FORMS A PART OF THE BID DOCUMENTS WHICH ARE HEREBY MODIFIED IN THE FOLLOWING
RESPECTS:
I. Questions / Answers
1. Question: Please provide specifications for vault access hatches.
Answer: The specifications for access hatches are found in Section 05505, Paragraph 2.2.C.
2. Question: For the Allen-Bradley CompactLogix SCADA PLCs, which model do you intend to be used?
Answer: The Allen-Bradley PLC shall be 1769-L33R Series or equal. The system integrator shall ensure that the selected PLC processor is adequate to handle the number of I/O’s and nodes of the plant SCADA system.
3. Question: Can you please provide a specification for wood frames and doors?
Answer: Only metal frames and doors will be provided on this project so Sheets 54 and 55 have been revised and are attached in this addendum. A hollow metal door and frame should be provided for the bathroom.
4. Question: In reviewing the documents, I do not see any sequence of operations for maintaining the plant in operations during construction. Is there one available?
Answer: A sequencing of operations has not been developed since at this time, we do not have information regarding delivery of equipment and materials; however, the Engineer and the Owner will work with the Contractor to develop one during construction. Several areas of construction must be coordinated with the Owner and accomplished to maintain continuous operation. Constructing the Flow Equalization tank should be a priority since having that volume of storage would allow the Contractor some flexibility mailto:mboyd@cartersloope.com with sequencing work at the Headworks and with the tie-in to the aeration basin.
Temporary by-pass pumping could be used to pump raw sewage to the Flow Equalization tank and it would gravity flow back down to the Headworks.
As for work in the Aeration Basin, none of it is urgent so it can be done at any time.
The Owner will sequence turning off various existing mixers and aerators as needed to facilitate work there, but some mixers and aerators will have to remain online to facilitate biological treatment. Also, see Questions and Answers below on Sheet 2 regarding temporary bypass pumping at the Headworks and screening for some additional guidance.
II. CONTRACT DOCUMENTS AND SPECIFICATIONS
1. Pre-Bid Submittal for Equipment and Materials
In accordance with Section 01300 of the specifications, the following manufacturers have met the pre-bid submittal requirements. Each bidder’s attention is directed to Section 00400, 01025 and 01300 in completing the Bid Form. Listing of equipment herein does not constitute approval. Final approval will be made after bids are received if manufactures below affects the low bids and if materials and equipment are determined to be equal to the specifications based on the pre-submittal received.
A. Section 13400
1. Dexter Fortson Associates, Inc.
Clarification: Dexter Fortson was incorrectly listed in Addendum #2 as meeting the pre-bid submittal requirements for Section 11400. That Section number was a typo. It should have been Section 13400.
2. Sections 00100 – Advertisement A. Refer to Paragraph 1.3. in the 2nd paragraph, change the time allotted for completion of work from “548 calendar days” to “730 calendar days”.
3. Sections 00200 – Instruction to Bidders A. Refer to Paragraph 10.01. Strike the paragraph and replace it with this revised language:
“10.01 The Contract for the Work, as awarded, will be on the basis of materials and equipment specified or described in the Bidding Documents without consideration during the bidding and Contract award process of possible substitute items. In cases in which the Contract allows the Contractor to request that Engineer authorize the use of a substitute item of material or equipment, application for such acceptance may not be made to and will not be considered by Engineer until after the Effective Date of the Contract.”
4. Sections 00520 – Agreement A. Refer to Article 4 – Contract Times, Paragraph 4.02. Change “518 days” to read “700 days” and change “548 days” to read “730 days”.
Clarification: At the request of multiple bidders, the contract time has been extended for substantial completion and final payment. If there are any references to contract times in the contract document and specifications, they should be modified to match the revised dates as specified in this section.
5. Sections 01025 – Measurement and Payment A. Remove and replace this Section with the attached revised Section 01025.
Clarification: QuestCDN would not allow us to make changes to the online bid worksheet in a format that we thought was clear for the Base Bid, Accepted Equal and Substitute pricing for major materials and mechanical equipment. Our solution is to modify the online bid worksheet to allow the contractor to enter a total all-inclusive lump sum price, unit price for unsuitable materials, and allowances. A separate Major Materials and Mechanical Equipment Schedule is attached to this
Addendum #3. The Bidder is to fill this schedule out, circle the named manufacturer used in determining their lump sum bid and upload this schedule with their other bid submittals (by the date and time bids are due – no later). The lump sum will include all costs for the contractor to perform the work plus the costs of furnishing and installing major materials and mechanical equipment and any contractor markup.
