About this file

This is Addendum No. 2 to Request for Proposals (RFP) #1116-P-2627 issued by Portsmouth Public Schools, Commonwealth of Virginia, for Fire Protection Systems Testing, Inspection and Maintenance Services. The RFP pricing shall reflect testing and inspections only, with any replacement parts, repairs, services, and maintenance for fire alarm systems, fire sprinkler systems, fire extinguishers, kitchen hood systems, emergency/exit lights, fire pumps, and backflows to be quoted separately for approval and purchase order issuance. The addendum clarifies that contractors must meet NFPA 72 requirements for semi-annual and annual fire alarm system inspections and shall provide their own lifts for inspections at multiple school sites. Fire pump testing and inspections are included in the RFP, while backflow prevention testing, inspections, and repairs constitute a separate Portsmouth Public Schools contract. The original RFP was dated September 25, 2026, with bids due October 29, 2026, at 2:00 P.M. (EST). Offerors must acknowledge receipt of this addendum by signature and return it with their proposals.

This addendum provides clarifying responses to fourteen questions submitted by potential offerors and confirms that inspection reports alone are sufficient without additional letters of certification. The procurement office indicated that a previous version of this RFP (#1113-P-2526) resulted in "No Award" and contained no pricing or scoring information available for reference. Portsmouth Public Schools will coordinate elevator technicians to reset elevators to normal conditions during inspections but will not provide lifts or furnish principal contact information to contractors. All other provisions of the original RFP remain unchanged.
