Addendum 3 Summary

Addendum 3 is a modification document issued by the South Dakota Department of the Military for CFMO# 466535, the Correct Structural Deficiencies project at the Rapid City Army Aviation Support Facility (AASF) Building 3, prepared by Stone Group Architects and West Plains Engineering. The addendum, dated May 6, 2026, addresses three primary items: clarification regarding the existing fire suppression system that was drained, rinsed, and refilled with water only following removal of AFFF bladder and contaminated materials; provision of architectural details for lead-lined walls in Room 134 from original construction documents; and incorporation of West Plains Engineering's modifications to fire alarm and fire suppression system specifications. The bid submission deadline remains May 7, 2026 at 12:00 PM MT, with online bid opening through the State of South Dakota's electronic platform. Bidders must acknowledge receipt of Addendum 3 and incorporate its provisions into their bid proposals to avoid potential disqualification.

The addendum includes significant technical modifications to drawings and specifications, particularly regarding fire protection systems. Key revisions specify that NICET Level III technicians (rather than Qualified Fire Protection Engineers) perform fire alarm system functions per Section 283110; existing wet-pipe sprinkler systems, piping, and sprinkler heads remain undisturbed and in service with no draining, flushing, internal inspection, cutting, capping, or removal permitted; three new wet-pipe sprinkler riser assemblies shall serve renovation Areas A, B, and C respectively without modification to existing SM-3 and SM-4 systems; and fire alarm shutdown of rooftop air handling units RTU-1 shall be provided as part of bid alternate #1. All contractor-collected water and potentially contaminated materials removed during this project shall be designated as property of the South Dakota Department of the Military and disposed of as potential hazardous material by the Department.

SCOPE OF THIS ADDENDUM:

The following becomes a part of the original Project Manual, taking precedence over items that may conflict. The bidder shall note receipt and make acknowledgment of the addendum in their bid and incorporating its provisions in their bid price.

ITEM NO. 1:

Regarding the existing fire suppression system:

Existing AFFF bladder and product were removed and disposed through a National Guard Bureau contract. The valve from the tanks containing the removed AFFF bladder to the fire riser is closed.

On April 24, 2026, the entire fire suppression system was drained and rinsed to remove AFFF contaminated water and sediment prior to a recent 5-year internal pipe inspection. All rinse water was collected and properly disposed of by South Dakota Department of the Military. Fire suppression system was re-filled with water only and is currently functional.

Contractor shall test water drained and collected during this project. Should test results indicate the presence of AFFF above acceptable EPA standards, Contractor collected water, removed piping, valves, and other materials associated with project which may have potential contamination shall be designated property of the South Dakota Department of the Military and will be disposed as a potential hazardous material by the South Dakota Department of the Military.

From: West Plains Engineering Project Location: Rapid City Regional Airport 1750 Rand Rd.

Rapid City, SD 57702 Addendum Number: 3

To: All prime contract bidders and all others to whom Drawings and Specifications have been issued by the Engineer. Acknowledge receipt of the Addendum by inserting its number and date on the Bid Form. Failure to do so may subject bidder to disqualification. This Addendum forms a part of the Contract Documents. It modifies them as follows:

Specifications Section 283110 Fire Alarm System

1. Paragraph 1.3 B. calls out for a Qualified Fire Protection Engineer to perform the functions listed in sub-paragraphs 1. Thru 5. This is to be changed to a NICET Level III technician.

Drawings Sheet FG-101

1. Delete General Fire Suppression Note D and replace as follows:

D. The existing wet-pipe sprinkler systems, including piping, sprinkler heads, riser assemblies, fire department connection piping, and appurtenances that may have been potentially compromised by AFFF fluid, shall remain in place and shall not be modified as part of this Contract. Existing fire sprinkler piping and sprinkler heads shall remain in service. Provide new escutcheons at existing sprinkler heads where required due to new ceiling or finish work. Where existing flexible sprinkler drops are present, flexible drops may be adjusted as required to coordinate with the new ceiling layout and renovated space configuration. Where existing sprinkler heads are hard-piped, the existing sprinkler head locations shall remain in place and shall not be relocated. Do not drain, flush, internally inspect, cut, cap, remove, reconnect, or otherwise disturb the existing wet-pipe sprinkler systems under this Contract.

Sheet FD101

1. Existing fire sprinkler heads and associated piping serving existing SM-3, Add Alternate 1, and Add

Alternate 2 areas shall remain in place. No sprinkler heads, branch piping, mains, arm-overs, risers, or associated wet-pipe system components connected to the existing SM-3 or SM-4 systems shall be removed or modified as part of this Contract. Existing heads shall receive new escutcheons where required to coordinate with new ceilings or finishes. Existing flexible sprinkler drops may be adjusted where required for the new space layout. Existing hard-piped sprinkler heads shall remain in their current locations.

Addendum

Sheet F-401

1. Existing wet system riser assemblies, existing fire department connection, existing fire department connection piping, and existing piping serving wet sprinkler zones SM-3 and SM-4 shall remain in service.

No demolition, modification, disconnection, draining, flushing, internal inspection, or other work shall be completed on the existing SM-3 or SM-4 wet-pipe sprinkler systems as part of this Contract. Existing notes and keynotes indicating removal or modification of the existing wet system risers, existing FDC, existing SM-3 piping, existing SM-4 piping, or associated wet-system appurtenances are superseded by this addendum. The original Sheet F-401 included demolition keynotes for existing wet zone risers, FDC piping, and riser-related work; those requirements are revised by this addendum so that existing SM-3 and SM-4 wet-system components remain undisturbed. Refer to attached sheet F-401R1.

Sheet F-402

1. Provide new wet-pipe sprinkler riser assemblies for the renovation areas. In lieu of providing new wet system riser assemblies to replace or serve existing zones SM-3 and SM-4, provide three new wet system riser assemblies serving Area A, Area B, and Area C of the renovation, respectively. Refer to Sheet A-106 for renovation area and alternate bid area limits.

2. Existing wet sprinkler zones SM-3 and SM-4 shall remain served by the existing wet system riser assemblies and existing fire department connection. Do not connect the new Area A, Area B, or Area C risers into the existing SM-3 or SM-4 wet-pipe sprinkler systems in a manner that requires modifying or disturbing the existing systems.

3. Provide the new wet system riser assembly arrangement as shown in attached Sheet F-402R1, including the double check backflow preventer, test header assembly, fire department connection assembly, supervised valves, flow switches, tamper switches, drains, gauges, signage, and associated appurtenances required for complete and code-compliant systems. These components shall be connected to the fire service piping before the existing backflow preventer.

4. Stencil and identify each new riser by the renovation area served. Provide identification for Area A, Area B, and Area C sprinkler risers. Provide a revised fire sprinkler zone control map in accordance with Detail 3 on Sheet FG-101. The revised map shall clearly indicate the areas served by the new Area A, Area B, and Area C risers, and shall also indicate that existing SM-3 and SM-4 remain served by the existing wet-pipe sprinkler system riser assemblies.

Sheet EY102

1. As part of bid alternate #1 contractor to provide Fire Alarm shutdown of RTU-1 based on any fire alarm initiation.

Sheet EY103

1. As part of bid alternate #1 contractor to provide Fire Alarm shutdown of RTU-1 based on any fire alarm initiation.

2. There are two duct detectors shown on sheet EY101 for RTU-2 that are not currently showing on EY103.
