory/managerial. We would like to extend some topics to large groups of staff, other topics would be for smaller groups. The initial contract period would be one year with an option to extend.
22. Section 1.5 states that WROTB is interested in establishing a relationship with “one or more qualified providers,” while Section 1.3 states that a “single proposer shall be selected.” Please clarify whether WROTB anticipates making a single award or multiple awards. Will potentially award to multiple providers depending on proposals received.
23. What criteria will WROTB use to evaluate proposals, and will certain criteria be weighted more heavily? If a scoring matrix is available, please provide it. Information not available at this time.

35. What is the due date for questions and clarifications? Questions and clarifications must be submitted to Western by 8/20/26 at 4:30 pm
36. Scope of Services - The RFP lists many different training topics in Section 1.5. Do proposers need to be able to provide training for all of the listed topics, or can we submit a proposal for only some of the topics that match our experience and expertise? Proposals can be submitted for only some of the topics that match your experience and expertise.
37. Pricing Basis - The RFP requests hourly, per-session, flat-fee, and annual package pricing, but does not indicate an estimated number of employees to be trained, anticipated session frequency, or an annual budget or funding cap. Could you share any of this information, even as a rough estimate? It would help us propose pricing that is realistic and useful for WROTB's evaluation. There are approximately 408 employees, 62 of whom are supervisory/managerial. Not all employees would take every training provided, it would depend on the topic.
38. In addition to our recommendation on course curriculum, would you like a proposed schedule of class delivery? By that I mean how many courses/month we would deliver to ensure appropriate class sizes, especially when delivering classes to your entire team of 400 people. We definitely want to deliver to the optimum size group to provide the opportunity for class participation and course information absorption. A proposed schedule would be great!
39. The insurance requirements specify the minimum requirement for automobile liability is 1$ million, as currently we do not own any commercial vehicles, for the purpose and duration of this contract would a "hired/non-owned auto endorsement policy" be satisfactory, or would commercial auto coverage to the value of 1$ million value be required? Hired/Non-Auto Liability would be acceptable if there are no owned commercial vehicles in the entities name.