6. Sections 07411 – Preformed Roofing A. Insert this attached specification for preformed metal roofing for the flow control structure and the new maintenance building.
7. Sections 07460 – Metal Soffit Panels A. Insert this attached specification for preformed metal roofing for the new maintenance building.
8. Sections 08520 – Aluminum Windows A. Insert this attached specification.
9. Sections 10140 – Signage A. Question: Please clarify if there will be new signage required at the New Maintenance
Building?
Answer: Yes, there will be signage at the New Maintenance Building. Please insert this new Section into the Specifications.
10. Sections 11200, 11210 and 11220 – Mechanical Fine Screen, Screenings Washer Compactor, and Shafted Screw Conveyor A. Refer to Paragraph 1.1.E
Question: Specifications 11220; 11210; and 11220 in Paragraph 1.1.E calls for 480V power supply, and the Gear Motor Drive Mechanism Sections call for 230/460 VAC. Can you please advise on the voltage requirements?
Answer: The equipment is designed to be fed from 480V, 3Ph power source.
11. Sections 11220 – Shafted Screw Conveyor A. Refer to Paragraph 2.2
Question: Paragraph 2.2 calls for a minimum 2 HP for the Screw Conveyor Motors. Drawing, E-102, call for 4HP for Conveyor #1 and 5HP for Conveyor #2. Can you please advise on the Screw Conveyors motor HP?
Answer: The Electrical drawings show the worst case scenario assumption for conveyor motors.
In case the actual conveyor motors will be smaller than shown on the one line, the Electrical system will be able to easily accommodate the load decrease. Otherwise, in case the equipment supplier is anticipating larger motors than shown on the Drawings, the manufacturer shall notify the Engineer prior to bid to evaluate and adjust (if needed) electrical feeder size to equipment control panel.
B. Refer to Paragraph 2.3G Question: Paragraph 2.3G calls for one Main Control Panel and one Local Control Station for the Screw Conveyors. E-102 and E-402 calls for each Screw Conveyor to get a Control Panel.
Can you please advise if each Screw Conveyor is to get a Main Control Panel with a Local Control Station?
Answer: Each screw conveyor system shall be equipped with its own control panel and hand stations to provide additional redundancy for equipment operation. Refer to design drawing E- 601 for additional details.
12. Sections 11300 – Two Stage Odor Control System A. Refer to Paragraph 1.3.B
Question: Paragraph 1.3.B states that the Contractor should “Supply of all odorous air ductwork including flex connectors and damper valves, leading to the blower.” Sheet 24 shows ductwork including flex connector and damper valve between the blower and odor control unit, which per the previously referenced specification is not supplied by the Contractor. In addition to this ductwork there is reducing 90° bend that connects to the inlet side of the blower and some 8” connecting to exiting 8” PVC Odor Control Piping. Please confirm the following items. 1. There are no flex connectors or damper valves on the inlet side of the blower (leading to the blower) as shown on the drawings but are mentioned in the specification. 2. There is no specification for the duct, damper valve, or flex connectors and none will be provided.
Answer: Good practice is to place a flexible connector on the inlet of the blower, so although it is not shown on the Drawings or specified in this section, the Odor Control System manufacture should furnish and supply a flexible connector between the blower inlet piping and the existing piping to be installed by the Contractor. The manufacture will furnish a flex connection per their standard so no specification will be provided. No damper valve is required on the inlet to the blower. Also, to clarify, the air duct piping shown on Sheet 26 in the Air Piping Schematic throughout the Headworks to the Blower is to be reused along with any existing dampers and flex connections. No new air piping is required except for the connection from the new Blower to the existing air piping as shown in this schematic (dark solid line) and as shown on Sheets 24 and 25.
13. Sections 11311 – Vertical Dry Installed Wastewater Pumps A. Refer to Paragraphs 2.5 and 2.6
Question: Paragraphs 2.5 and 2.6 call for one Low Level Back-up Float Switch and one Level Transmitter respectively. E-403 calls for three Float Switches, one Level Transmitter, and one Pressure Transducer in the Wet Well. Can you please advise if the Pump Manufacturer/Contractor is to provide instrumentation per the Specification or per E-403?
