About this file
This is Addendum No. 1 to an Invitation to Bid (ITB L&P-26-58001) issued by the Town of Culpeper, Virginia, for Overhead Electric Distribution Construction and Maintenance Services. The addendum clarifies requirements for an as-needed, non-exclusive term contract to provide construction and maintenance services for overhead electric distribution projects that exceed the Town's in-house capabilities. The contract does not require contractor crews to be on standby or available full-time; crews may be mobilized from other projects once a task order or work order is issued, with no specific turnaround time requirement mandated. Individual projects within the contract are anticipated to be small and completed throughout the year, with the Town planning to award multiple projects annually. The contract will be awarded on an hourly rate basis, with each individual project estimated and fixed prior to execution based on submitted hourly rates.
Bidders must submit standard hourly labor and equipment rate schedules rather than unit-price items. No bid bond is required for the overall contract award, though a 5% bid bond will be required for any individual project exceeding $100,000. The Town does not anticipate significant overtime work and is not seeking resident contractors but rather supplemental support for specific projects. The contract requires a minimum of two crews, though the Town acknowledged concern regarding work volume sufficiency and clarified that the contract is intended to support multiple annual projects rather than provide full-time employment. No extension to the original bid due date was granted.

ADDENDA NO. 1 TO ALL BIDDERS:
Reference – ITB: L&P-26-58001 Title: Overhead Electric Distribution Construction and Maintenance Services Subject: Response to questions received
The following clarifications constitute Addendum No. 1. Please acknowledge receipt of this Addendum No. 1, dated July 16, 2026, on the Vendor Information Form where indicated when returning your Bid package or acknowledge if your Bid package has already been mailed. Failure to acknowledge this addendum may result in your bid being declared non-responsive.
The following questions were received:
1. There are no pricing sheets or a list of required unit-price items included with the attached RFP.
Will the town provide a standardized pricing form, or are we to submit out standard hourly labor and equipment rate schedule?
a. Town Response – Since we don’t use compatible unit pricing, we would prefer bidder submit standard hourly labor and equipment rates.
2. Regarding the as-needed, term contract described in the RFP, we would like to clarify the expected response requirements.
Since this is a non-exclusive agreement with no guaranteed minimum work volume, can you please confirm whether the Town expects contractor crew(s) to be on standby or available full-time, or whether crews can be mobilized from other projects once a task order or work order is issued?
Specifically, what is the required turnaround time (hours or days) for the selected contractor to have personnel and equipment onsite after receipt of a task order or work order?
a. Town response – There will be no stand by requirements for this contract. It is simply construction work exceeding that which we can’t do with in house resources. We do not need a set response requirement, it is not storm work.
3. The bid form shows a 5% bid bond “if checked” but the RFP Section II.B.2.a, states a bid bond is required for construction totaling $100,000 or more. Can you please confirm whether a bid bond is required for this opportunity?
a. Town response: There is no bid bond required as we anticipate the work to consist of small projects throughout the year, each likely to be less than $100,000. A 5% bid bond shall be required for any project exceeding $100,000.
4. Based on this reference in Section C: The Town is anticipating the award of a contract on a ___________ basis. (If the blank is not filled in, the Town anticipates awarding a contract on a firm fixed price basis.); the Town is requesting a lump sum bid for services. However, there is no specific statement of work to use in preparing a lump sum bid. Another section of the RFP references bidders providing hourly rates. Is this an hourly contract rather than a lump sum bid? Is there a bid form we should use when preparing our response?
a. Town response: The Town is anticipating award of a contract on a hourly rate basis;
however, each project shall be estimated based on hourly rates prior to execution for a fixed price.
5. The contract states this is for "as-needed" electrical services but also requires a minimum of two crews. Does the City have sufficient work volume to keep two crews busy for 40 hours per week for the entire term of the contract?
a. Town response: This contract will be used to satisfy several projects per year. Each project will require an estimate prior to execution. The Town is not looking for resident contractors, just a contract for additional help on specific projects.
6. How much overtime is expected?
a. Town response: Little to no overtime is anticipated.
7. Would it be possible to extend the bid due date a few days?
a. Town response: No
All other general terms, conditions and specifications shall remain the same.
