About this file
This is an Official Q&A Addendum document for Request for Bid RFB-NHVH-2026-01 issued by the New Hampshire Veterans Home for Mobile Radiology Services in Belknap County. The procurement seeks a contractor to provide digital X-rays, ultrasounds, image transmission, and electronic health record system integration for facility residents. The bid was posted on August 19, 2025, with a closing date of September 9, 2025 at 12:00 PM EST, and includes a mandatory bidder walkthrough scheduled for August 25, 2025, from 10:00 AM to 12:00 PM. The contract term spans from Governor and Executive Council approval through June 30, 2030, with potential four-year extensions. Vendors must provide detailed pricing for labor and additional costs across five state fiscal years and submit a not-to-exceed amount for the entire contract period.
The addendum addresses four key vendor questions regarding pricing structure and service volume. Vendors charging on a per-exam basis (rather than hourly rates) must denote this with asterisks and explanatory notes in the pricing table. Similarly, vendors with differentiated rates for X-rays versus ultrasounds must clearly delineate these in the offer section. Additional costs beyond per-exam pricing must be identified separately with appropriate notations. Historical utilization data indicates the New Hampshire Veterans Home processed approximately 147 X-ray orders and 24 ultrasound orders during fiscal year 2025 (July 1, 2024–June 30, 2025), with approximately 105 X-rays and 16 ultrasounds ordered through September 4, 2025 in the current fiscal year. The award will be made to the lowest bidder meeting all specifications, with vendors required to complete the detailed offer sheet rather than submitting alternative quote documents.

Official Q&A
OFFICIAL RESPONSES TO VENDOR QUESTIONS
RFB-NHVH-2026-01
No. Question Answer
1. In the worksheet you list an hourly rate, but we charge on a per exam basis.
Please see RFB-NHVH-2026-01, OFFER Section, Description, Sections 1 and 2. If you do not charge on a per hour basis, but rather a per exam basis, please add an * at the end of each line with a note at the bottom of the table describing what the * means. (For example: * we charge on a per exam basis, not per hour basis.) Then complete the table because a quote in lieu of a completed offer sheet will not be accepted.
2. We have different rates per x-ray versus per ultrasound. How would they like us to list that?
Please see RFB-NHVH-2026-01, OFFER Section, Description, Section 1. If you do not charge on a per hour basis, but rather a per exam (X-ray or Ultrasound) basis, please add an * at the end of each line with a note at the bottom of the table describing what the * means, (For example: * we charge on a per x-ray or ultrasound basis, not per hour basis.) Then complete the table because a quote in lieu of a completed offer sheet will not be accepted.
3. Where you list extended cost, are you asking what the annual cost would be?
Please see RFB-NHVH-2026-01, OFFER Section, Description, Section 2, asking for Additional Costs, not extended costs. If you have additional costs beyond per exam (X-ray or Ultrasound), please add them in this section.
Again, if needed, please add an ** at the end of each line with a note at the bottom of the table describing what the ** means, (For example: if the additional cost is a monthly fee, or something else then state that). If there are no additional costs other than per exam then leave this blank.
4. Do they have any idea how many x-rays or ultrasounds they do per year?
In SFY25, July 1, 2024, through June 30, 2025, the New Hampshire Veterans Home had approximately 147 orders for X-rays and 24 orders for Ultrasounds. So far in SFY26, July 1, 2025, through September 4, 2025, there have been orders for approximately 105 X-Rays and 16 ultrasounds.