Answer: Pumps manufacturer shall supply one (1) float switch and one (1) submersible Pressure Transducer with an Indicating Level Transmitter (tags: LSL-FC-2; PT-FC-1; LIT-FC-1), the other two (2) float switches (LSL-FC-1 and LSH-FC-1) shall be supplied by the selected System Integrator.
14. Section 11311 – Vertical Dry Installed Wastewater Pumps A. Refer to Paragraph 1.7.C. Change “24% chrome” to “ 15% chrome”.
B. Refer to Paragraph 2.1.B. Revise the paragraph to read:
“B. The pump shall be equipped with a minimum 34 HP submersible electric motor, capable to operate on a 460 volt, 3 phases, 60 hertz voltage supply. Larger horsepower motors up to 40 HP are acceptable to ensure non-overloading pump curve.
Clarification: The electrical drawings Sheet E-104 and E-604 have been revised to show a maximum 40HP motor is allowed
C. Refer to Paragraph 2.1.Q. Add the following to the end of the paragraph:
“Epoxy filled cable entry is acceptable.”
D. Refer to Paragraph 2.1.W. Change “Impeller and insert ring: A 532 ALLOY III A (25% chrome)” to read “Impeller and insert ring: A 532 ALLOY IIC or III A (15% minimum chrome)”
E. Refer to Paragraph 2.1.Y. The first line shall read:
“The motor shall be equipped with screened or unscreened cable suitable for submersible pump”
15. Section 14400 – Free Standing Bridge Crane A. Replace this specification with the attached revised Section 14400.
Clarification: Section 1440 is the specification for the crane required in the Maintenance Building only. There is no specification for the single girder/monorail hoist at the Flow Controls Structure.
The design of the monorail and support structure at the Flow Control basin is detailed on Sheet 37 of the Drawings. The electric chain host located at both the new Maintenance Building and the Flow Control Structure are specified in Section 14600.
16. Section 14500 –Bridge Crane A. Strike this entire section from the specifications.
17. Section 14600 –Electric Chain Hoist A. Replace this specification with the attached revised Section 14600. This section specifies the requirements for the hoist located at both the new Maintenance Building and the Flow Control Structure.
III. CONTRACT DRAWINGS
1. Remove and replace the following sheets with the revised attached sheets:
46, 49, 54, 55, E-104 and E-604
2. Sheet 2.
A. Question: Under the “Rehabilitation Scope”, Note 4 states to “Remove existing grout at any leaking joints found and pressure inject Prime Flex 900 XLV or Engineer approved equal…..Apply cementitious repair mortar to pack joint and provide a smooth, uniform surface ready for finish protective coating….”
Please confirm that this work (if required) will be paid for out of the Supplemental Work Allowance since the contractor has no way to determine the scope or price of this work.
Answer: Any of the work described in Note 4 will be paid out of the Supplemental Work Allowance since the scope cannot be determined until the Headworks is taken offline and observed.
B. Question: The Temporary Bypass System notes include some expected items to be included. The extended duration of bypass required for the Headworks rehabilitation will have raw sewage that has not gone through a screen or grit removal, dumping directly into the Aeration Basin. Please confirm if this is acceptable. If not, please provide direction on what additional steps/treatment will be required.
Answer: It is preferred that all raw sewage pass through screen and grit prior to entering the aeration basin. Screening is more essential than grit on a temporary basis so emphasis will be placed on providing screening. The Engineer and the Owner will work with the Contractor during construction and bypass pump planning in sequencing the rehabilitation of the concrete at the Headworks structure to facilitate rehab. One possible solution could be to remove the manual bar screen and prepare this channel for rehab first since it is not regularly used and is a backup to the mechanical screens. This would leave two mechanical bar screens in service. One screen is needed for average daily flow and two screens should handle peak daily flow. Once the new screen is placed into service, raw sewage could be diverted to this channel and a second mechanical screen channel for average and peak daily flows. Also, the Contractor could take one grit channel offline for rehab while leaving the other one in service. Diversion of flows using the gates is acceptable or the Contractor could use temporary measures like sandbags to protect channels from raw sewage flows especially while the gates are being replaced. As a stopgap measure, the Contractor should include money in their costs for cutting and modifying the existing manual bar screen to fit in the bypass channel using some angle iron as support to the concrete walls. This would provide some level of screening should the bypass channel be used.
