About this file

This is Addendum 2 to a Request for Proposal issued by the Western Regional Off-Track Betting Corporation (WROTB) in Genesee County, New York for Employee Training and Professional Development Services. The RFP seeks proposals for training delivery across multiple topic areas including customer service, safety, supervisor/manager development, and related professional development. WROTB anticipates training up to 400 employees annually, with approximately 62 supervisory and managerial staff requiring specialized training. Training will primarily occur on-site at the Batavia Downs Gaming location with virtual delivery available as needed. Class sizes are capped at 50 participants, with preference for smaller cohorts. Proposals were due August 31, 2026 at 4:30 p.m. EST. Multiple providers may be awarded contracts based on their specific areas of expertise, and proposers may respond to a defined subset of scope topics without being deemed non-responsive. The contract term is one year with an option to renew, with the anticipated award and start date following the September board meeting.

WROTB has budgeted $57,500 for training services in the 2026 Operating Plan. The organization does not currently utilize a Learning Management System and tracks training completion through BambooHR. The evaluation will be based on relevant experience, facilitator qualifications, proposed approach, breadth of services, references, and pricing, though specific evaluation criteria and weights were not provided. Proposers must maintain $2 million general liability insurance and $1 million excess liability umbrella coverage. Selected facilitators may need to obtain a temporary service provider license from the New York State Gaming Commission with an approximate two-week processing turnaround. WROTB prefers in-person classroom instruction for longer supervisor/management training topics and shorter sessions for customer service-related trainings, though proposers should recommend appropriate session lengths. Providers retain ownership of their pre-existing proprietary curricula and intellectual property. No incumbent vendor currently holds a contract for these services.

Employee Training and Professional Development Services August 10, 2026 Addendum 1 Request for Information Clarification response issued

1. The RFP references both establishing a relationship with “one or more qualified providers” and selecting a single proposer. Does WROTB anticipate awarding the contract to one provider, or could contracts be awarded to multiple providers? Contracts could potentially be awarded to multiple providers.

1. For pricing and capacity-planning purposes, can WROTB provide an estimated number of training sessions anticipated during the one-year contract term, the approximate number of employees who may participate, and the typical number of participants per session? Depending on the topic, all employees could be asked to complete the trainings (for example, a topic like customer service or safety could be required of 400 employees) and there could be ~50 employees per session. Oher topics would only be required of supervisory/managerial employees (approximately 62 people), and there would be fewer employees per session.

1. The opportunity is listed as both Batavia-based and statewide. Does WROTB anticipate that most in-person training will take place at the Batavia location, or could sessions be conducted at other WROTB locations? Most trainings will take place at Batavia Downs Gaming, with virtual trainings held if necessary for other locations.

1. Will proposals be evaluated using defined criteria or weighted categories, such as relevant experience, facilitator qualifications, proposed approach, breadth of services, references, and pricing? If so, could those criteria and weights be provided? The evaluation will be based on above, criteria and weights will not be provided.

1. Does Section 2.4 include a carve-out for a proposer's pre-existing proprietary curriculum, or will WROTB confirm in writing that submitted samples do not transfer ownership of pre-existing intellectual property?

1. What is the submission time of day and time zone on August 31, 2026? 4:30 pm EST

1. Is there a maximum file size for email submission, and is a single consolidated PDF preferred over separate attachments? There is not a maximum file size, either submission will be accepted.

1. What is the approximate total employee headcount, how many employees are in supervisory or management roles, and what is the anticipated annual training volume? Approximately 408 employees, approximately 62 managers and supervisors

1. What is the expected balance of on-site versus virtual training delivery? Majority on-site, virtual if needed.

For on-site sessions, will WROTB provide the training venue and AV equipment, or should that be included in the proposer's cost estimate? Training will primarily take place on site at Batavia Downs Gaming location, BDG will provide the AV equipment.

1. Do facilitators delivering on-site training need to complete a background check, licensing, or credentialing process, for example through the New York State Gaming Commission, before accessing WROTB facilities?
