About this file

This is Addendum #2 to Request for Proposal (RFP) 2736-23 issued by the State of New Hampshire Division of Procurement and Support Services for Medicare Advantage Benefit Administration services. The addendum provides clarifications and responses to 104 bidder questions submitted prior to the March 8, 2023 inquiry deadline. The RFP solicits proposals for a three-year contract period from January 1, 2024 through December 31, 2026, with an optional extension of up to two additional years, for a maximum five-year contract term. The current Medicare Advantage contract expires on December 31, 2023. The bid closing date is March 30, 2023 at 2:00 PM ET. Bidders must submit proposals electronically through the ProposalTech platform and are required to attend in-person meetings with the State. The State has not experienced material service disruptions with the current vendor and does not anticipate holding finalist meetings during the evaluation process. The State currently provides combined medical and prescription drug coverage to plan participants and maintains detailed claims data from 2021 and 2022 for bidder analysis, including information on approximately 30-32 ESRD members and over 50,000 retail prescriptions filled with 30-day supplies annually.

The current Medicare Advantage medical-only premium rate is $0. The State's plan design includes three pharmacy tiers with no separate specialty drug copayment schedule, a 30-31 day supply limit for retail medications, and coverage of over-the-counter drugs and non-Part D medications identified in the claims data. Performance guarantees include metrics for implementation and go-live dates, member services average speed of answer, claims processing accuracy, financial payment accuracy, and pharmacy mail turnaround times, with annual fees at risk ranging from $10,000 to $100,000 depending on the specific metric. All bidders must comply with Protected Health Information (PHI) requirements prohibiting transfer of data outside the United States and must adhere to CMS Medicare Advantage contracting requirements and New Hampshire state prompt pay laws. The resulting contract will incorporate the RFP, the selected bidder's response, and form P-37, with exhibits addressing special provisions, scope of services, and payment terms. The State is willing to negotiate certain contract provisions with the selected bidder, including HIPAA and HITECH language alternatives to the standard Business Associate Agreement, audit scope limitations, and confidentiality and data security requirements.
