This document is an Addendum #2 to the OregonBuys RFP Bid Number S-44300-00009527/OHA RFP Number 5760 issued by the Oregon Health Authority (OHA). The RFP is for Suicide Prevention Conference Planning & Production services. The addendum provides responses to questions received, including allowing for multiple partners in the application, requirements for an advisory committee, and funding sources. 1. Please see the OHA’s responses below to questions received against this solicitation.

a) Will you accept an application that includes multiple partners in the application?

Yes. However, OHA will be making one single award resulting from this RFP. Proposers shall identify in their proposal if the prime Proposer would plan to engage subcontractors/partners under the contract resulting from this RFP. See the RFP at Section 3.1.8 for more information on proposal format for this RFP and as it relates to staffing and subcontractors.

b) Is the advisory group the only planning committee that can be formed?

The Advisory Committee, as defined in the RFP, is the required group to support conference planning and development. Proposals may describe additional advisors the Proposer would engage for conference planning purposes and discuss why additional advisors would be utilized in lieu of Advisory Committee members. See Section 2 below.

c) Will the OHA budget include funding for scholarships, in addition to the scholarship funding secured through sponsorship? Or will sole source of scholarship funding be sponsorships?

Proposers should include scholarship funding in their submitted price proposal. If Proposer determines additional funds beyond sponsor proceeds are needed to meet the requirement of no less than 20% of registered attendees receiving scholarships, a Proposal should clearly describe a Proposed alternative.

d) Are there any limitations on how sponsorship revenue can be used?

Sponsorship revenue is intended to be used to support conference development and implementation costs, including scholarship funds. There are no limitations on how sponsorship revenue can be used as long as it directly supports conference development and implementation as outlined in the RFP.

e) Has funding been secured for this project? If so, what is the source?

Funding for this project has been secured through a number of funding sources including federal grant dollars and Oregon state general fund.

2. Amend Section 3.1.7(e) of the RFP as follows. Language to be added will be underlined/bold; language to be deleted will be struck-through.

e. Proposer will describe its approach to engaging an advisory committee in decision-making and conference buy-in the structure of the Advisory Committee and provide details as to how Proposer will source AC members and the various types of representation the AC would be composed of.

3. The closing date and time (deadline to submit proposals) has been extended to 5PM on March 25, 2024.
