About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the Minnesota Department of Natural Resources (DNR) for the Root River State Trail Houston Area Bank Stabilization project. The addendum addresses questions received from prospective bidders, including a request for the current FEMA regulatory model and the level of flood protection to be designed. The DNR indicates that land acquisition or easements on either side of the river have not been considered at this time due to the project funding timeline. The contract opportunity involves providing final plans, specifications, and technical services during construction to stabilize and reconstruct the riverbank along the Root River State Trail in Houston County, Minnesota.

The DNR has not yet determined the level of flood protection to be designed for this project. Funding sources and requirements are not specified in the addendum, but it notes that the project timeline may limit the feasibility of acquiring land or easements to expand the river's space to meander. Interested firms should plan to attend a kick-off meeting to discuss these outstanding details.

Request for Proposals (RFP) Addendum #03 SWIFT Event #: 2000016401 Agency: Department of Natural Resources Addendum Number: 03 Date of Addendum: November 14, 2024 Title: Root River State Trail Houston Area Bank Stabilization

SCOPE OF ADDENDUM

The following are questions the State received for the subject RFP and the State’s answers.

1. Question: Could the DNR please provide the current effective FEMA regulatory model? The MNDNR FEMA Hydraulic Model Download site lists the most recent model to be a HEC-2 model from 1997, but the current effective FIRM is dated to 2018.

A. Answer: After the kick-off meeting, DNR Engineering can facilitate a meeting with EWR to obtain the latest data that is available. The State currently don’t know what year the latest data is from.

2. Question: What level of protection is the MNDNR designing to? More specifically, which event would you like to see embankment protection be designed.

A. Answer: The level of protection has yet to be determined.

3. Question: Is land acquisition or easements an option on either side of the river? It could possibly allow alternatives for the river to have more space to meander or improving embankment grade.

A. Answer: At this time, acquisitions, or easements to perform construction on the opposite side of the river have not been considered. It may not be feasible due to expiration of funding and the time to obtain easements. This item can be discussed at the kick-off meeting.
