DOC Alger Correctional Facility – Propane Plant Replacement/Repair

SECTION 231000/231000a/Rev1 – FACILITY FUEL SYSTEMS (NEW PROPANE PLANT EQUIPMENT AND

IMPROVEMENTS)

PART 1 – GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including Sections One through Nine, Appendices, and Division 01 Specification Sections, apply to this Section.

1.2 SUMMARY

A. The intent of the work for this project, as listed in this Section below, is to restore the existing propane plant to be fully functional, including at a minimum, replacement of the propane blending system (vaporizer, mixer, etc.). This Section includes the following:

1. Obtain all required permits.

2. Coordinate lockout/tagout of system with Owner.

3. Review existing facility gas supply and distribution system and terminal equipment information as necessary, and determine estimated BTU load for the facility, operational pressure of natural gas, and other necessary design parameters. Utilize information and design calculations to properly size the new propane blending system component and system characteristics. For bidding purposes, note the information on the AsConstructed Drawings in the Gas Distribution Schedule (noting that the future Industries Building was not constructed but a sixth housing unit was constructed) and the performance parameters of the existing equipment identified in the O&M manual (e.g.

AquaVaire Q480V capacity of 44,000,000 btu/hr, etc.) as a relative starting point to price the type of new equipment needed.

4. Inspect system for leaks.

5. Perform relief valve inspection.

6. Remove glycol from the existing water bath vaporizer and legally dispose of off-site and provide manifests.

7. Provide complete removal and disposal of existing propane blending system on slab, and replace with new propane blending system and controls of equal or better quality and operational capability as the existing system when new.

Furnish, install, make operational and test a complete new propane blending system, including but not limited to, water bath vaporizer unit, mixer, burner, valves, gauges, glycol, solenoids, accumulator tank, controls, etc… This includes providing piping, fittings, components and connections as necessary from the existing liquid supply line to the inlet on the vaporizer, from the outlet of the vaporizer to the mixer inlet, and from the mixer outlet to the existing supply line. This also includes providing a strainer in the liquid inlet line, with all required valves and supply pipe supports, as required by code. This further includes installing new pipe up to the mixer outlet line and tie-in of liquid supply line to the new vaporizer, as needed. A packaged water bath vaporizer and mixer unit such as Algas-SDI series Model QM of appropriate size, or similar, is acceptable for use.

8. Provide any changes necessary to the existing concrete pad to accommodate the new system.

9. Cut the old vaporizer apart from existing mixer base and legally dispose of off-site.

10. Pressure up the system with vapor and check for leaks before liquid is introduced into the system.

11. Test both liquid pumps and motors for proper operation.

12. Test vaporizer and mixer. Set gas mix.

13. Test terminal equipment operation utilizing propane blending system. Coordinate and schedule testing with facility maintenance staff, anticipating seasonal and limited durations of equipment downtime. Terminal equipment includes boilers, water heaters and (if present) unit heaters in each building onsite.

14. Furnish and install labeling of equipment and piping to meet any code requirements, and not less than baseline identification and flow direction arrows to assist in system training.

15. Upon completion, confirm and certify specific gravity of output propane equal specific gravity of natural gas using a BTU Analyzer or a Ranerex.

16. Please note a provisionary allowance of $25,000 is to be included in the base bid as described in the contract specifications under SECTION SIX RIGHTS AND RESPONSIBILITIES Article 7.7 Cash Allowances;

Provisionary Allowances. This allowance is not intended to cover equipment costs for the propane blending system which shall be included in the base bid. The allowance will be utilized to address incidental work, such as “Work Not Included” identified below, if preauthorized.

17. Please note a performance and payment bond is required for all bids over $50,000 as described in the BID SUMMARY sheet.

DOC Alger Correctional Facility – Propane Plant Replacement/Repair

1.3 WORK NOT INCLUDED:

A. Work not included in the base bid:

1. If relief valves fail inspection, they will need to be replaced on a preauthorized time and material basis.

2. If leaks occur in portions of the system not being replaced as a portion of the blending system, they will need to be repaired on a preauthorized time and material basis.

3. If multiport is not working properly, the storage tank will need to be emptied and the multiport changed out on a preauthorized time and material basis.

4. If repair of liquid pumps or motors is necessary it shall be performed on a preauthorized time and material basis.

5. The Owner will perform the lockout/tag out of the electrical power to the system.

1.4 TRAINING, TESTING AND DOCUMENTATION

A. Training and documentation shall include:

1. Provide draft O&M Manual for review and comment not less than 2 weeks prior to training of Owner staff.

2. Utilize O&M Manual as training material for training of Owner staff.

3. Provide competent trainer(s). Manufacturer rep is preferred for packaged systems.

4. Document training using DTMB Meeting Attendance form. Completed attendance form is a required closeout document necessary for final payment.

5. Provide two training events, on two different days, in order to ensure coverage of all maintenance personnel that may work different shifts/alternating days. Coordinate schedule of training with Owner.

B. Testing and documentation shall include:

1. Prepare a written plan, coordinated with the facility, for startup of equipment supplied by the natural-gas/propane system. Plan shall include steps to review terminal equipment operation prior to switchover and shall identify steps necessary to adjust orifices, valves, controls, etc. necessary to switch over to a propane-vapor/air mix. Buildings include:

Admin, Maintenance, Programs, Support Services, and six (6) housing units. Assume there are two boilers and two water heaters per building.

2. Plan shall include coordination of scheduling with the facility to address allowable time constraints due to seasonality, facility operation, and availability of maintenance personnel.

3. Startup propane blending system and complete switchover from natural gas to propane-vapor/gas mix.

4. Perform system purge, as necessary.

5. Per the prepared plan, work with facility maintenance personnel to ensure startup and operation of terminal equipment.

Provide personnel with knowledge and experience of ensuring proper gas delivery pressures and that can assist with advisement and troubleshooting.

6. Terminal equipment operation and adjustments shall be performed and made by the Owner, and not by the DB Entity, except for any DB Entity installed equipment.

7. Provide written report(s) to document each day of testing. Report format similar to a daily construction report is acceptable. Reports shall identify and document successful operation of terminal equipment for each building and equipment type.
