To receive authorization to use Allowance money to pay for testing services, the Contractor must submit invoices from the approved testing agency with the monthly pay request for review and approval.”
7. Section 01569 – Safety in Wastewater Works A. Insert this Section into the Specifications.
8. Section 02310 – Aggregate Piers
A. Refer to Paragraph 1.1. Add the following:
“D. The aggregate pier contractor shall coordinate with the prestressed concrete tank contractor (Section 03450) to design and install a load transfer platform (LTP), if one is required, between the aggregate piers and the prestressed tank concrete slab since an LTP could affect the tank’s concrete membrane floor slab thickness design. The LTP shall be designed by the aggregate pier contractor and/or the prestressed concrete tank contractor.
Page 12 of the Subsurface Investigation Report by GeoSystems Engineering, Inc. outlines the basic assumptions of the LTP requirements, however, the final design of the LTP materials and thickness will be determined by the aggregate pier contractor and/or the prestressed concrete tank contractor in their coordinated foundation design for the tank floor.”
B. Refer to Paragraph 1.6A
Question: Paragraph 1.6.A requires the aggregate pier contractor to submit project experience with the bid. Please confirm this information can be submitted post award, and prior to starting the pier scope.
Answer: Yes, the aggregate pier contractor may submit their project experience post-award within 5 days of the Bidder submitting their bid in accordance with Section 00200, Article 3.01.
C. Refer to Paragraph 3.2.1.a
Question: Please confirm that the bearing pressure to be used for the EQ basin piers is to be the 2,500 pounds per square foot as noted in Section 3.2.1.a of spec 02310.
Answer: Yes, that is the correct soil bearing pressure. The Bidder should coordinate this information with the prestressed concrete storage tank contractor to ensure the appropriate design of the concrete membrane floor and the load transfer platform.
9. Section 03450 – Prestressed Concrete Storage Tank A. Refer to Paragraph 1.1. Add the following:
“D. The prestressed concrete tank contractor shall coordinate with the aggregate pier contractor (Section 02310) to design and install a load transfer platform (LTP), if one is required, between the aggregate piers and the prestressed tank concrete slab since an LTP could affect the tank’s concrete membrane floor slab thickness design.
B. Refer for Paragraph 1.7.C.1. Add the following at the end of the last sentence:
“3. The concrete membrane floor thickness design shall be coordinated with the aggregate pier contractor (Section 02310) to design a load transfer platform (LTP), if one is required, between the aggregate piers and the prestressed tank concrete slab since an LTP could affect the tank slab thickness.”
C. Refer to Paragraph 2.12. Add the following:
“C. Interior coating system shall consist of the following for walls and dome only:
1. Smooth any holes and surface with TNEMEC N218 applied at 1/16”.
2. Prime with TNEMEC Series 201 at 4.0 to 6.0 mils DFT.
3. Coat with TNEMEC Series G435 at 60.0 to 80.0 mils DFT.
4. Floor will not receive any coating.”
D. Question: In the event of a conflict between Specification 03450 and other specifications or Drawings within the project documents, please confirm that Specification 03450 will govern for the Type II prestressed concrete tank only.
Answer: Yes, these specifications in Section 03450 will govern over conflicts found elsewhere.
10. Section 02500 – Yard Piping A. Refer to Paragraph 3.6.F
Question: Specification 02500, Paragraph 3.6, F. states “Unless otherwise noted, underground piping shall be push-on or mechanical joint with restraints, and above ground piping shall be flanged.” Please confirm the restraint requirements for ductile iron pipes and fittings by service (and/or location), as the spec reference above could be read that all underground piping shall be restrained unless otherwise noted. Please also confirm regarding restraint, that where the drawings call out RJ means a restrained joint (push on restrained joint or mechanical restrained joint) and were called out as MJ means MJ fitting and MJ gland and accessories (not restrained). Do the pipe joints restraint requirement (restrained or unrestrained) follow the fitting restraint call out on the drawings (MJ vs RJ)?
Answer: Underground DIP piping shall be push-on joint in accordance with Paragraph 2.1.A unless noted otherwise on the Drawings. Buried fittings shall be mechanical joint in accordance with Paragraph 2.1.A unless noted otherwise on the Drawings. Above ground fittings shall be flange joint as specified in Section 15062. As shown on Sheet 2 of the Drawings, abbreviation “M.J.” means Mechanical Joint and is defined in Paragraph 2.1.A and “R.J.” means “Restrained Joint” and is defined in Paragraph 2.1.A. Where the Engineer desires “Restrained Joint” pipe or fittings, they are labeled on the Drawings as “R.J.” If it is not labeled as “R.J.”, then push-on pipe, mechanical joint fittings, or flange joints fittings are to be used as designated on the Drawings or where appropriate.
