About this file
This is an addendum from the California Department of General Services - Procurement Division for IFB #0000001365 for a Low Bed Transport Truck. The addendum modifies specification #2320-3583 (dated 04/27/16) which has been replaced with specification #2320-3583R1 (dated 05/19/16). Key changes include correcting the rear air-ride suspension tandem axle spacing from 3" ± 2" to 3' ± 2", updating the radio requirements to allow for CD or plug for iPhone/iPod/MP3 instead of just CD player, simplifying the dash-mounted dump valve requirements to one standard valve with indicator light, and removing requirements for a sound tracker, illuminated panel, and standard tool kit. The bid due date has been extended from 5/24/16 to 6/2/16 at 2:00 PM. Delivery is to the Yolo Bypass Wildlife Area in Davis, CA.
The detailed specifications outline requirements for a truck-tractor with conventional day cab intended for use with a Trail King Model TK70HDG-452 or similar low bed trailer, to operate on California highways and unpaved levee roads. Key requirements include a minimum 100,000 lbs gross combination weight rating, 15-liter minimum diesel engine meeting CARB emissions standards, 18-speed manual transmission, dual rear axle with 46,000 lbs minimum GAWR, and various safety and operational features. The solicitation includes a 5% preference for California certified small businesses or non-small businesses claiming at least 25% California certified small business participation.

Invitation for Bid (IFB) #0000001365 Questions and Answers Set 1

# Questions Answers
1.
We supplied a copy of similar trucks about 18 month ago to Gray Lodge, We are interested in bidding on this unit.
On page 5 of 8 sec 3.20 engine (under the Steering section)
Our proposed engine achieves the required torque rating of 2050 at 1120 RPM, and 600 HP at 1800 rpm the allows for both better control at full torque and faster ramp rate to full torque, With the 2017 GHG standard most engines now achieve full power at a much lower rpm
Will this be acceptable?
The rear window dimension is model specific our window offers more square inches will this be acceptable?
On the CB we offer that model, not sure what “sound tracker” is sounds like a Peterbilt propriety name, can this line be omitted?
Do you really want a CD player in this spec? kind of obsolete, would suggest having a plug in for IPOD or MP3, less chance of an “old disc” causing a radio failure
If this unit is going off pavement I would suggest full locking (cont.) differentials not just on the front.
Please advise as a quickly as possible so I can proceed with
Section 3.20 is fine. As long it meets CARB Diesel Standards, Section 3.24 is fine. Rear Window is ‘Minimum’ (More square inches is better).
Section 3.24 revised to remove “Sound Tracker”.
Section 3.24 is revised to address iphone, ipod mp3 etc.
Section 3.8 is fine. Lock on the front meets our needs.
working the bid.
(5/11/16)
2.
I have some questions on the technical specs for this solicitation. Please see below.
1. Section 3.16 – My OEM offers EPDM hoses instead of silicone radiator hoses. Will this meet the intent of the spec?
2. Section 3.17 – Part of spec calls for LED fender mounted turn signals. I can offer fender lights that are not LED but have an amber lens with a clear bulb. Please allow these type lights.
3. Section 3.24 – The seating information calls for the passenger seat to be non-air with a left hand arm rest. I can provide a non-air passenger seat without the left hand arm rest. Is this acceptable?
4. Section 3.24 – My truck doesn’t include a turbo temp gauge but does have sensors which triggers warning lights and sounds if the temperature level becomes extremely hot.
Is this acceptable?
(5/12/16)
1. Hoses must meet minimum Specs (Silicone radiator hoses with constant torque clamps)
2. Signals must be LED to meet Specs for durability
3. May be non-air high back with left arm rest at a minimum, Can substitute air-ride passenger seat with arm rests.
4. must include gauges, not “idiot lights”
3.
Please find below questions we have in regards to IFB 0000001365 for a new Low Bed Transport Truck. As this information is required to prepare a complete proposal, due to the short time frame and complexity of this specification I would also kindly request that the due date be extended for a minimum of one week to allow ample time to prepare and submit a bid.
3.8: Rear axle spacing appears to have a typo, reads 3” +/- 2”. Please clarify.
3.14: 5th wheel calls for outboard mounting angles, but further in section 3.15 trailer ramps are specified which are generally not used with this type of mounting. There is also a note regarding the 5th wheel must rest on the chassis frame. Please clarify the mounting, it would appear you want inboard mounting angles which would then bolt through to the sides of the frame rails.
3.14: Air and electrical is called out from “tractor beltline”.
This is not clear terminology, is OEM routing from inside the frame rails an acceptable installation?.
3.14: You are calling out for trailer gladhand lines at both back of cab and end of frame. We would assume you want factory installed diverter valves on the air lines to safely and properly direct air to one set of connections at a time.
3.19: Brakes are specified to be either drum or disc. There are considerable performance and cost difference between the two, do you want to call out for standard disc front brakes or accept drum brakes as default?
3.20: Is a dash accessed digital air restriction indicator acceptable?
3.22: The hydraulic wet kit needs further clarification:
Minimum oil capacity; length of tractor to trailer hoses;
specific male/female fitting part numbers to match up with trailer. It is not clear if the tractor trailer hoses should be hard plumbed to the tractor (normal installation) or have additional quick disconnect fittings on the tractor side so that
3.8 Should read axle spacing equal to 3’ +/- 2” (section 3.8
corrected)
3.14 Need Inboard mounting angles and ramps. Reference
trailer is Trail King Model TK70HDG-452 or similar with drop neck.
3.14 OEM routing for air and electrical from frame rails is
acceptable, These Specs refer to coiled air, light lines, dummy glad hands, and hosetenna.
3.14 Factory installed diverter valves on air lines for use of either set of glandhands is required.
3.19 This is a minimum Spec., both configurations are
acceptable.
3.20 Yes, Also See Spec 3.24 Cab: At a minimum, the cab
shall be equipped with the following: Instruments shall include…air filter restriction indicator.
3.22 Unknown at this time as lowboy trailer is currently out to bid. Reference trailer is Trail King Model TK70HDG-452 or similar. Trailer hoses should be hard plumbed to tractor as in normal installation and terminated with flexible hoses to trailer.
See Spec 3.25 for A&E lines the hoses are removable.
3.24: Integral marker lights are not available; are standard cab mounted LED marker lights acceptable?
3.24: Two separate lines are noted for “dash mounted dump valve (switch) for suspension with indicator light. Is this a redundant typo or are you looking for two different functions?
3.25: Cab guard mounted LED caution light is to be center mounted? Is there any further detail on this light, or provide at our discretion?
3.25: No “standard tool kit” is available, and changing wheels/tires of this size is not practical for an operator.
Please address deleting this request.
3.25: Please provide specific information in regards to the DOT attachment points to be provided on the front bumper
(5/17/16)
3.23. Yes, will meet specs
3.24 Only ONE standard dash mounted dump valve (switch)
is needed for rear suspension drop, additional switch is not needed. (Specifications corrected).
3.25 (Protech #10-1003-592), aluminum headache rack.
Prefer center mounting of caution light.
3.25 Specification corrected.
3.25 Attachment point locations are unavailable at this time, depends upon folding sign design.
