About this file

This is Addendum #2 for Invitation for Bid #0000001365 issued by the California Department of General Services - Procurement Division for a Low Bed Transport Truck. The addendum modifies Specification #2320-3583R1 dated 05/19/16, replacing it with Specification #2320-3583R2 dated 05/25/16. The key changes include correcting the rear air-ride suspension tandem axle spacing from 3' to 53" (±2") and removing the pre-trip light inspection requirement. Responses are due by June 2, 2016 at 2:00 PM to the Procurement Division. The truck requirements include a minimum 15-liter diesel engine with 600 HP, 18-speed manual transmission, 100,000 lbs gross combination weight rating, and dual rear axles rated at 46,000 lbs.

The detailed specifications outline requirements for a conventional day cab truck-tractor intended for use with a low bed trailer on California highways and unpaved levee roads. Major components specified include air suspension, hydraulic wet kit with PTO, dual 150-gallon fuel tanks, and extensive safety/lighting equipment. The truck must comply with current CARB emission requirements and California commercial vehicle idling regulations. The vehicle will be delivered to the Yolo Bypass Wildlife Area in Davis, CA. No pricing details or set-asides are specified in the addendum, though there is a 5% preference available for California certified small businesses.

Invitation for Bid (IFB) #0000001365 Questions and Answers Set 2

# Questions Answers

1.

One item is still an issue, the rear axle spacing on section 3, 3.8. The normal spacing for an air ride tandem rear axle is 52” to 54”, and in some cases can be extended out to as much as 60”. The addendum changes the request to 3’ (36”), which is not possible as at the dimension the tires would be overlapping. In the time remaining prior to the due date if you choose to amend this we will review and comply, otherwise we will use standard 54” spacing and make note of the exception on the bid response.

Correct, the original spec should have read 53” (NOT 3”) plus or minus 2”. 51” to 55” spacing is acceptable for this Specification. Standard 54” spacing is within the intended Specs for the air ride tandem rear axle.

Specification revised to correct this typo.

2.

This is in regards to the voice mail left on Friday. Rear axle spacing for the unit typically would be in the 52-55” range for a Calif spec’d unit. I am not aware of any manufactures that offer a 36” spacing.

A lamp precheck isn’t available on the 122SD chassis configuration, this is found on the med duty vocational models with Multiplex wiring systems. Please omit from spec. Note: it wasn’t required on the previous two units.

Please omit.

Note: this current specification is written specifically around the Pacar products (Peterbuilt and Kenworth) each manufacture has their own unique build process.

This is a way to eliminate fair competition from the bid process. DFG currently has two Freightliners in service

Pre-trip light inspection Spec (lamp precheck spec) should be waived.

Specification revised (Pre-trip Light Inspection omitted).

and I am not aware of any issues that these new Items to the spec would resolve or improve durability.
