About this file
This Addendum No. 1 modifies the Request for Proposals (RFP) #1116-P-2627 for Fire Protection Systems Testing, Inspection and Maintenance Services issued by Portsmouth Public Schools in the Commonwealth of Virginia. The RFP solicits comprehensive fire protection services including testing, inspections, and maintenance of fire alarm systems, sprinkler systems, and emergency and exit lighting across school district facilities. The proposal deadline is October 29, 2026 at 2:00 P.M. (EST), with the contract start date of January 1, 2026 and terms as specified in the RFP document. Device counts for the PACE Center systems and current inspection reports are available to pre-proposal attendees. The addendum confirms that Portsmouth Public Schools will accept multi-year proposals with budgeted funds for panel and system replacements, with vendors expected to provide one comprehensive proposal that may result in a single purchase order for annual inspections.
The addendum establishes that inspections will follow a semi-annual and annual cycle, with the awarded vendor commencing a new inspection cycle immediately upon contract award. Portsmouth Public Schools prefers the FireLite System for any fire alarm system installations. Vendors may delay full-service coverage until all systems achieve 100 percent compliance, with inspection and repair quotes provided prior to complete system coverage. The RFP specifies contract renewal options as detailed on page 2 and in Section IV (Special Terms and Conditions). All other provisions of the original RFP remain unchanged, and offerors must acknowledge receipt of this addendum by signature and return it with their proposals.

Questions:
1. Would it be possible to get copies of the final inspection with the City of Portsmouth (or
Secured Network Solutions) for the fire alarm and Coastal Fire Protection for the sprinkler systems at the PACE Center since the systems were just installed?
Device counts provided to Pre-Proposal attendees directly.
2. Would PPS accept a multi-year proposal with funds budgeted in for panel/system replacements (completing “x” number of upgrades per year)?
Yes.
3. Will the device counts/inspection reports for the emergency and exit lights be provided?
No.
4. Will the RFP be awarded on a single purchase order or would you prefer to have a proposal for each system?
Offerors shall provide one proposal in response to this RFP. Once contract is awarded the contracted vendor will provide a quote/proposal as requested by the department. Annual inspections may be processed on a single purchase order for the district.
5. Is there going to be a preferred fire alarm system that the school system would like installed if a school is upgraded?
Yes, the preference is the FireLite System.
6. What would be the expected inspection cycle of the fire life safety items? Will we continue the semi-annual and annual cycle that is in place today or would the school prefer to have all systems inspected shortly after the award?
Semi-annual and annual inspections. The awarded vendor will start a new inspection after the award of the contract.
7. Is it acceptable to have the “full service” portion of the contract go into place after all systems are 100% in compliance? This would consist of an inspection and repair quote prior to the system being fully covered.
Yes.
8. What will be the expected start date of the contract?
This contract will begin on January 1, 2026 and the term is reflected in the RFP document on page 2, as well as Item G: Contract Term/Renewals in section IV. Special Terms and Conditions for this RFP.
9. Would you kindly provide copies of all the current inspection reports for all the fire and sprinkler systems, please.
Inspection reports will be provided to Pre-Proposal attendees directly.
