About this file
This is Addendum No. 2 to an Invitation to Bid (ITB L&P-26-58001) issued by the Town of Culpeper, Virginia Procurement Office for Overhead Electric Distribution Construction and Maintenance Services. The addendum, dated July 16, 2026, clarifies contract terms and conditions in response to bidder inquiries. Bidders are required to acknowledge receipt of this addendum on their Vendor Information Form; failure to do so may result in bid rejection as non-responsive. The Town does not provide an estimate of annual work hours, as project volume varies year to year. Contractors will be expected to submit hourly rate proposals for labor and equipment that will be used to calculate project-specific estimates; any anticipated cost overages must be approved by the Town in advance, or the contractor assumes financial responsibility for excess hours.
A bid bond is not required for this opportunity, as the Town does not anticipate individual projects exceeding $100,000 in value. However, should a specific project meet or exceed that threshold, the Town reserves the right to require a bid bond at that time. All other general terms, conditions, and specifications of the original ITB remain unchanged. Bidders should structure their responses around hourly labor and equipment rates rather than fixed project pricing.

ADDENDA NO. 2 TO ALL BIDDERS:
Reference – ITB: L&P-26-58001 Title: Overhead Electric Distribution Construction and Maintenance Services Subject: Response to questions received
The following clarifications constitute Addendum No. 2. Please acknowledge receipt of this Addendum No. 2, dated July 16, 2026, on the Vendor Information Form where indicated when returning your Bid package or acknowledge if your Bid package has already been mailed. Failure to acknowledge this addendum may result in your bid being declared non-responsive.
The following questions were received:
1. Approximately how many hours per year does the Town estimate the crews will work?
a. Town response: The Town does not have an estimate of how many hours. The number of projects may vary from year to year.
2. How will the estimated fixed price vs hourly system work? Who is responsible for creating the estimate? If an overage occurs, are we expected to absorb the additional hours above the estimate?
a. Town response: The Town is requesting the hourly rate for labor/equipment. The contractor will be asked to provide an estimate for any project assigned to them.
The estimate should reflect the hourly rates provided by the contractor in their RFP response. If an overage is anticipated, the Town should be notified so it may be approved in advance of working being completed. Failure to notify the Town of anticipated overage could result in contractor absorbing the additional hours.
3. The bid form shows a 5% bid bond “if checked” but the RFP Section II.B.2.a, states a bid bond is required for construction totaling $100,000 or more. Can you please confirm whether a bid bond is required for this opportunity?
a. Town response: A bid bond is not required for this opportunity because we don’t anticipate any specific project exceeding $100,000. If this occurs, the Town would require a bid bond at this time.
All other general terms, conditions and specifications shall remain the same.
Lisa Wortman, Procurement Officer
