About this file
This Addendum No. 3, issued February 13, 2024, by Multnomah County Drainage District No. 1, modifies ITB #S-C26014-00009165 for the Cleaning and Inspection of Gate Tower Outfalls Project. The addendum addresses two critical clarifications regarding project execution and specifications. First, it clarifies that while seasonal conditions are typically dry during the target work timeframe, contractors should prepare contingency plans for unseasonably high water levels, including cofferdam configurations and flow diversion methods such as using inactive culverts or pipe packers with bypass fittings. The District indicated that change order requests for extraordinary events requiring significant work stoppage despite reasonable bypass configurations would be considered on a case-by-case basis with project manager approval. Second, the addendum confirms that the culverts are 42 inches in diameter, not 48 inches as shown in the original design plans, clarifying that the initial plans were design documents rather than as-built specifications. The bid due date and time remain unchanged, and bidders are required to acknowledge receipt of this addendum by entering the addendum number on the proposal form.
The addendum contains no pricing information, set-asides, incumbent details, or funding source specifications, as it serves solely to modify the solicitation documents by providing technical clarifications and contingency guidance for project execution. The modifications ensure bidders have accurate specifications and understand the District's expectations for managing potential high-water conditions while maintaining flexibility in methodological approaches beyond the examples provided.

ADDENDUM NO. 3 February 13, 2024
ITB # S-C26014-00009165
Cleaning and Inspection of Gate Tower Outfalls Project
This addendum modifies the solicitation document(s) only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original solicitation document and shall become part of the work required.
Description of Change(s) and Clarifications:
1. Question #1: In the event of a higher than normal water level, would the contractor be required to isolate the culverts on the upstream side with a cofferdam and monitor turbidity as well? If so, would this be considered a change order or would this be considered part of the original contract?
a. District Response: While seasonal conditions are typically dry during the target timeframe, the
District recommends preparing a contingency plan in the event of unseasonably high water levels and build it into their methods for the bid. In the event of higher water levels, the downstream end would require a higher cofferdam. For the upstream end, it is also prudent to configure their diversion to bypass flows through the system. For example, the inactive culvert (not being inspected) could be used as a flow diversion. Additionally, a pipe packer with a bypass fitting could be used. These examples are not prescriptive of methods and not provided to limit more creative solutions not considered by staff. Requests for Change Orders to address extraordinary events, such as those requiring significant work stoppage despite a reasonable bypass configuration, would be considered. Any Change Order requests will be discussed with and approved by the project manager.
2. Question #2: Can the District confirm the size and material of the culverts? The bid documents state the culverts are 42” diameter and the original plan set show them as 48”. Is there some sort of sleeve inside the culverts?
a. District Response: The culverts have been recorded and verified as 42”. The initial plans are design plans not as-built plans.
BID DUE DATE AND TIME: Bid due date and time remains unchanged.
RECEIPT OF THIS ADDENDUM BY THE BIDDER IS TO BE ACKNOWLEDGED BY ENTERING
THE ADDENDUM NUMBER IN THE APPROPRIATE AREA ON THE PROPOSAL FORM.