3. Sheet 14.
A. Question: Please confirm the limits of concrete Rehabilitation and Coating in the Headworks area. Rehabilitation Scope notes on Sheet 2 and 14 indicate rehabilitation for the complete Junction Box, Screen and Grit Structures. Sections 17-20 are inconsistent. Does the entire Headworks Structure (Influent & Splitter Areas, Screen and Bypass Channels, Grit Structure, Effluent Channel) require rehabilitation? Does the existing RAS Metering Box (to be abandoned) required rehabilitation as depicted on Sheet 20 in Section P-P?
Answer: The Existing Junction Box ahead of the Headworks Structure plus the entire Headworks Structure including the Influent & Splitter Areas, Screen and Bypass Channels, Grit Structure, Effluent Channel requires rehabilitation and coating. On the Grit Structure, only the concrete 1 ft below the low water level and to the top of the walls in the circular tank needs rehabilitation and coating (not the areas 1 ft. below the low water level) The Existing Headworks Drain Pump Station and the RAS metering Box do not require rehabilitation or coating. We apologize for the confusion in the Sections views on Sheets 17 – 20 because not all of the bold lines printed correctly.
In the interest of time, we are not re-issuing Sheets 17-20 in this addendum because the areas to be rehabilitated are shown correctly in plan view on Sheet 14 as hatched area. Note that the Existing Odor Control System is also hatched on Sheet 14, but that is because it is to be removed and replaced. No coatings are required at the Odor Control System area where the new Odor Control System is going.
4. Sheet 46.
A. Refer to Access Stair Detail and replace this entire Sheet 46 with a revised Sheet 46.
Clarification: The pre-stressed concrete tank manufacturers need a stand-alone stair system and not have it as a fixed connection to the tank. A 1-inch space should be provided between the stair and the tank wall. The Contractor should furnish and install a checkered aluminum plate sized by the tank manufacture that will have the ability to slide/move over the top of wall and aluminum platform.
5. Sheet 49.
A. Question: There is a shower door depicted at the entry to the shower on Sheet 49. The shower assembly scheduled on plant Sheet P-001 does not have an option for a door, only a shower curtain and rod. What is required here?
Answer: A door is not required. The information in Plan Sheet P-001 governs. Remove Sheet 49 and replace it with the attached revised Sheet 49.
B. Question: There is no information provided for the walls providing the plumbing chase and shower enclosure in the restroom of the new Maintenance Buildings.
Answer: See revised notes on the attached revised Sheet 55.
6. Sheet 52.
A. Question: Does the Maintenance Building Require a Ceiling?
Answer: Yes. Add the following note to this sheet:
“Note: Contractor should furnish and install a plywood ceiling to the trusses in the new Maintenance Building. The plywood ceiling should be equivalent to ½” B/C Yellow Pine Plywood or better grade. Joints should be caulked and ceiling primed and painted with color selected by the Owner. Provide 2 – 22” x 30” access hatches in the ceiling on opposite corners of the building. Trim the access hatch and along the perimeter where the ceiling intersects the walls with 1” x 2” trim caulked and painted.”
B. Question: Specification Section 07210 provides requirements for foamed-in-place insulation installed in open cells and voids on concrete masonry walls. The typical wall section detail on Drawing Sheet No. 52 calls for open cells to be filled with perlite insulation. Which is correct?
Also, please clarify if insulation is only required in the open cells of exterior masonry walls or all masonry walls.
Answer: Strike the phrase “Fill Remaining Cells with Perlite Insulation” on Sheet 52. The Contractor should install the non-expanding foam insulation as specified in Section 07210 in all open cells of all concrete mason units including the exterior masonry walls and interior masonry walls of the electrical room and bathroom.
7. Sheet E-407.
A. Question: Sheet E-407 shows DB-1, DB-8, and DB-9 around the existing operations building.
There is an existing retaining wall there that is not labeled but appears to be in the same location as the light grey line approximately 5 ft outside the building. Will a detail be provided on conduit routing through the retaining wall or is it the intent to install the ductbank under the existing retaining wall footing? Please provide any known information on the existing retaining wall.
Answer: The Engineer will work with the Contractor to make adjustments as needed in the field post-bid to minimize costs and impacts to any conflicts with the retaining wall. Any changes in scope can be paid for using the Supplemental Work Allowance.
