About this file

This is Addendum 2 to an Invitation to Bid issued by the Florida Department of Agriculture and Consumer Services for structural repairs and improvements to the Conner Lab Corridor at the Connor Complex in Tallahassee, Leon County. The addendum revises the Department's response to Question 11 from Addendum 1, clarifying that flooring removal and replacement work may be priced as a single task during normal working hours, provided the corridor is phased to maintain handicap access to the labs. The corridor will be closed to occupants during construction. The addendum also confirms that roof repairs are not included in the project scope; only ceiling tiles damaged during construction activities should be replaced. Sealed bids are due October 21, 2026, with public bid opening scheduled for October 22, 2026, at 9:30 a.m. via teleconference or in person. The contract term is 180 calendar days total, comprising 150 calendar days to substantial completion and 30 calendar days for project close-out, commencing from the Notice to Proceed.

Bidders must hold an active General Contractor or Certified General Contractor's license under Florida Chapter 489, Part I, and provide proof of at least three similar projects completed within the last five years as references. A 5% bid bond is required for proposals of $100,000 or greater, with 100% performance and labor-and-material payment bonds and $1,000,000 per occurrence general liability insurance required prior to contract execution. Liquidated damages are assessed at $250 per calendar day for delays beyond completion, and a one-year written warranty covering parts and labor is required within ten days of substantial completion. Award will be made to the lowest responsive and responsible bidder at the Department's discretion. Written questions regarding the addendum should be directed to the Procurement Officer at Bids@FDACS.gov or (850) 617-7180, with protests filed according to Florida Statutes Section 120.57(3).

Question Number

Question Answer

Can we price the work to remove and replace all the corridor flooring at one time during normal working hours? Will the corridor be closed to occupants during construction?

Also, we've observed roof leaks above the corridor on previous projects that may have contributed to the stained ceiling tiles. The plans call for replacing the damaged tiles, but I don't see any roof repairs included. Have these leaks been addressed, or is there any remaining roof work anticipated?

Yes. The flooring work to remove and replace all corridor flooring can occur during work hours; however, the corridor must be phased to maintain handicap access to the labs.

Yes. The corridor will be closed to occupants during construction.

Roof repairs are not included in this project. Only ceiling tiles damaged during construction should be replaced.

This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid. All other terms, conditions, and specifications of this Invitation to Bid will remain the same. All questions regarding this Addendum should be submitted in writing to the Procurement Officer at Bids@FDACS.gov or contact the Procurement Office at (850) 617-7180.
