About this file
This Addendum 1 document provides answers to written questions submitted for the Conner Lab Corridor Structural Improvement project (ITB DOA 26 27 40, Project No. 1116) issued by the Florida Department of Agriculture and Consumer Services (FDACS). The project encompasses structural repairs and improvements to the laboratory corridor at 3125 Conner Boulevard in Tallahassee, including demolition, concrete repairs, flooring replacement, wall base installation, window glazing replacement, and mechanical and electrical modifications. The addendum addresses 11 key questions and includes a hazardous materials survey report. The estimated project budget is $843,485, based on an original design construction budget of $800,000. Sealed bids were due October 21, 2026, with public bid opening scheduled for October 22, 2026, at 9:30 a.m. The contract term is 180 calendar days total, consisting of 150 calendar days to substantial completion and 30 calendar days for project close-out, commencing from the Notice to Proceed.
Critical project details addressed in the addendum include: vapor barrier installation specifications limited to the corridor crawlspace only; flooring replacement must be phased to maintain handicap access during business hours (Monday–Friday, 8 a.m.–5 p.m.), with FDACS requesting prep work occur after hours or weekends; the corridor will be closed to occupants during construction; FDACS will obtain and pay for State Fire Marshal permits, with the contractor responsible for coordinating inspections; and roof repairs are not included in this project, with only ceiling tiles damaged during construction to be replaced. A hazardous materials survey conducted by Mihir Environics Inc. on July 13, 2026, tested ten bulk samples of suspect asbestos-containing flooring material and determined that no asbestos was detected in any samples, clearing the materials for standard removal and replacement procedures.

Addendum Number: 1
Solicitation Number: ITB DOA 26 27 40
Solicitation Title: Conner Lab Corridor Structural Improvement, Project No. 1116
This Addendum provides the Department’s answers to written questions received by the deadline in the above-referenced solicitation.
Question Number
Question Answer
Could you please share the Engineer's Estimate for this project, if available?
Alternatively, any available cost range would be appreciated.
The architect and engineer prepared the design plans based on a construction budget of $800,000.
Has there been a hazardous materials survey for the corridor?
Yes, please see the attached document below.
Does the vapor barrier go the whole length of the corridor crawlspace?
It’s only to be installed in the corridor crawlspace and not the lab crawlspace?
Correct, the vapor barrier goes the whole length of the corridor crawlspace.
Correct, the vapor barrier will only be installed in the lab crawlspace.
At vapor barrier crawlspace, are we to level dirt or just install over existing grade as is?
Yes, install over existing grade as is within manufacturer’s tolerance.
5 Will FDACS pay for all permits?
Please refer to Section 2.5, PERMITS, of the ITB.
Will a State Fire Marshall permit be required?
If a State Fire Marshal permit is required, FDACS will obtain and pay for the permit. The contractor will be responsible for coordinating all required inspections with the State Fire Marshal.
7 What is the estimated budget?
The estimated budget for the project is $843,485.
Question Number
Question Answer
8 What size is the wall base? The wall base is six inches (6”).
Do we need to phase the replacement of the flooring?
Yes. Work performed during business hours (Monday – Friday; 8 a.m. – 5 p.m.) must be phased to maintain handicap access to the labs. FDACS requests that the flooring prep to occur after business hours or on weekends.
FDACS will work with the contractor to schedule work accordingly.
What should be done with the sealant on the outside of the window?
Replace the existing sealant on the exterior of the window.
Can we price the work to remove and replace all the corridor flooring at one time during normal working hours? Will the corridor be closed to occupants during construction?
Also, we've observed roof leaks above the corridor on previous projects that may have contributed to the stained ceiling tiles. The plans call for replacing the damaged tiles, but I don't see any roof repairs included. Have these leaks been addressed, or is there any remaining roof work anticipated?
Yes. The corridor will be closed to occupants during construction.
Roof repairs are not included in this project. Only ceiling tiles damaged during construction should be replaced.

Florida Dept. Agriculture, Public Corridor 3125 Connor Boulevard, Tallahassee, Florida 32399
Dear Mr. Mandakunis
This letter with the attached data sheets constitutes our report for the above referenced sampling event. Mihir Environics, Inc. (MEI) conducted sampling of suspect asbestos containing flooring material. Sampling was performed at the request of Alex Mandakunis. Asbestos sampling was performed by John DeLoach on 13 July 2026.
This report was produced from the data collected by MEI personnel. A total of ten (10) bulk samples were collected and analyzed of suspect asbestos containing flooring material from the 40 square foot area scheduled for removal. The samples were analyzed on a 5-day turnaround. The bulk samples were analyzed by Schneider Laboratories Inc., Richmond, Virginia. Sample analysis was performed using Polarized Light Microscopy/Dispersion Staining (PLM/DS). Table 1 summarizes the sample analysis results. The Sample Collection Location Drawing and Laboratory Analysis Report have been included for your review.