B. Refer to Paragraph 3.9.B. Revise the paragraph to read:
“Thrust Blocking: - Concrete having compressive strength of not less than 3,000 psi shall be used as a cradle or thrust blocking at all mechanical joint bends and fittings, at all changes in direction and where shown on the plans or directed by the Engineer. All mechanical joint bends, crosses with one opening plugged, and all tees shall be backed with concrete as a thrust block. Blocking shall be placed between solid ground and the fitting to be anchored; the area of bearing on the pipe and on ground in each instance shall be that shown on the plans. The blocking shall be so placed that the pipe fitting joints will be accessible for repair. No extra payment will be made for thrust blocks.”
Clarification: Concrete blocking is not required on bends and fittings that are installed with Restrained Joints as defined in Paragraph 2.1.A. The note on Sheets 7 and 8 of the Drawings requiring restrained Joints with Concrete Blocking have been removed.
11. Section 11300 – Two-Stage Odor Control Systems A. Refer to Paragraph 2.3.A. In the table, change “Airflow 650 scfm” to “Airflow 650 acfm”.
Clarification: “scfm” should have been labeled as “acfm”.

IV. CONTRACT DRAWINGS
1. Sheet 2.
A. Refer to Note 3, Pipe, Valves & Accessories. Strike “304 Stainless Steel” from this note.
Exposed flange bolts and washers to be Grade B, ASTM A-307 carbon steel. This coordinates with Section 15062.
2. Sheet 7.
A. Refer to the callout for ± 19 L.F. 42” DI Pipe. The “19 L.F.” is incorrect and should be labeled “28 LF”.
B. Strike the following note: “Note: Proposed 16” Forcemain to EQ Basin to be Restrained
Joint w/ Conc. Blocking for the Entire length.”
C. Refer to note labeling the work to be done south of the RAS Metering Box. Change “2- 12”
90° Bend, MJ” to read “1 – 12” 90° Bend”. Only 1 - 90° Bend is required at this tie-in.
D. Question: Sheets 7 & 12 show the 12” RAS Precast Meter Vault likely conflicting with a
“UGP” utility. Is the UGP relocated by others, or is the utility to be cut and abandoned in place?
Answer: The underground power utility that may be in conflict with the proposed 12” RAS Precast Meter Vault will not be abandoned. The Contractor should pothole the utility prior to construction to determine the location and coordinate with the Engineer. It may be possible to shift the vaults in the field to avoid the conflict but it is unknown if that is possible at this time; therefore, the Contractor should include in his bid costs for shifting or relocating the UGP from being in conflict with the proposed vaults.
E. Refer to label of force main from Eastside Pump Station that goes into the Junction Box upstream of the Headworks. The diameter should be labeled as “24” FM” not “20” FM”.
This should be corrected on Sheet 6 too.
F. At the Flow Control Structure, change the note that reads “±252 SY of Proposed Conc.
Access Drive” to read “±252 SY of Heavy Duty Asphalt Paving for Access Drive (see Detail Sht. 67)”.
Clarification: The proposed access drive will be heavy duty asphalt paving, not concrete.
References to “T/CONC” in the section views of Sheets 33 and 34 shall mean “Top of Asphalt” since the access drive will be heavy duty asphalt, not concrete.
G. Question: Sheet 7 shows the proposed 42” Influent and Effluent piping at the proposed Flow Control Structure, please confirm that due to the tie-in and short runs of pipe, a visual test is that will be required (no pressure test).
Answer: A visual observation is acceptable. A pressure test is not required.
H. Question: Sheet 7 shows a 4” water line North of the existing Headworks, which crosses over the two proposed 16” pipes. There appears to be a small rectangular box on the 4” line at the 16” pipe crossing, and during the site visit there appeared to be a hot box for possibly a backflow preventer. Please confirm what the existing box in that location is. If it is a backflow preventer, should it be permanently relocated, as it is unlikely it could remain in its current location during construction of the proposed 16” pipes?
Answer: The referenced box is a hot box that does contain a backflow preventer. If the backflow preventer needs to be relocated, the Owner will relocate it or we will ask the Contractor for a price to do it and it would be paid through the Supplemental Work Allowance.
3. Sheet 8.
A. Strike the following note: “Note: Proposed 16” Forcemain to EQ Basin to be Restrained
Joint w/ Conc. Blocking for the Entire length.”
B. At the Proposed EQ Basin, change the note that reads “Remove ±112 SY of Existing
Asphalt Drive & Replace with w/ Conc.” to read “Remove ±112 SY of Existing Asphalt Drive & Replace with w/ Heavy Duty Asphalt Paving (see Detail Sht. 67)”
C. At the Proposed EQ Basin, change the note that reads “±100 SY Proposed Conc. Access Drive” to read “±100 SY of Proposed Heavy Duty Asphalt Paving Access Drive (see Detail Sht. 67)”
D. Refer to the Aggregate Pier Construction Notes.
